يعقد مسؤولون كبار من الولايات المتحدة وأوكرانيا ومستشارون للأمن القومي من فرنسا وبريطانيا وألمانيا محادثات في جنيف، اليوم (الأحد)، لمناقشة مسودة خطة واشنطن لإنهاء الحرب في أوكرانيا.
إطار عمل للمفاوضات
ومن المقرر أن يصل المبعوث الأمريكي الخاص ستيف ويتكوف، ووزير الخارجية ماركو روبيو، اليوم، لإجراء المحادثات بشأن إنهاء الحرب الروسية الأوكرانية التي دخلت عامها الرابع.
وأفاد روبيو، أمس السبت، بأن اقتراح السلام في أوكرانيا المؤلف من 28 نقطة، الذي تم طرحه في الأسبوع الماضي أعدته واشنطن، على الرغم مما قاله بعض أعضاء مجلس الشيوخ.
وكتب روبيو على موقع «إكس»: «تم تقديمه كإطار عمل قوي للمفاوضات الجارية، ولكنه يستند أيضاً إلى مدخلات سابقة ومستمرة من أوكرانيا».
من جهته، قال السيناتور مايك راوندز للصحفيين في مؤتمر في هاليفاكس في وقت سابق، السبت، إن روبيو اتصل به وبأعضاء مجلس الشيوخ الآخرين، وأضاف أنه اقتراح تلقته الولايات المتحدة ونقلته إلى أوكرانيا. وأضاف: «ذكر لنا بوضوح شديد أننا متلقون لاقتراح تم تسليمه إلى أحد ممثلينا. إنها ليست توصيتنا، وليست خطتنا».
مهلة ترمب تنتهي الخميس
وأمهل الرئيس الأمريكي دونالد ترمب، الجمعة، نظيره الأوكراني فولوديمير زيلينسكي مهلة حتى يوم الخميس للموافقة على الخطة المكونة من 28 نقطة، التي تدعو أوكرانيا إلى التنازل عن أراضٍ وقبول القيود المفروضة على جيشها والتخلي عن طموحاتها في الانضمام إلى حلف شمال الأطلسي.
وأعرب مسؤول أمريكي عن أمله في تسوية التفاصيل النهائية لصياغة اتفاق مفيد لأوكرانيا، مؤكداً أنه لن يتم الاتفاق على أي شيء حتى يجتمع الرئيسان معاً، في إشارة إلى ترمب وزيلينسكي.
ولفت المسؤول إلى أن وزير الجيش الأمريكي دانيال دريسكول وصل إلى جنيف قبل المحادثات، وأكدت أوكرانيا مشاركتها.
وسينضم مستشارو الأمن القومي من مجموعة الترويكا الأوروبية، التي تضم فرنسا وبريطانيا وألمانيا إلى جانب الاتحاد الأوروبي. وقالت مصادر دبلوماسية إن إيطاليا سترسل أيضاً مسؤولاً للمشاركة في المحادثات.
أساس محادثات إنهاء الحرب
وقال قادة أوروبيون وغربيون آخرون، أمس، إن خطة السلام الأمريكية، التي تؤيد المطالب الروسية الرئيسية، هي الأساس لمحادثات إنهاء الحرب، لكنها تحتاج إلى «عمل إضافي»، إذ يسعون إلى اتفاق أفضل لكييف قبل الموعد النهائي المحدد يوم الخميس.
وذكر مصدر حكومي ألماني إن مسودة خطة السلام الأوروبية، التي تستند إلى المقترح الأمريكي، أُرسلت إلى أوكرانيا وإلى الإدارة الأمريكية.
وكان الرئيس الأوكراني فولوديمير زيلينسكي، حذّر من أن أوكرانيا تخاطر بفقدان كرامتها وحريتها أو دعم واشنطن بسبب الخطة.
فيما وصف الرئيس الروسي فلاديمير بوتين الخطة بأنها أساس لحل النزاع، لكن موسكو قد تعترض على بعض المقترحات الواردة في الخطة، التي تتطلب انسحاب قواتها من بعض المناطق التي سيطرت عليها.
Senior officials from the United States and Ukraine, along with national security advisors from France, Britain, and Germany, are holding talks in Geneva today (Sunday) to discuss Washington's draft plan to end the war in Ukraine.
A Framework for Negotiations
The U.S. special envoy, Steve Witkoff, and Secretary of State Marco Rubio are scheduled to arrive today to conduct talks aimed at ending the Russian-Ukrainian war, which has entered its fourth year.
Rubio stated on Saturday that the 28-point peace proposal for Ukraine, which was presented last week, was prepared by Washington, despite what some senators have said.
Rubio wrote on X: “It was presented as a strong framework for ongoing negotiations, but it is also based on previous and ongoing inputs from Ukraine.”
For his part, Senator Mike Rounds told reporters at a conference in Halifax earlier on Saturday that Rubio had contacted him and other senators, adding that it was a proposal received by the United States and conveyed to Ukraine. He added: “He made it very clear to us that we are recipients of a proposal delivered to one of our representatives. It is not our recommendation, nor is it our plan.”
Trump's Deadline Ends Thursday
U.S. President Donald Trump gave Ukrainian President Volodymyr Zelensky a deadline until Thursday to agree to the 28-point plan, which calls for Ukraine to concede territory, accept restrictions on its military, and abandon its aspirations to join NATO.
An American official expressed hope for finalizing the details of an agreement beneficial to Ukraine, emphasizing that nothing will be agreed upon until the two presidents meet together, referring to Trump and Zelensky.
The official noted that U.S. Army Secretary Daniel Driscoll arrived in Geneva ahead of the talks, and Ukraine confirmed its participation.
National security advisors from the European troika, which includes France, Britain, and Germany, along with the European Union, will also join. Diplomatic sources indicated that Italy will also send an official to participate in the talks.
The Basis for Ending the War Talks
European and other Western leaders stated yesterday that the U.S. peace plan, which supports key Russian demands, is the basis for ending the war talks, but it requires “additional work,” as they seek a better agreement for Kyiv before the Thursday deadline.
A German government source mentioned that the draft of the European peace plan, based on the American proposal, has been sent to Ukraine and the U.S. administration.
Ukrainian President Volodymyr Zelensky warned that Ukraine risks losing its dignity and freedom or Washington's support due to the plan.
Meanwhile, Russian President Vladimir Putin described the plan as a basis for resolving the conflict, but Moscow may object to some of the proposals in the plan, which require the withdrawal of its forces from some areas they have controlled.
