تحتفي وزارة الداخلية ممثلة بالمديرية العامة للدفاع المدني يوم الثلاثاء القادم؛ بمناسبة مرور 100 عام على تأسيس الدفاع المدني (1346هـ-1447هـ)، وذلك بالتزامن مع استضافة المملكة لبطولة العالم لرياضة الإطفاء والإنقاذ.
ويأتي هذا الاحتفاء بمئوية تأسيس الدفاع المدني السعودي؛ تأكيدًا على دور القطاع ومهامه الإنسانية والمجتمعية، وذلك منذ إنشاء أول فرقة مطافئ بمكة المكرمة في عام 1346هــ، ووصولًا إلى ما تحقق من منجزات نوعية غير مسبوقة؛ بدعم واهتمام خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، وولي عهده الأمين، ومتابعة مستمرة من وزير الداخلية.
وشهد قطاع الدفاع المدني في المملكة تحولات تاريخية وتنظيمية وتشغيلية خلال القرن الماضي، واستكمل رحلته المئوية مع رؤية المملكة 2030، حيث كشفت رؤيته الإستراتيجية عن عدد من المستهدفات والمبادرات التي أسهمت في الارتقاء بمستوى الخدمات؛ وفق أفضل الممارسات العالمية، وأعلى معايير الجودة في التميّز المؤسسي.
كوادر مؤهلة بكفاءة واحترافية عالية
وأسهمت جهود الدفاع المدني في الحفاظ على سلامة الأرواح وحماية الممتلكات في وقت السلم وحالات الكوارث والحروب، والاستجابة للطوارئ البيئية والصناعية، إلى جانب الإسهام في تحقيق التنمية الوطنية الشاملة، ونشر ثقافة الوعي في المجتمع، وتطبيق معايير السلامة والوقاية لضمان العيش الآمن والمستدام، وتعزيز الشراكات المجتمعية للحفاظ على المكتسبات، كذلك استشراف المخاطر والتحديات، ورفع مستوى الجاهزية للتعامل معها، من خلال كوادر مؤهلة بكفاءة واحترافية عالية، وتجهيزات متطورة، وتقنيات مبتكرة.
جهود متميزة في خدمة ضيوف الرحمن
وتأتي مئوية تأسيس الدفاع المدني؛ شاهدة على جهود القطاع المتميّزة في خدمة ضيوف الرحمن على مدار الساعة، وتطبيق خطط الطوارئ في مواسم الحج والعمرة والزيارة، ودعم جهود المتطوعين في تقديم الخدمات الإنسانية في المجتمع، إلى جانب جهوده في تنظيم الفعاليات والمؤتمرات المحلية والدولية، والمشاركة في الأيام العالمية، وتعزيز مكانة المملكة من خلال العضوية في المنظمات الدولية للحماية المدنية، وتوقيع عدد من مذكرات التعاون الدولية، والمشاركة من خلال فريق البحث والإنقاذ السعودي لمساعدة المنكوبين في عدد من الدول.
التقنيات الحديثة في خدمة الإنسان
ويسخّر الدفاع المدني السعودي التقنيات الحديثة في خدمة الإنسان، وحمايته من المخاطر والحوادث، ورفع الكفاءة التشغيلية لعمليات الإطفاء والإنقاذ، من خلال استخدام تقنيات الذكاء الاصطناعي في تحليل البيانات، وأنظمة الإنذار المبكر، والنماذج الرقمية المحاكية للواقع، والتنبؤ بالمخاطر، كما تمثّل التطبيقات الرقمية نقلة نوعية في أداء المديرية العامة للدفاع المدني، بما يسهم في تحسين مستوى السلامة العامة، وتقليل المخاطر قبل وقوعها، إضافة إلى استخدام «طائرة الدرون» المتطورة المزودة بنظام كشف جوي عن التسربات المشعة والمواد الكيميائية، و«طائرة الماتريكس» الاستطلاعية لرصد واستكشاف الحرائق، و«روبوت» مكافحة الحرائق المستخدم في عمليات الإطفاء التي يصعب الوصول إليها في المواقع ذات الخطورة العالية.
استثمار رأس المال البشري
ويأتي استثمار رأس المال البشري على رأس اهتمامات القطاع منذ تأسيس أول مدرسة للإطفاء والإنقاذ في مكة المكرمة عام 1375هـ، وما تحقق من جهود كبيرة في تطوير وتدريب عناصر الدفاع المدني؛ لرفع الكفاءة والجاهزية لمنسوبيه، وتطوير خبراتهم في التعامل مع الكوارث والتحديات المستجدة، إلى جانب إنشاء مركز التدريب النسائي؛ لتمكين المرأة وتعزيز مشاركتها في قطاع الدفاع المدني، كذلك إبراز تضحيات أبطاله الأوفياء، ممن قدموا أرواحهم في سبيل أداء واجبهم الديني والوطني، وسجلوا أسماءهم في ميدان الشرف والتضحية والعطاء.
The Ministry of Interior, represented by the General Directorate of Civil Defense, will celebrate next Tuesday the 100th anniversary of the establishment of Civil Defense (1346 AH - 1447 AH), coinciding with the Kingdom's hosting of the World Firefighting and Rescue Championship.
This celebration of the centenary of the establishment of Saudi Civil Defense reaffirms the sector's role and its humanitarian and community missions, starting from the establishment of the first firefighting team in Mecca in 1346 AH, up to the unprecedented qualitative achievements supported and cared for by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and his trustworthy Crown Prince, with continuous follow-up from the Minister of Interior.
The Civil Defense sector in the Kingdom has witnessed historical, organizational, and operational transformations over the past century, completing its centennial journey with the Kingdom's Vision 2030, which revealed a number of targeted goals and initiatives that contributed to elevating the level of services according to the best global practices and the highest quality standards in institutional excellence.
Highly Qualified and Professional Personnel
The efforts of Civil Defense have contributed to preserving lives and protecting property during peacetime, disasters, and wars, responding to environmental and industrial emergencies, as well as contributing to achieving comprehensive national development, spreading awareness culture in society, and applying safety and prevention standards to ensure safe and sustainable living. They also enhance community partnerships to maintain gains, foresee risks and challenges, and raise readiness levels to deal with them, through highly qualified and professional personnel, advanced equipment, and innovative technologies.
Outstanding Efforts in Serving Pilgrims
The centenary of the establishment of Civil Defense stands witness to the sector's distinguished efforts in serving the guests of the Most Merciful around the clock, implementing emergency plans during the Hajj, Umrah, and visitation seasons, supporting volunteer efforts in providing humanitarian services in the community, alongside its efforts in organizing local and international events and conferences, participating in global days, and enhancing the Kingdom's status through membership in international civil protection organizations, signing several international cooperation agreements, and participating through the Saudi Search and Rescue Team to assist victims in several countries.
Modern Technologies in Service of Humanity
The Saudi Civil Defense utilizes modern technologies to serve and protect people from risks and accidents, enhancing operational efficiency in firefighting and rescue operations through the use of artificial intelligence technologies in data analysis, early warning systems, realistic digital simulation models, and risk prediction. Additionally, digital applications represent a qualitative leap in the performance of the General Directorate of Civil Defense, contributing to improving public safety levels and reducing risks before they occur. This includes the use of advanced "drone" technology equipped with aerial detection systems for radioactive leaks and chemical materials, the "Matrix" reconnaissance aircraft for monitoring and exploring fires, and fire-fighting "robots" used in firefighting operations in hard-to-reach high-risk areas.
Investing in Human Capital
Investing in human capital has been a top priority for the sector since the establishment of the first firefighting and rescue school in Mecca in 1375 AH, along with significant efforts made in developing and training Civil Defense personnel to enhance their efficiency and readiness, and to develop their expertise in dealing with disasters and emerging challenges. This includes the establishment of a women's training center to empower women and enhance their participation in the Civil Defense sector, as well as highlighting the sacrifices of its loyal heroes who gave their lives in the performance of their religious and national duty, etching their names in the field of honor, sacrifice, and giving.
