رأس وزير الخارجية الأمير فيصل بن فرحان بن عبدالله، بالشراكة مع وزير الخارجية الفرنسي جان نويل بارو، في مقر الأمم المتحدة بمدينة نيويورك الأمريكية اليوم، الجلسة الافتتاحية للمؤتمر الدولي رفيع المستوى حول التسوية السلمية لقضية فلسطين وتنفيذ حل الدولتين على المستوى الوزاري، الذي ترأسه المملكة العربية السعودية بالشراكة مع الجمهورية الفرنسية.
وألقى وزير الخارجية الكلمة الافتتاحية للجلسة الأولى، قدّم في بدايتها شكره لوزير خارجية فرنسا، ورؤساء فرق العمل على جهودهم الكبيرة طيلة الأشهر الماضية في المشاركة في الإعداد لهذا المؤتمر، الذي يشكّل محطة مفصلية نحو تفعيل حل الدولتين، وإنهاء الاحتلال، وتجسيد رؤية عادلة ومستدامة للسلام في الشرق الأوسط.
وثمَّن وزير الخارجية في هذا الإطار إعلانَ الرئيس الفرنسي إيمانويل ماكرون عزم بلاده الاعتراف بدولة فلسطين، وهي خطوة تاريخية تعكس تنامي الدعم الدولي لحق الشعب الفلسطيني في إقامة دولته المستقلة، وتسهم في تهيئة الأجواء الدولية لتجسيد حل الدولتين.
وأكد أن المملكة تؤمن بأن تحقيق الأمن والاستقرار والازدهار لجميع شعوب المنطقة يبدأ من إنصاف الشعب الفلسطيني، وتمكينه من نيل حقوقه المشروعة، وفي مقدمتها إقامة دولته المستقلة على حدودِ 1967، وعاصمتها القدس الشرقية، وأن هذا ليس مجرد موقف سياسي، بل قناعة راسخة بأنّ الدولة الفلسطينية المستقلة هي مفتاح السلام الحقيقي في المنطقة.
كما أكد حرص المملكة منذ بداية الأزمة الإنسانية الكارثية في قطاع غزة والتصعيد الخطير في الضفة الغربية على تقديم الدعم الفوري والمتواصل، سواء عبر المساعدات الإنسانية والإغاثية، أو من خلال دعم أجهزة الأمم المتحدة العاملة، وفي مقدمتها الأونروا، واليونيسيف، وبرنامج الغذاء العالمي، وكذلك السلطة الفلسطينية.
وشدد على أن هذه الكارثة الإنسانية بسبب الحرب والانتهاكات الإسرائيلية الجسيمة ينبغي أن تتوقف فورا لإنهاء معاناة الشعب الفلسطيني، ومحاسبة المسؤولين عنها، وإنهاء سياسة الإفلات من العقاب، بما ينسجم مع قواعد القانون الدولي الإنساني.
ونوّه بتأكيد المملكة أهمية تضافر الجهود الدولية من خلال هذا المؤتمر، وجهود التحالف العالمي لتنفيذ حل الدولتين من أجل دعم الشعب الفلسطيني في بناء قدراته، وتمكين مؤسساته الوطنية.
وفي إطار الالتزام العملي بدعم التسوية السلمية، عبّر وزير الخارجية عن إشادة المملكة بما عبر عنه الرئيس محمود عباس من التزام بمسيرة الإصلاح المؤسساتي، بما يعزز قدرة السلطة الفلسطينية في تلبية تطلعات الشعب الفلسطيني، والإجراءات التي اتخذتها الحكومة الفلسطينية في هذا الإطار بقيادة دولة رئيس الوزراء الدكتور محمد مصطفى، معبرا عن تطلع المملكة إلى دعم هذه الجهود في مجالات التنمية، وتحفيز الاقتصاد الفلسطيني وحمايته من الانهيار.
وقال وزير الخارجية: «إننا نرى في مبادرة السلام العربية التي تبنتها قمّة بيروت عام 2002 أساسا جامعا لأي حل عادل وشامل، ونؤكد في هذا المقام أهمية دعم التحالف الدولي لتنفيذ حل الدولتين، كإطار عملي لمتابعة مخرجات هذا المؤتمر، وتنسيق الجهود الدولية نحو تنفيذ خطوات واضحة ومحددة زمنيا لإنهاء الاحتلال وتجسيد الدولة الفلسطينية».
وفي الختام، دعا وزير الخارجية جميع الدول الحاضرة إلى الانضمام إلى الوثيقة الختامية للمؤتمر، التي تشكل خارطة طريق مشتركة نحو تنفيذ حل الدولتين، ومواجهة محاولات تقويضه، وحماية فرص السلام التي لا تزال ممكنة، إن توافرت الإرادة.
حضر الجلسة الافتتاحية، سفيرة خادم الحرمين الشريفين لدى الولايات المتحدة الأمريكية الأميرة ريما بنت بندر بن سلطان، ومستشار وزير الخارجية للشؤون السياسية الأمير مصعب بن محمد الفرحان، ووكيل الوزارة لشؤون الاقتصاد والتنمية عبدالله بن زرعة، ومندوب المملكة الدائم لدى الأمم المتحدة في نيويورك السفير الدكتور عبدالعزيز الواصل، والوزير مفوض بوزارة الخارجية الدكتورة منال رضوان.
The Minister of Foreign Affairs, Prince Faisal bin Farhan bin Abdullah, in partnership with French Foreign Minister Jean-Noël Barrot, chaired the opening session of the high-level international conference on the peaceful settlement of the Palestinian issue and the implementation of the two-state solution at the ministerial level, held today at the United Nations headquarters in New York City, with the Kingdom of Saudi Arabia leading in partnership with the French Republic.
The Foreign Minister delivered the opening speech for the first session, in which he began by expressing his gratitude to the French Foreign Minister and the heads of working groups for their significant efforts over the past months in preparing for this conference, which represents a pivotal moment towards activating the two-state solution, ending the occupation, and embodying a fair and sustainable vision for peace in the Middle East.
In this context, the Foreign Minister praised the announcement by French President Emmanuel Macron of his country's intention to recognize the State of Palestine, a historic step that reflects the growing international support for the Palestinian people's right to establish their independent state, and contributes to creating international conditions to realize the two-state solution.
He affirmed that the Kingdom believes that achieving security, stability, and prosperity for all peoples of the region begins with justice for the Palestinian people and enabling them to obtain their legitimate rights, foremost among them the establishment of their independent state on the 1967 borders, with East Jerusalem as its capital. He emphasized that this is not merely a political stance, but a firm conviction that an independent Palestinian state is the key to genuine peace in the region.
The Minister also confirmed the Kingdom's commitment since the beginning of the catastrophic humanitarian crisis in the Gaza Strip and the serious escalation in the West Bank to provide immediate and continuous support, whether through humanitarian and relief assistance or by supporting the working UN agencies, foremost among them UNRWA, UNICEF, the World Food Programme, as well as the Palestinian Authority.
He stressed that this humanitarian catastrophe caused by the war and the grave Israeli violations must stop immediately to end the suffering of the Palestinian people, hold those responsible accountable, and end the policy of impunity, in accordance with the rules of international humanitarian law.
He noted the Kingdom's emphasis on the importance of international efforts through this conference and the efforts of the global coalition to implement the two-state solution to support the Palestinian people in building their capacities and empowering their national institutions.
In the context of practical commitment to supporting the peaceful settlement, the Foreign Minister expressed the Kingdom's appreciation for President Mahmoud Abbas's commitment to the path of institutional reform, which enhances the Palestinian Authority's ability to meet the aspirations of the Palestinian people, and the measures taken by the Palestinian government in this regard under the leadership of Prime Minister Dr. Mohammad Mustafa, expressing the Kingdom's hope to support these efforts in the areas of development, stimulating the Palestinian economy, and protecting it from collapse.
The Foreign Minister stated: "We see in the Arab Peace Initiative adopted by the Beirut Summit in 2002 a unifying basis for any just and comprehensive solution, and we affirm in this context the importance of supporting the international coalition to implement the two-state solution as a practical framework for following up on the outcomes of this conference and coordinating international efforts towards implementing clear and time-bound steps to end the occupation and embody the Palestinian state."
In conclusion, the Foreign Minister called on all attending countries to join the final document of the conference, which constitutes a common roadmap towards implementing the two-state solution, confronting attempts to undermine it, and protecting the opportunities for peace that remain possible if there is a will.
Attending the opening session were the Ambassador of the Custodian of the Two Holy Mosques to the United States, Princess Reema bint Bandar bin Sultan, the Political Affairs Advisor to the Foreign Minister, Prince Musab bin Mohammed Al Farhan, the Undersecretary for Economic and Development Affairs, Abdullah bin Zar'ah, the Kingdom's Permanent Representative to the United Nations in New York, Ambassador Dr. Abdulaziz Al-Wasil, and the Minister Plenipotentiary at the Ministry of Foreign Affairs, Dr. Manal Radwan.
