رجح وزير الخارجية الأمريكي ماركو روبيو أن تعرض روسيا شروطها لإبرام اتفاق لوقف إطلاق النار مع أوكرانيا خلال أيام، فيما اتهم الرئيس الأوكراني فولوديمير زيلينسكي موسكو بالعمل على كسب الوقت للمماطلة في محادثات السلام التي عرض بابا الفاتيكان البابا ليو الـ14 استعداده للتوسط بين البلدين.
وقال روبيو خلال جلسة استماع أمام لجنة في مجلس الشيوخ، أمس (الثلاثاء) «في وقت ما، قريبا جدا، ربما خلال بضعة أيام، وربما هذا الأسبوع، سيقدم الجانب الروسي الشروط التي يريدها أن تتحقق للتوصل إلى وقف لإطلاق النار».
وعزا روبيو ذلك إلى المكالمة الهاتفية التي أجراها الرئيسان الأمريكي دونالد ترمب مع الروسي فلاديمير، الإثنين، والمحادثة التي أجراها مع نظيره الروسي سيرغي لافروف الأسبوع الماضي.
وكشف أن الروس سيعرضون شروطا عامة فحسب تمكننا من التقدم نحو وقف لإطلاق النار، وهو ما يمكن أن يسمح لنا بعد ذلك بالدخول في مفاوضات مفصّلة لإنهاء النزاع.
وعبر وزير الخارجية الأمريكي عن أمله أن يحدث هذا الأمر. وقال: نعتقد أن ورقة الشروط التي سيطرحها الروس ستخبرنا بالكثير عن نيتهم الحقيقية، فإذا كانت ورقة شروط واقعية ويمكن البناء عليها، فسيكون هذا شيء جيد، أما إذا تضمنت مطالب نعلم أنها غير واقعية، فأعتقد أنه سيكون مؤشرا على حقيقة نية روسيا.
من جهته، اتهم الرئيس الروسي الأوكراني موسكو بـ«العمل على كسب الوقت لمواصلة الحرب ضد كييف»، داعيا الحلفاء إلى بذل جهود حثيثة لإقناع ترمب بضرورة فرض المزيد من العقوبات.
وتحاول أوكرانيا وأوروبا الضغط على ترمب ليفرض على موسكو حزمة جديدة ضخمة من العقوبات بعد امتناع بوتين عن التوجه إلى تركيا لمحادثات مباشرة مع زيلينسكي.
وأقر الاتحاد الأوروبي رسميا الحزمة الـ17 من العقوبات على موسكو التي تستهدف 200 سفينة ضمن ما يُسمى أسطول الظل الروسي، مما أثار غضب روسيا.
وكان ترمب قال في أعقاب مكالمته مع بوتين إن روسيا وأوكرانيا مستعدتان لبدء مفاوضات فورية للتوصل إلى وقف لإطلاق النار بينهما. لكن نظيره الروسي فلاديمير بوتين كان أكثر حذرا، إذ قال إن موسكو «ستقترح مذكرة بشأن اتفاق سلام مستقبلي محتمل». وقال ترمب إن اتصاله الذي استمر ساعتين مع بوتين، وهو الثالث حتى الآن هذا العام، حقق اختراقا.
وعقب المحادثة الهاتفية بين ترمب وبوتين، الإثنين الماضي، قالت رئيسة الوزراء الإيطالية جورجا ميلوني: «إن البابا ليو الـ 14 أكد لها استعداد الفاتيكان لاستضافة محادثات سلام بين روسيا وأوكرانيا».
وتحدثت ميلوني إلى البابا، وأفادت بأنه مستعد لاستضافة مناقشات بين الطرفين في الفاتيكان. وشكرت ميلوني للبابا «التزامه الراسخ بالسلام».
وحسب مكتب رئيسة الوزراء الإيطالية، فقد أجرى ترمب عقب الاتصال محادثات مع قادة أوروبيين، بينهم ميلوني التي طُلب منها، الحصول على تأكيد من البابا على استعداده لاستضافة محادثات سلام في الفاتيكان.

U.S. Secretary of State Marco Rubio suggested that Russia will present its conditions for a ceasefire agreement with Ukraine within days, while Ukrainian President Volodymyr Zelensky accused Moscow of trying to buy time to procrastinate in the peace talks that Pope Leo XIV has offered to mediate between the two countries.
Rubio said during a hearing before a Senate committee yesterday (Tuesday), "At some point, very soon, perhaps within a few days, and maybe this week, the Russian side will present the conditions they want to be met to reach a ceasefire."
He attributed this to the phone call that U.S. President Donald Trump had with Russian President Vladimir on Monday, and the conversation he had with his Russian counterpart Sergey Lavrov last week.
He revealed that the Russians will only present general conditions that will allow us to move towards a ceasefire, which could then enable us to enter into detailed negotiations to end the conflict.
The U.S. Secretary of State expressed hope that this would happen. He said, "We believe that the list of conditions that the Russians will present will tell us a lot about their true intentions. If the list of conditions is realistic and can be built upon, that would be a good thing. However, if it includes demands that we know are unrealistic, I think it will be an indicator of Russia's true intentions."
For his part, the Ukrainian president accused Moscow of "working to buy time to continue the war against Kyiv," calling on allies to make concerted efforts to convince Trump of the need to impose more sanctions.
Ukraine and Europe are trying to pressure Trump to impose a new massive package of sanctions on Moscow after Putin refrained from traveling to Turkey for direct talks with Zelensky.
The European Union has officially adopted the 17th package of sanctions against Moscow, targeting 200 ships within what is known as the Russian shadow fleet, which has angered Russia.
Trump stated following his call with Putin that Russia and Ukraine are ready to begin immediate negotiations to reach a ceasefire between them. However, his Russian counterpart Vladimir Putin was more cautious, stating that Moscow "will propose a memorandum regarding a potential future peace agreement." Trump said that his two-hour call with Putin, which was the third so far this year, achieved a breakthrough.
Following the phone conversation between Trump and Putin last Monday, Italian Prime Minister Giorgia Meloni said, "Pope Leo XIV confirmed to me the Vatican's readiness to host peace talks between Russia and Ukraine."
Meloni spoke to the Pope and reported that he is willing to host discussions between the two parties at the Vatican. She thanked the Pope for his "steadfast commitment to peace."
According to the office of the Italian Prime Minister, Trump held talks with European leaders following the call, including Meloni, who was asked to obtain confirmation from the Pope regarding his readiness to host peace talks at the Vatican.
