صادق مجلس الوزراء الأمني المصغر في إسرائيل (الكابينت)، اليوم (الأحد)، على السماح بدخول مجلس السلام والقوة متعددة الجنسيات إلى قطاع غزة.
ونقلت القناة 13 الإسرائيلية عن مصدر دبلوماسي إسرائيلي قوله إن مجلس الوزراء الإسرائيلي وافق اليوم على منح الحصانة لقوة الاستقرار الدولية للعمل في المناطق خلف الخط الأصفر في قطاع غزة، في مناطق لا تخضع لسيطرة الجيش الإسرائيلي، موضحاً أن دخول أي قوة من تلك القوات يتطلب موافقة خاصة من رئيس الوزراء ووزير الدفاع ووزير الخارجية.
وبحسب الدبلوماسي الإسرائيلي، فإن القرار ينص على أن «إسرائيل ستوافق على الدول التي يمكنها إرسال قوات، وإنها ستكون فقط الدول التي لدينا معها معاهدة سلام ولا تعادي إسرائيل»، موضحاً أن الحديث يجري عن 200 عنصر فقط من دول صديقة مثل أوغندا والمغرب.
وأضاف المصدر أن الجيش الإسرائيلي سيستمر في التمركز عند الخط الأصفر ولن يكون هناك انسحاب إسرائيلي طالما لم يتم نزع كل سلاح «حماس» وقطاع غزة بالكامل.
وجاء القرار الإسرائيلي قبل مغادرة رئيس الوزراء بنيامين نتنياهو إلى واشنطن، غداً (الإثنين)، والمتوقع أن يلتقي ترمب الثلاثاء، وبحسب وسائل إعلام إسرائيلية فإن القرار يمنح وضعاً خاصاً لمجلس السلام وموافقة إسرائيلية لإطلاق مرحلة تجريبية لإعادة تأهيل الخدمات الأساسية في قطاع غزة، وتقديم المساعدات الإنسانية، وإنشاء ملاذات للفلسطينيين في مناطق خارج سيطرة حركة حماس.
وأفادت وسائل إعلام إسرائيلية أنه من المتوقع أن تبدأ هذه الخطوة في رفح، وتشمل بناء مبانٍ مؤقتة ستستخدم كمساكن لأهل غزة.
ورحب ممثل مجلس السلام في قطاع غزة نيكولاي ملادينوف بموافقة إسرائيل على نشر قوة الاستقرار الدولية في القطاع، مؤكداً على حسابه في «إكس» أن نشر القوة الدولية عنصر أساسي من الإطار المتفق عليه لتحقيق الاستقرار في غزة، ودعم نزع السلاح، وتسهيل الانتقال إلى إدارة انتقالية فلسطينية فعّالة.
وأضاف ملادينوف أن «التركيز ينصب الآن على ضمان المضي قدماً في خطة ترمب بما في ذلك تنفيذ خريطة الطريق كما قدمها الوسطاء».
وذكرت صحيفة «يديعوت أحرونوت» أن الراغبين في العيش بهذه المناطق سيخضعون لإجراءات تدقيق صارمة لضمان عدم انتمائهم أو ارتباطهم بحركة حماس. ويجري الحديث عن أول منطقة ستدار من قبل «حكومة التكنوقراط» الفلسطينية بدعم من القوة متعددة الجنسيات، التي يجري تأسيسها حالياً وستتألف من جنود قادمين من عدة دول.
وتسيطر إسرائيل فعلياً على ما يقدر بنحو 64% من قطاع غزة بينما يعيش معظم سكانه البالغ عددهم قرابة مليوني نسمة على شريط ضيق من الأراضي على الساحل تحت سيطرة «حماس»، في خيام مؤقتة أو مبانٍ متضررة، ويواجهون ظروفاً مزرية.
وتُعدّ القوة الدولية متعددة الجنسيات جزءاً من خطة الرئيس الأمريكي دونالد ترمب لإنهاء الحرب في غزة، وطُرحت في أكتوبر 2025، وتنص على نشر قوة استقرار دولية للمساعدة في إدارة المرحلة الانتقالية وترسيخ الأمن في القطاع، كما تضمنت خطة ترمب إنشاء مجلس السلام، وهو هيئة دولية شاملة مسؤولة عن تنفيذ إطار السلام. وسيشرف المجلس على قوة الاستقرار الدولية في غزة، من بين مهام أخرى.
وكان المغرب قد وافق رسمياً على المشاركة في القوة الدولية متعددة الجنسيات المقرر نشرها في قطاع غزة، ووقّع في 15 يوليو 2026 اتفاقاً ينظم مساهمته في القوة خلال اجتماع عُقد في الرباط بحضور وزير الخارجية ناصر بوريطة ومسؤولين عسكريين كبار وممثلين عن مجلس السلام الخاص بغزة.
وتشمل المساهمة المغربية إرسال ضباط كبار من القوات المسلحة وعناصر من الدرك والشرطة، إضافة إلى إنشاء مستشفى ميداني عسكري.
The Israeli security cabinet (the cabinet) approved today (Sunday) the entry of the Peace Council and the multinational force into the Gaza Strip.
Israeli Channel 13 reported that an Israeli diplomatic source stated that the Israeli cabinet approved today to grant immunity to the international stabilization force to operate in areas behind the yellow line in the Gaza Strip, in areas not under the control of the Israeli army, explaining that the entry of any force from those forces requires special approval from the Prime Minister, the Minister of Defense, and the Minister of Foreign Affairs.
According to the Israeli diplomat, the decision stipulates that "Israel will approve the countries that can send forces, and they will only be countries with which we have a peace treaty and that are not hostile to Israel," clarifying that it concerns only 200 personnel from friendly countries such as Uganda and Morocco.
The source added that the Israeli army will continue to be stationed at the yellow line and there will be no Israeli withdrawal as long as all of Hamas's weapons are not removed and the Gaza Strip is fully disarmed.
The Israeli decision came before Prime Minister Benjamin Netanyahu's departure to Washington tomorrow (Monday), where he is expected to meet Trump on Tuesday. According to Israeli media, the decision grants a special status to the Peace Council and Israeli approval to launch a pilot phase for rehabilitating essential services in the Gaza Strip, providing humanitarian aid, and creating havens for Palestinians in areas outside Hamas's control.
Israeli media reported that this step is expected to begin in Rafah and includes the construction of temporary buildings that will be used as housing for the people of Gaza.
Nikolai Mladenov, the representative of the Peace Council in the Gaza Strip, welcomed Israel's approval to deploy the international stabilization force in the sector, emphasizing on his account on "X" that the deployment of the international force is a key element of the agreed framework to achieve stability in Gaza, support disarmament, and facilitate the transition to an effective Palestinian transitional administration.
Mladenov added that "the focus is now on ensuring progress in Trump's plan, including the implementation of the roadmap as presented by the mediators."
The newspaper "Yedioth Ahronoth" reported that those wishing to live in these areas will be subjected to strict vetting procedures to ensure they do not belong to or have ties with Hamas. The first area is expected to be managed by the Palestinian "technocrat government" with support from the multinational force, which is currently being established and will consist of soldiers from several countries.
Israel effectively controls approximately 64% of the Gaza Strip, while most of its nearly two million residents live on a narrow strip of land along the coast under Hamas control, in temporary tents or damaged buildings, facing dire conditions.
The multinational international force is part of U.S. President Donald Trump's plan to end the war in Gaza, proposed in October 2025, which calls for the deployment of an international stabilization force to help manage the transitional phase and establish security in the sector. Trump's plan also included the establishment of the Peace Council, a comprehensive international body responsible for implementing the peace framework. The council will oversee the international stabilization force in Gaza, among other tasks.
Morocco has officially agreed to participate in the multinational international force scheduled to be deployed in the Gaza Strip, signing an agreement on July 15, 2026, regulating its contribution to the force during a meeting held in Rabat attended by Foreign Minister Nasser Bourita, senior military officials, and representatives of the Peace Council for Gaza.
The Moroccan contribution includes sending senior officers from the armed forces and elements from the gendarmerie and police, in addition to establishing a military field hospital.
