عرض البيت الأبيض، اليوم (الإثنين)، الخطة الشاملة للرئيس الأمريكي دونالد ترمب التي تهدف إلى إنهاء الحرب الإسرائيلية على قطاع غزة، وتتضمن 21 بنداً، تشمل انسحاباً للجيش الإسرائيلي على 3 مراحل، وإدارة قطاع غزة بموجب حكم انتقالي مؤقت من قِبل لجنة فلسطينية تكنوقراطية غير سياسية.
وإلى تفاصيل الخطة:
1. ستصبح غزة منطقة منزوعة التطرف وخالية من الإرهاب، لا تشكل تهديداً لجيرانها.
2. سيُعاد إعمار غزة لصالح سكانها الذين عانوا ما فيه الكفاية.
3. إذا وافق الطرفان على هذا المقترح، فستنتهي الحرب فوراً.
4. تنسحب القوات الإسرائيلية إلى الخط المتفق عليه تمهيداً لعملية إطلاق سراح الرهائن، وخلال هذه الفترة، ستتوقف جميع العمليات العسكرية، بما في ذلك القصف الجوي والمدفعي، وستظل خطوط القتال مجمّدة إلى أن تُستوفى الشروط الخاصة بالانسحاب المرحلي الكامل.
5. في غضون 72 ساعة من إعلان إسرائيل قبول هذا الاتفاق، ستتم إعادة جميع الرهائن، أحياءً وأمواتاً.
6. بمجرد الإفراج عن جميع الرهائن، ستطلق إسرائيل سراح 250 سجيناً محكوماً بالمؤبد، إضافةً إلى 1700 معتقل من غزة تم احتجازهم بعد 7 أكتوبر 2023، بمن فيهم جميع النساء والأطفال المعتقلين في ذلك السياق، وعن كل رهينة إسرائيلي تُسلَّم جثته، ستسلّم إسرائيل رفات 15 فلسطينياً من غزة.
7. بعد إعادة جميع الرهائن، سيُمنح أعضاء حركة حماس الذين يلتزمون بالتعايش السلمي وبالتخلي عن أسلحتهم عفواً عاماً. أما من يرغب من عناصر «حماس» في مغادرة غزة فسيُوفَّر له ممر آمن إلى دول مستقبلة.
8. عند قبول هذا الاتفاق، ستدخل مساعدات شاملة وفورية إلى قطاع غزة. وكحد أدنى، ستتطابق كميات المساعدات مع ما نصّ عليه اتفاق 19 يناير 2025 بشأن المساعدات الإنسانية، بما يشمل إعادة تأهيل البنية التحتية (المياه، الكهرباء، الصرف الصحي)، وإعادة تأهيل المستشفيات والمخابز، وإدخال المعدات اللازمة لإزالة الركام وفتح الطرق.
9. سيُتاح دخول وتوزيع المساعدات في قطاع غزة من دون تدخل من الطرفين، عبر الأمم المتحدة ووكالاتها، والهلال الأحمر، إلى جانب مؤسسات دولية أخرى غير مرتبطة بأي من الطرفين. أما فتح معبر رفح في الاتجاهين فسيخضع للآلية ذاتها التي طُبّقت بموجب اتفاق 19 يناير 2025.
10. ستدار غزة بموجب حكم انتقالي مؤقت من قِبل لجنة فلسطينية تكنوقراطية غير سياسية، تتولى إدارة الخدمات العامة والشؤون المحلية لسكان غزة. وستتكون هذه اللجنة من فلسطينيين مؤهلين وخبراء دوليين، تحت إشراف هيئة انتقالية دولية جديدة تسمى «مجلس السلام»، برئاسة الرئيس دونالد ترمب، مع أعضاء ورؤساء دول يُعلن عنهم لاحقاً، بمن فيهم رئيس الوزراء البريطاني السابق توني بلير. وستضع هذه الهيئة الإطار وتدير التمويل الخاص بإعادة إعمار غزة إلى أن تُنجز السلطة الفلسطينية برنامج الإصلاح الخاص بها، كما هو موضح في عدة مقترحات، بما في ذلك خطة السلام التي طرحها الرئيس ترمب عام 2020 والمقترح السعودي-الفرنسي، وتصبح قادرة على استعادة السيطرة على غزة بشكل فعّال وآمن. وستستند هذه الهيئة إلى أفضل المعايير الدولية لإنشاء حوكمة حديثة وفعّالة تخدم سكان غزة وتجذب الاستثمارات.
11. ستوضع «خطة ترمب للتنمية الاقتصادية» لإعادة بناء غزة وتنشيطها، عبر لجنة خبراء ساهموا في تأسيس مدن حديثة مزدهرة في الشرق الأوسط. وسيُنظر في العديد من المقترحات الاستثمارية المدروسة والأفكار التنموية الواعدة التي صاغتها جهات دولية حسنة النية، ليجري دمجها ضمن أطر الأمن والحوكمة بما يجذب هذه الاستثمارات ويُيسّرها، لتوفير فرص عمل وبعث الأمل بمستقبل أفضل لغزة.
12. كما ستُنشأ منطقة اقتصادية خاصة تتمتع بتعريفات جمركية تفضيلية وآليات وصول تُتفاوض بشأنها مع الدول المشاركة.
13. لن يُجبر أحد على مغادرة غزة، ومن يرغب في المغادرة فله الحرية في ذلك والحرية في العودة. وسنشجع السكان على البقاء وإعطائهم فرصة لبناء غزة أفضل.
14. تتعهد حركة حماس والفصائل الأخرى بعدم المشاركة في أي شكل من أشكال الحكم في غزة، سواء بشكل مباشر أو غير مباشر. وستُدمَّر كل البُنى التحتية العسكرية والهجومية والإرهابية، بما في ذلك الأنفاق ومرافق إنتاج الأسلحة، ولن يُعاد بناؤها. وستُجرى عملية نزع سلاح غزة تحت إشراف مراقبين مستقلين، بما يشمل وضع الأسلحة خارج الخدمة نهائياً من خلال آلية متفق عليها للتجريد من السلاح، مدعومة ببرنامج شراء وإعادة إدماج دولي التمويل، مع التحقق من ذلك من قبل المراقبين المستقلين. وستلتزم «غزة الجديدة» التزاماً كاملاً ببناء اقتصاد مزدهر وبالتعايش السلمي مع جيرانها.

16. ستعمل الولايات المتحدة مع الشركاء العرب والدوليين لتطوير «قوة استقرار دولية مؤقتة» (Temporary International Stabilization Force) تُنشر فوراً في غزة. وستقوم هذه القوة بتدريب ودعم قوات الشرطة الفلسطينية التي جرى التحقق من أهليتها، بالتشاور مع الأردن ومصر لما لهما من خبرة واسعة في هذا المجال. وستكون هذه القوات هي الحل الأمني الداخلي طويل الأمد. وستعمل الـ(ISF) مع إسرائيل ومصر للمساعدة في تأمين المناطق الحدودية، إلى جانب الشرطة الفلسطينية المدربة حديثاً. ومن الضروري منع دخول الذخائر إلى غزة وتيسير تدفق السلع بسرعة وأمان لإعادة بناء غزة وإنعاشها. كما سيتم الاتفاق على آلية لتجنب الاشتباك بين الأطراف.
17. لن تحتل إسرائيل غزة ولن تضمها. ومع تثبيت السيطرة والاستقرار بواسطة قوة الاستقرار الدولية، ستنسحب قوات الجيش الإسرائيلي وفق معايير ومحطات زمنية مرتبطة بعملية نزع السلاح، يجري الاتفاق عليها بين الجيش الإسرائيلي وقوة الاستقرار الدولية والضامنين والولايات المتحدة، بهدف جعل غزة آمنة بحيث لا تشكل تهديداً لإسرائيل أو لمصر، أو لمواطنيها أنفسهم. عملياً، ستنقل القوات الإسرائيلية تدريجياً السيطرة على الأراضي التي تحتلها في غزة إلى قوة الاستقرار الدولية بموجب اتفاق مع السلطة الانتقالية، إلى أن تكتمل عملية الانسحاب، باستثناء وجود أمني محيط يبقى حتى يتم ضمان خلو غزة من أي تهديد إرهابي متجدد.
18. وفي حال تأخرت حركة حماس أو رفضت هذا المقترح، فإن ما سبق، بما فيه العملية الموسّعة للمساعدات، سيُنفَّذ في المناطق الخالية من الإرهاب التي تُسلَّم من قوات الجيش الإسرائيلي إلى قوة الاستقرار الدولية.
19. سيُنشأ مسار للحوار بين الأديان قائم على قيم التسامح والتعايش السلمي، بهدف تغيير العقليات والسرديات لدى الفلسطينيين والإسرائيليين عبر التأكيد على المنافع المترتبة على السلام.
20. وفي الوقت الذي يتقدم إعمار غزة ويُنفَّذ برنامج إصلاح السلطة الفلسطينية بجدية، قد تتوافر أخيراً الظروف اللازمة لمسار موثوق نحو تقرير المصير للفلسطينيين وإقامة الدولة الفلسطينية، وهو ما نعترف به باعتباره أملاً للشعب الفلسطيني.
21. ستُطلق الولايات المتحدة حواراً بين إسرائيل والفلسطينيين للتوافق على أفق سياسي للتعايش السلمي والمزدهر.

The White House presented today (Monday) the comprehensive plan of U.S. President Donald Trump aimed at ending the Israeli war on the Gaza Strip, which includes 21 points, including a withdrawal of the Israeli army in three phases, and the administration of the Gaza Strip under a temporary transitional governance by a non-political Palestinian technocratic committee.
Here are the details of the plan:
1. Gaza will become a demilitarized zone free from extremism and terrorism, posing no threat to its neighbors.
2. Gaza will be rebuilt for the benefit of its residents who have suffered enough.
3. If both parties agree to this proposal, the war will end immediately.
4. Israeli forces will withdraw to the agreed line in preparation for the release of hostages, and during this period, all military operations, including air and artillery strikes, will cease, and the lines of combat will remain frozen until the conditions for complete phased withdrawal are met.
5. Within 72 hours of Israel announcing its acceptance of this agreement, all hostages, both alive and deceased, will be returned.
6. Once all hostages are released, Israel will release 250 prisoners serving life sentences, in addition to 1,700 detainees from Gaza who were arrested after October 7, 2023, including all women and children detained in that context. For every Israeli hostage whose body is delivered, Israel will return the remains of 15 Palestinians from Gaza.
7. After the return of all hostages, members of Hamas who commit to peaceful coexistence and the renunciation of their weapons will be granted a general amnesty. Those Hamas members who wish to leave Gaza will be provided a safe passage to receiving countries.
8. Upon acceptance of this agreement, comprehensive and immediate aid will enter the Gaza Strip. At a minimum, the amounts of aid will match those stipulated in the January 19, 2025 agreement regarding humanitarian assistance, including the rehabilitation of infrastructure (water, electricity, sewage), the rehabilitation of hospitals and bakeries, and the introduction of necessary equipment for debris removal and road opening.
9. Aid access and distribution in the Gaza Strip will be allowed without interference from either party, through the United Nations and its agencies, the Red Crescent, along with other international institutions not affiliated with either party. The opening of the Rafah crossing in both directions will be subject to the same mechanism applied under the January 19, 2025 agreement.
10. Gaza will be governed under a temporary transitional administration by a non-political Palestinian technocratic committee, which will manage public services and local affairs for the residents of Gaza. This committee will consist of qualified Palestinians and international experts, under the supervision of a new international transitional authority called the "Peace Council," chaired by President Donald Trump, with members and heads of states to be announced later, including former British Prime Minister Tony Blair. This authority will set the framework and manage the funding for the reconstruction of Gaza until the Palestinian Authority completes its reform program, as outlined in several proposals, including the peace plan proposed by President Trump in 2020 and the Saudi-French proposal, and becomes capable of effectively and safely regaining control over Gaza. This authority will be based on the best international standards for establishing modern and effective governance that serves the residents of Gaza and attracts investments.
11. The "Trump Economic Development Plan" will be established to rebuild and revitalize Gaza, through a committee of experts who contributed to the establishment of prosperous modern cities in the Middle East. Many well-studied investment proposals and promising development ideas formulated by well-meaning international entities will be considered for integration within security and governance frameworks that attract and facilitate these investments, providing job opportunities and instilling hope for a better future for Gaza.
12. A special economic zone will also be established, enjoying preferential tariff rates and access mechanisms to be negotiated with participating countries.
13. No one will be forced to leave Gaza, and those who wish to leave will have the freedom to do so and the freedom to return. We will encourage residents to stay and give them a chance to build a better Gaza.
14. Hamas and other factions commit not to participate in any form of governance in Gaza, either directly or indirectly. All military, offensive, and terrorist infrastructure, including tunnels and weapons production facilities, will be destroyed and will not be rebuilt. The disarmament of Gaza will be conducted under the supervision of independent monitors, including the permanent decommissioning of weapons through an agreed-upon disarmament mechanism, supported by an internationally funded buyback and reintegration program, with verification by independent monitors. "New Gaza" will fully commit to building a prosperous economy and peaceful coexistence with its neighbors.
15. A guarantee from regional partners will be provided to ensure that Hamas and the factions adhere to their commitments and that "New Gaza" does not pose a threat to its neighbors or its residents.
16. The United States will work with Arab and international partners to develop a "Temporary International Stabilization Force" to be deployed immediately in Gaza. This force will train and support Palestinian police forces that have been verified for their suitability, in consultation with Jordan and Egypt due to their extensive experience in this field. These forces will be the long-term internal security solution. The (ISF) will work with Israel and Egypt to help secure border areas, alongside the newly trained Palestinian police. It is essential to prevent the entry of munitions into Gaza and to facilitate the rapid and safe flow of goods to rebuild and revitalize Gaza. A mechanism will also be agreed upon to avoid clashes between the parties.
17. Israel will not occupy Gaza nor annex it. With the establishment of control and stability by the international stabilization force, Israeli army forces will withdraw according to standards and timelines linked to the disarmament process, agreed upon between the Israeli army and the international stabilization force, the guarantors, and the United States, aiming to make Gaza secure so that it does not pose a threat to Israel or Egypt, or to its own citizens. Practically, Israeli forces will gradually transfer control of the territories they occupy in Gaza to the international stabilization force under an agreement with the transitional authority, until the withdrawal process is completed, except for a surrounding security presence that remains until it is ensured that Gaza is free from any renewed terrorist threat.
18. If Hamas delays or rejects this proposal, the above, including the expanded aid process, will be implemented in areas free from terrorism that are handed over from the Israeli army to the international stabilization force.
19. A path for interfaith dialogue based on values of tolerance and peaceful coexistence will be established, aimed at changing mindsets and narratives among Palestinians and Israelis by emphasizing the benefits of peace.
20. As the reconstruction of Gaza progresses and the Palestinian Authority's reform program is implemented seriously, the necessary conditions may finally be available for a reliable path toward self-determination for the Palestinians and the establishment of a Palestinian state, which we recognize as a hope for the Palestinian people.
21. The United States will initiate a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.

21. The United States will initiate a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
