أطلقت الهيئة الملكية لمدينة الرياض، اليوم (الخميس)، منصّة «التوازن العقاري» المخصّصة لاستقبال طلبات المواطنين الراغبين في الحصول على أراضٍ سكنية في مدينة الرياض، وذلك من خلال المنصة https://tawazoun.rcrc.gov.sa، حيث سيستمر استقبال الطلبات حتى نهاية يوم الخميس 23 أكتوبر 2025.
يأتي ذلك إنفاذًا لتوجيهات ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، باتخاذ الإجراءات اللازمة لتحقيق التوازن في القطاع العقاري في مدينة الرياض، ومنها قيام الهيئة الملكية لمدينة الرياض بالعمل على توفير أراضٍ سكنية مخططة ومطورة للمواطنين بعدد ما بين (10,000) إلى (40,000) قطعة سنويًا خلال الخمس سنوات القادمة، بأسعار لا تتجاوز (1,500) ريال للمتر المربع.
وأوضحت الهيئة الملكية لمدينة الرياض أنه يمكن للمواطنين المتزوجين أو من تتجاوز أعمارهم 25 سنة التقديم على منصّة «التوازن العقاري» بشرط عدم وجود سابق ملكية عقارية أخرى للمتقدم، وألا تقل مدة إقامته في مدينة الرياض عن ثلاث سنوات، مع استيفاء شروط محددة ومنها عدم البيع أو الرهن أو التصرف بالأرض بأي شكل من أشكال التصرف خلال 10 سنوات عدا الرهن لأغراض تمويل بناء تلك الأرض، وإذا لم يتم بناؤها خلال هذه المدة فتسترد الأرض وتعاد له قيمتها.
وأكدت الهيئة أنَّ أسبقية التسجيل لا تؤثر في أولوية الاستحقاق، وأن التسجيل في المنصة لا يعني القبول التلقائي، مبينة أن منصّة «التوازن العقاري» https://tawazoun.rcrc.gov.sa، هي القناة الرقمية الوحيدة لتقديم الطلبات، ولا تمثّلها أي جهة أو وسيط خارجي.
وأشارت إلى أن جميع التفاصيل والمستجدات المتعلقة بالمنصة ستعلن عبر القنوات الرسمية للهيئة، حيث خصّصت الهيئة مركزًا للاتصال برقم 19998 لتقديم الدعم المباشر، والإجابة عن أي استفسارات.
The Royal Commission for Riyadh City launched today (Thursday) the "Real Estate Balance" platform dedicated to receiving applications from citizens wishing to obtain residential land in Riyadh City, through the platform https://tawazoun.rcrc.gov.sa. The reception of applications will continue until the end of Thursday, October 23, 2025.
This comes in implementation of the directives of Crown Prince and Prime Minister Prince Mohammed bin Salman to take the necessary measures to achieve balance in the real estate sector in Riyadh City, including the Royal Commission for Riyadh City working to provide planned and developed residential lands for citizens, ranging from (10,000) to (40,000) plots annually over the next five years, at prices not exceeding (1,500) riyals per square meter.
The Royal Commission for Riyadh City clarified that married citizens or those over the age of 25 can apply on the "Real Estate Balance" platform, provided they do not have any previous real estate ownership, and that their residency in Riyadh City is not less than three years, while fulfilling specific conditions, including not selling, mortgaging, or disposing of the land in any form for 10 years, except for mortgage purposes to finance the construction of that land. If it is not built within this period, the land will be reclaimed and its value returned to the applicant.
The Commission confirmed that the order of registration does not affect the priority of entitlement, and that registration on the platform does not imply automatic acceptance, indicating that the "Real Estate Balance" platform https://tawazoun.rcrc.gov.sa is the only digital channel for submitting applications, and is not represented by any external entity or intermediary.
It also noted that all details and updates related to the platform will be announced through the Commission's official channels, and a call center has been designated with the number 19998 to provide direct support and answer any inquiries.
