أرست حكومة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، دعائم الصحة والسلامة في كافة القرى والبلدات والمدن والمحافظات، ودعمت كافة المرافق الصحية بموجبات العلاج والوقاية والتأمين الطبي، إذ كفل النظام الأساسي للحكم العلاج والرعاية الصحية المجانية للمواطنين، ليأتي برنامج تحول القطاع الصحي معززاً هذا البعد الإنساني؛ ويؤكد استمرارية نهجه في المستقبل، وتتولى وزارة الصحة وفق توجيهات الملك سلمان مسؤولية تقديم خدمات الرعاية الصحية الوقائية والعلاجية والتأهيلية من خلال شبكة من مراكز الرعاية الصحية في جميع أنحاء المملكة. ويلعب القطاع الخاص دوره الرائد في هذا لمجال.
وقد حدّدت حكومة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز العديد من القضايا التي تتطلب التحوّل، لا سيما في ما يتعلق بالخصخصة وآثارها، وكذلك التكيّف معها. واستجابةً لذلك، قدمت الحكومة مجموعة من المبادرات التي تهدف إلى تحقيق التغطية الصحية الشاملة، وتعزيز خدمات الرعاية الصحية الأولية، وتنفيذ التحول الصحي الرقمي، وتعزيز الجودة وسلامة المرضى. وتعمل الجهات المعنية على تحسين جودة الخدمات الصحية المقدمة للمواطنين و تعزيز استجابة النظام الصحي لاحتياجات المجتمع، وتعزيز التغطية الصحية الآمنة الفعّالة.
ولتحقيق «صحة أفضل ورعاية أفضل واستدامة أفضل وقوى عاملة أفضل»، أكمل برنامج تحوّل القطاع الصحي تنفيذ التحوّل الجذري المعتمد لوزارة الصحة التي تعتبر أكبر مزود للرعاية الصحية في المملكة، وذلك من خلال مبادرات إصلاح إستراتيجية من شأنها أن تحقّق الحالة المستهدفة، وتتمثل المبادرات في حوكمة القطاع الصحي ومبادرة نموذج الرعاية الحديث، ومبادرة التحول المؤسسي لمرافق الرعاية الصحية، ومبادرة التأمين الصحي الوطني، ونماذج التمويل الجديدة، ومبادرة الصحة الإلكترونية، ومبادرة القوى العاملة، ومبادرة مشاركة القطاع الخاص.
ولقد أثبتت تجربة جائحة كورونا التي ضربت العالم قدرة السعودية على مواجهة كافة التحديات، إذ استطاعت وزارة الصحة وأذرعها المختلفة اتخاذ التدابير الوقائية والعلاجية العاجلة لتطويق المرض.

The Basic Law of Governance guarantees free treatment and healthcare for citizens, and the Health Sector Transformation Program reinforces this humanitarian aspect; it confirms the continuity of its approach in the future. The Ministry of Health, under the directives of King Salman, is responsible for providing preventive, therapeutic, and rehabilitative healthcare services through a network of healthcare centers across the Kingdom. The private sector plays its leading role in this field.

In response, the government has introduced a set of initiatives aimed at achieving comprehensive health coverage, enhancing primary healthcare services, implementing digital health transformation, and improving quality and patient safety. Relevant authorities are working to improve the quality of health services provided to citizens and enhance the health system's response to community needs, while promoting effective and safe health coverage.
To achieve "Better Health, Better Care, Better Sustainability, and a Better Workforce," the Health Sector Transformation Program has completed the implementation of the approved radical transformation for the Ministry of Health, which is the largest provider of healthcare in the Kingdom. This is through strategic reform initiatives aimed at achieving the targeted state, which include health sector governance, the modern care model initiative, the institutional transformation initiative for healthcare facilities, the national health insurance initiative, new financing models, the e-health initiative, the workforce initiative, and the private sector participation initiative.
The experience of the COVID-19 pandemic that struck the world has proven Saudi Arabia's ability to face all challenges, as the Ministry of Health and its various arms were able to take urgent preventive and therapeutic measures to contain the disease.
