أكد رئيس مجلس السيادة الانتقالي الفريق عبدالفتاح البرهان، أن السودان اتخذ خطوات عدة نحو الانتقال المدني الديمقراطي، من بينها تعيين حكومة مدنية.
وقال البرهان في كلمة أمام المؤتمر الدولي الرابع لتمويل التنمية في إسبانيا، اليوم (الإثنين)، إن تعيين رئيس وزراء وحكومة مدنية انتقالية يعكس إرادة السودان الثابتة في استكمال مؤسسات الدولة، مشيراً إلى أن السودان يمر بظروف استثنائية جراء تمرد الدعم السريع الذي أدى لدمار واسع في البنية التحتية وأزمات إنسانية حادة.
وشدد البرهان على أن الشعب متمسك بالأمل وراغب في الانخراط البناء مع المجتمع الدولي لإعادة بناء الوطن.
وطالب بدعم مستدام قائم على إنصاف حقيقي ونظام دولي عادل يمكن السودان من النهوض. وأكد أن الشعب السوداني يتطلع إلى بناء شراكة دولية جديدة قائمة على الاحترام المتبادل.
وأدى كل من الفريق حسن داؤود كيان وزيراً للدفاع، والفريق بابكر سمرة مصطفى وزيراً للداخلية، اليمين الدستورية أمام البرهان، بحسب ما أفادت وكالة السودان للأنباء (سونا).
وفي فبراير الماضي، أعلنت الحكومة السودانية خارطة طريق تضمنت تشكيل حكومة كفاءات، واختيار رئيس وزراء مدني، وإطلاق حوار وطني. وعدّلت الحكومة الوثيقة الدستورية التي تحدد هياكل السلطة لتشمل مجلس السيادة، ومجلس الوزراء الانتقالي، إلى جانب المجلس التشريعي، الذي تم وصفه بـ«السلطة التشريعية»، فيما حذفت عبارة «قوات الدعم السريع» من كافة الوثائق.
وأسفرت الحرب التي اندلعت بين قوات الجيش السوداني والدعم السريع في أبريل 2023، عن تدمير مساحات شاسعة من الخرطوم، وتسببت في نزوح أكثر من 12 مليون سوداني، وانتشار الجوع الحاد بين ما يقرب من نصف سكان البلاد البالغ عددهم 50 مليون نسمة في أزمة وصفتها الأمم المتحدة بأسوأ كارثة إنسانية في العالم.

The Chairman of the Transitional Sovereignty Council, General Abdel Fattah Al-Burhan, confirmed that Sudan has taken several steps towards a civil democratic transition, including the appointment of a civilian government.
Al-Burhan stated in a speech at the Fourth International Conference on Financing for Development in Spain today (Monday) that the appointment of a Prime Minister and a transitional civilian government reflects Sudan's steadfast will to complete the state's institutions, pointing out that Sudan is going through exceptional circumstances due to the Rapid Support Forces' rebellion, which has led to widespread destruction of infrastructure and severe humanitarian crises.
Al-Burhan emphasized that the people are holding on to hope and are eager to engage constructively with the international community to rebuild the homeland.
He called for sustainable support based on genuine fairness and a just international system that enables Sudan to rise. He confirmed that the Sudanese people look forward to building a new international partnership based on mutual respect.
Both General Hassan Dawood Kayan was sworn in as Minister of Defense, and General Babiker Samra Mustafa was sworn in as Minister of Interior before Al-Burhan, according to the Sudan News Agency (SUNA).
Last February, the Sudanese government announced a roadmap that included the formation of a competency government, the selection of a civilian Prime Minister, and the launch of a national dialogue. The government amended the constitutional document that defines the structures of power to include the Sovereignty Council, the transitional Cabinet, as well as the legislative council, which was described as "the legislative authority," while the phrase "Rapid Support Forces" was removed from all documents.
The war that erupted between the Sudanese army and the Rapid Support Forces in April 2023 resulted in the destruction of vast areas of Khartoum and caused the displacement of more than 12 million Sudanese, with severe hunger spreading among nearly half of the country's population of 50 million in a crisis described by the United Nations as the worst humanitarian disaster in the world.
