في خطوة تُعيد إلى الأذهان مشهد الرقابة الذكية في مدن عالمية، كتشونغتشينغ الصينية ولندن البريطانية، بدأت مدينة حائل تنفيذ المرحلة الأولى من مشروع رقابي متكامل، يهدف إلى تعزيز السلامة العامة، وحماية المرافق العامة والحدائق، وتنظيم الحركة في الشوارع، عبر أكثر من 400 كاميرا مراقبة عالية الدقة.
المشروع تنفذه أمانة منطقة حائل ضمن خطة استراتيجية لتحسين جودة الحياة وتحقيق بيئة حضرية أكثر أمناً باستخدام التقنيات الحديثة. وقد جرى توزيع الكاميرات على عدد من المواقع الحيوية، شملت: الشوارع والتقاطعات الرئيسية والمرافق البلدية والخدمية والحدائق العامة والساحات المفتوحة.
تتميّز كاميرات المشروع بقدرات متطورة تشمل: رؤية ليلية عالية الوضوح، تحليلاً مرئياً مباشراً للحركة والمخالفات، مع ربط فوري بغرف التحكم والمراقبة، وتغطية دقيقة للزوايا الحساسة والمرافق المفتوحة.
وتسعى الأمانة من خلال هذه المنظومة إلى رصد السلوكيات غير النظامية والحد من التخريب، وتحسين سرعة الاستجابة في حالات الطوارئ، إضافة إلى دعم خطط الأمن الوقائي والتخطيط الحضري.

تعكس هذه الخطوة تجربة مستلهمة من مدن كبرى مثل تشونغتشينغ - الصين، ولندن - المملكة المتحدة، ودلهي - الهند، وموسكو - روسيا، التي تُصنّف ضمن أكثر المدن مراقبة في العالم.
ففي تشونغتشينغ وحدها تنتشر أكثر من 2.5 مليون كاميرا، بواقع 168 كاميرا لكل 1000 شخص، ما ساهم في تقليص معدلات الجريمة، وتحسين الانضباط المدني، وخفض تكاليف التدخل الأمني المباشر.
أما في لندن، فقد أدت منظومة المراقبة المتقدمة إلى تسهيل التحقيقات الجنائية والمرورية، وتوفير مليارات الجنيهات سنوياً في النفقات الأمنية، ضمن إطار ما يُعرف بالاقتصاد الأمني الرقمي، الذي يربط بين التكنولوجيا والأمن وكفاءة الإنفاق.
In a move that recalls the scene of smart surveillance in global cities like Chongqing in China and London in the UK, the city of Hail has begun implementing the first phase of a comprehensive monitoring project aimed at enhancing public safety, protecting public facilities and parks, and regulating traffic on the streets through more than 400 high-definition surveillance cameras.
The project is being executed by the Hail Municipality as part of a strategic plan to improve quality of life and achieve a safer urban environment using modern technologies. The cameras have been distributed across several vital locations, including main streets, intersections, municipal and service facilities, public parks, and open squares.
The project’s cameras are distinguished by advanced capabilities that include: high-definition night vision, real-time visual analysis of movement and violations, with immediate connection to control and monitoring rooms, and precise coverage of sensitive angles and open facilities.
Through this system, the municipality aims to monitor irregular behaviors, reduce vandalism, and improve response times in emergencies, in addition to supporting preventive security plans and urban planning.

This step reflects an experience inspired by major cities such as Chongqing - China, London - United Kingdom, Delhi - India, and Moscow - Russia, which are classified among the most monitored cities in the world.
