تتجه الأنظار إلى انتخابات حركة «فتح» على نطاق واسع، إذ إنها ستحدد إلى حد كبير مسار خلافة الرئيس محمود عباس. ويشهد المؤتمر العام لحركة التحرير الفلسطينية، تنافساً شديداً على مقاعد الهيئات القيادية.
وتفيد المعلومات بأن المؤتمر الذي يختتم أعماله مساء غد السبت، بوجود عشرات المرشحين على عضوية الهيئة القيادية الأولى للحركة، وهي اللجنة المركزية، ومئات المرشحين على مقاعد الهيئة القيادية الثانية، والمجلس الثوري.
وانتخب المؤتمر بالإجماع الرئيس محمود عباس رئيساً للحركة، فيما ينتخب، السبت، باقي أعضاء اللجنة الـ18، وأعضاء المجلس الثوري الـ80.
واعتبر أعضاء في المؤتمر أن جوهر أعماله يتركز على التنافس على مقاعد الهيئات القيادية، وليس على البرنامج السياسي.
ولفتوا إلى أن التنافس في الحركة يتركز على المواقع القيادية، وليس على البرامج بسبب الانسجام الفكري والسياسي بين الأعضاء، وعدم وجود تيارات سياسية وفكرية.
فيما اعتبر بعض المراقبين تنافس عدد كبير على المقاعد القيادية دليلاً على وجود أزمة قيادة، وعدم رضا عن القيادة الحالية، اعتبرها البعض الآخر دليل حيوية، وانفتاح على الأجيال والمبادرات.
إلا أن آخرين رأوا أن التنافس الواسع، رغم ما يدل عليه من حيوية للحركة، فإن له أثارا سلبية منها تشتت أصوات المتنافسين الجدد، ما يتيح للحرس القديم فرصاً أفضل لتعزيز مواقعهم.
ويشكل الوصول إلى مراكز قيادية في الحركة، فرصة للوصول إلى مراكز قيادية كبيرة في السلطة، وفي منظمة التحرير. ورئيس حركة فتح، هو رئيس السلطة الفلسطينية، ورئيس منظمة التحرير الفلسطينية. وقادة وكوادر الحركة هم من يتولون قيادة الأجهزة الأمنية والمدنية والمؤسسات الحكومية.
وينظر على نطاق واسع إلى القيادة الجديدة، التي سينتخبها المؤتمر على أنها القيادة القادمة للسلطة الفلسطينية.
واختار الرئيس محمود عباس عضو اللجنة المركزية حسين الشيخ نائباً للرئيس، ما يجعل من المؤتمر محطة اختبار جدية له. ففي حال حصول الشيخ على معدل عالٍ من الأصوات، فإن المؤتمر سيكرسه بقوة نائباً للرئيس، وفي حال حصول عدد من منافسيه على عدد أعلى من الأصوات، فإن ذلك سيعزز فرصهم لمنافسته، إلى جانب التنافس فيما بينهم على مواقع أخرى مهمة في السلطة والحركة والمنظمة.
ويشكل المؤتمر أيضاً محطة اختبار لقوة الأسير مروان البرغوثي في المنافسة على خلافة الرئيس. وعادة ما يحصل البرغوثي على الموقع الأول في انتخابات حركة «فتح»، وفي استطلاعات الرأي العام.
ويعتقد مراقبون أن حصول البرغوثي على أعلى الأصوات في هذا المؤتمر، سيكرسه مرشحاً محتملاً في أي انتخابات رئاسية قادمة من داخل سجنه، وسيجعل القيادة الجديدة تأخذ مكانته ودوره بعين الاعتبار في أي ترتيبات قادمة في مرحلة ما بعد الرئيس محمود عباس، ما يمكن أن يساعد في توفير ضغط دولي لإطلاق سراحه بعد أن رفضت إسرائيل الإفراج عنه في جميع صفقات تبادل الأسرى.
Attention is widely focused on the elections of the "Fatah" movement, as they will largely determine the course of succession for President Mahmoud Abbas. The general conference of the Palestinian Liberation Movement is witnessing intense competition for leadership positions.
Information indicates that the conference, which concludes its activities tomorrow evening, Saturday, has dozens of candidates for membership in the movement's first leadership body, the Central Committee, and hundreds of candidates for the second leadership body, the Revolutionary Council.
The conference unanimously elected President Mahmoud Abbas as the head of the movement, while the remaining 18 members of the committee and the 80 members of the Revolutionary Council will be elected on Saturday.
Members of the conference considered that the essence of its work focuses on competition for leadership positions, rather than on the political program.
They pointed out that the competition within the movement is centered on leadership positions, not on programs, due to the intellectual and political harmony among the members, and the absence of political and ideological currents.
While some observers considered the large number of competitors for leadership positions as evidence of a leadership crisis and dissatisfaction with the current leadership, others viewed it as a sign of vitality and openness to new generations and initiatives.
However, others saw that the wide competition, despite indicating the movement's vitality, has negative effects, including the fragmentation of votes among the new competitors, which provides the old guard with better opportunities to strengthen their positions.
Reaching leadership positions within the movement represents an opportunity to attain significant leadership roles in the authority and the PLO. The head of the Fatah movement is the President of the Palestinian Authority and the President of the Palestinian Liberation Organization. The leaders and cadres of the movement are those who lead the security and civil apparatuses and government institutions.
The new leadership, which will be elected by the conference, is widely viewed as the upcoming leadership of the Palestinian Authority.
President Mahmoud Abbas appointed Central Committee member Hussein Sheikh as Vice President, making the conference a serious testing ground for him. If Sheikh receives a high number of votes, the conference will strongly establish him as Vice President; however, if several of his competitors receive a higher number of votes, it will enhance their chances of competing against him, alongside their competition for other important positions within the authority, the movement, and the organization.
The conference also serves as a testing ground for the strength of prisoner Marwan Barghouti in the competition for succession to the president. Barghouti usually ranks first in Fatah elections and public opinion polls.
Observers believe that if Barghouti receives the highest votes in this conference, it will solidify him as a potential candidate in any upcoming presidential elections from within his prison, and it will compel the new leadership to consider his position and role in any future arrangements in the post-Mahmoud Abbas era, which could help exert international pressure for his release after Israel refused to release him in all prisoner exchange deals.
