أصدرت الهيئة الوطنية للأمن السيبراني تقريرًا حول «أبرز المؤشرات الاقتصادية في قطاع الأمن السيبراني بالمملكة 2025» يغطي عددًا من المؤشرات الاقتصادية التي من أبرزها؛ حجم سوق الأمن السيبراني، وإسهام القطاع في الناتج المحلي الإجمالي، وأبرز مؤشرات القوى العاملة فيه، وغيرها من المؤشرات التي تعكس نمو القطاع في المملكة.
وكشف التقرير أن حجم سوق الأمن السيبراني بالمملكة نما في العام 2024 بنسبة 14% مقارنة بالعام 2023، إذ بلغ إجمالي مجموع إنفاق الجهات العاملة بالقطاعين العام والخاص على منتجات وخدمات الأمن السيبراني نحو 15.2 مليار ريال، فيما بلغ إنفاق القطاع العام نحو 4.8 مليار ريال بما يمثل 32% من حجم السوق، وسجل إنفاق القطاع الخاص 10.3 مليار ريال بنسبة تمثل 68% من حجم سوق الأمن السيبراني في المملكة.
وعزا التقرير نمو حجم سوق الأمن السيبراني في المملكة إلى الجهود والمبادرات الرامية إلى تهيئة البيئة وتعزيز التنافسية وتشجيع الاستثمار في القطاع، والتكامل بين القطاعين الحكومي والخاص في الإسهام بتنمية قطاع الأمن السيبراني في المملكة.
وسجل إسهام قطاع الأمن السيبراني في الناتج المحلي الإجمالي للمملكة خلال العام 2024 نحو 18.5 مليار ريال بنسبة نمو 19% مقارنة بالعام 2023، منها 9 مليارات ريال مساهمة مباشرة من مقدمي منتجات وخدمات الأمن السيبراني، و9.5 مليار ريال مساهمة غير مباشرة، كما تمثل هذه المساهمة 0.40% من الناتج المحلي الإجمالي للمملكة، و0.71% من الناتج المحلي للأنشطة غير النفطية.
وتناول التقرير على نحوٍ شمولي حجم القوى العاملة في قطاع الأمن السيبراني بالمملكة؛ إذ بلغ أكثر من 21 ألف مختص خلال العام 2024، بمعدل نمو وصل إلى 9% مقارنة بالعام 2023؛ وذلك بفضل البرامج والمبادرات الساعية إلى تنمية المهارات الحالية والمستقبلية في مجال الأمن السيبراني وسد الاحتياج الوطني فيه، لدعم التنمية الاقتصادية والاجتماعية في المملكة.
وفيما يبلغ المعدل العالمي لمشاركة المرأة بالعمل في قطاع الأمن السيبراني نحو 24%، تجاوزت نسبة مشاركة المرأة بالعمل في القطاع بالمملكة هذا المعدل العالمي لتسجل أكثر من 32% من إجمالي المختصين العاملين في القطاع.
واستعرض التقرير حجم سوق الأمن السيبراني حسب تصنيف منتجات وخدمات الأمن السيبراني، حيث بلغت نسبة الإنفاق على المنتجات 51% من إجمالي حجم السوق بقيمة 7.7 مليار ريال، فيما وصلت نسبة الإنفاق على خدمات الأمن السيبراني 49% من إجمالي حجم السوق بقيمة 7.5 مليار ريال.
كما استعرض أبرز منتجات وخدمات الأمن السيبراني التي تمثلت في (أمن الشبكات، أمن الأجهزة الطرفية وإدارتها، وحلول عمليات الأمن السيبراني، والاستشارات الإدارية في الأمن السيبراني، أمن البيانات).
يُشار إلى أن منهجية إعداد الدراسة قد تضمنت تصنيف جميع المنتجات والخدمات في قطاع الأمن السيبراني وفق ثلاثة مستويات؛ تمثلت في 5 فئات أساسية لأنشطة القطاع يرتبط بها 26 نشاطًا تفصيليًا يندرج تحتها أكثر من 100 منتجٍ وخدمة أمن سيبراني، وذلك باتباع أفضل المنهجيات والمعايير والممارسات الدولية في هذا الشأن.
وتُعد الهيئة الوطنية للأمن السيبراني الجهة المختصة بالأمن السيبراني في المملكة، والمرجع الوطني في شؤونه؛ وتهدف إلى تعزيزه حماية للمصالح الحيوية للدولة وأمنها الوطني، إضافة إلى حماية البنى التحتية الحساسة والقطاعات ذات الأولوية، والخدمات والأنشطة الحكومية، كما تختص الهيئة بتحفيز نمو قطاع الأمن السيبراني في المملكة وتشجيع الابتكار والاستثمار فيه، وإجراء الدراسات والبحوث والتطوير في الأمن السيبراني وإعداد التقارير الدورية حول حالة الأمن السيبراني في المملكة على المستويين الوطني والقطاعي.
The National Cybersecurity Authority issued a report on "The Key Economic Indicators in the Cybersecurity Sector in the Kingdom 2025," covering several economic indicators, the most notable of which are the size of the cybersecurity market, the sector's contribution to the gross domestic product, and key workforce indicators, among other indicators that reflect the growth of the sector in the Kingdom.
The report revealed that the size of the cybersecurity market in the Kingdom grew by 14% in 2024 compared to 2023, with total spending by entities in both the public and private sectors on cybersecurity products and services reaching approximately 15.2 billion riyals. Public sector spending amounted to about 4.8 billion riyals, representing 32% of the market size, while private sector spending recorded 10.3 billion riyals, accounting for 68% of the cybersecurity market in the Kingdom.
The report attributed the growth of the cybersecurity market in the Kingdom to efforts and initiatives aimed at creating an environment that enhances competitiveness and encourages investment in the sector, as well as the integration between the government and private sectors in contributing to the development of the cybersecurity sector in the Kingdom.
The contribution of the cybersecurity sector to the Kingdom's gross domestic product in 2024 was approximately 18.5 billion riyals, with a growth rate of 19% compared to 2023. This includes 9 billion riyals as a direct contribution from providers of cybersecurity products and services, and 9.5 billion riyals as an indirect contribution. This contribution represents 0.40% of the Kingdom's gross domestic product and 0.71% of the GDP for non-oil activities.
The report comprehensively addressed the size of the workforce in the cybersecurity sector in the Kingdom, which exceeded 21,000 specialists in 2024, with a growth rate of 9% compared to 2023. This growth is attributed to programs and initiatives aimed at developing current and future skills in the field of cybersecurity and meeting national needs in this area to support economic and social development in the Kingdom.
While the global average for women's participation in the cybersecurity workforce is about 24%, the percentage of women's participation in the sector in the Kingdom exceeded this global average, recording more than 32% of the total specialists working in the sector.
The report reviewed the size of the cybersecurity market according to the classification of cybersecurity products and services, where spending on products accounted for 51% of the total market size, valued at 7.7 billion riyals, while spending on cybersecurity services reached 49% of the total market size, valued at 7.5 billion riyals.
It also highlighted the main cybersecurity products and services, which included (network security, endpoint security and management, cybersecurity operations solutions, cybersecurity management consulting, and data security).
It is worth noting that the methodology for preparing the study included classifying all products and services in the cybersecurity sector into three levels, represented in 5 main categories of sector activities linked to 26 detailed activities, under which more than 100 cybersecurity products and services fall, following the best methodologies, standards, and international practices in this regard.
The National Cybersecurity Authority is the competent authority for cybersecurity in the Kingdom and the national reference in its affairs; it aims to enhance protection for the vital interests of the state and its national security, in addition to protecting sensitive infrastructure and priority sectors, as well as government services and activities. The Authority is also responsible for stimulating the growth of the cybersecurity sector in the Kingdom, encouraging innovation and investment in it, conducting studies, research, and development in cybersecurity, and preparing periodic reports on the state of cybersecurity in the Kingdom at both the national and sectoral levels.
