حدّدت وزارة التعليم ضوابط إجراءات تكليف شاغلي الوظائف التعليمية من المعلمين والمعلمات والعاملين في التشكيلات الإشرافية والمدرسية مؤقتاً لسد احتياج تعليمي طارئ ورفع نسبة التخصصية في المدارس خلال العام الدراسي الجديدـ وبما لا يزيد على فصل دراسي واحد.
وبينت الوزارة في دليل تخطيط شاغلي الوظائف التعليمية في إدارات التعليم ألا يزيد نصاب المعلم المكلف في أكثر من مدرسة بمدارس التعليم العام على 20 حصة صفية لرتبتي معلم ومعلم ممارس و18 حصة صفية لرتبة معلم متقدم، و14 حصة صفية لرتبة معلم خبير، وألا يزيد النصاب التعليمي لمعلم ذوي الإعاقة المكلف في أكثر من مدرسة أو برنامج من مدارس وبرامج ذوي الإعاقة على 16 حصة صفية لرتبتي معلم ومعلم ممارس، و 14 حصة صفية لرتبة معلم متقدم، و12 حصة صفية لرتبة معلم خبير.
وتضمنت الضوابط أن يكون التكليف وفقاً لمقتضيات المصلحة التعليمية عند حصول عجز لا يمكن تسديده من داخل المدرسة، وأن يحدد في القرار البداية والنهاية للتكليف ما لم يتم إنهاؤه قبل ذلك للمصلحة التعليمية أو لزوال سببه، ويحق للإدارة إعادة التكليف، وأن يكون التكليف من خلال الأنظمة الإلكترونية المعتمدة، ويتم تدوير التكليف بين معلمي التخصص في المدرسة.
وأوضحت أن الحالات التي يتم فيها إعادة تكليف لشاغلي الوظائف التعليمية بسد الاحتياج التعليمي هي: إذا كان نصاب المعلم 50% فأقل من نصابه التدريسي وفق رتبته التعليمية، وإذا نقل المعلم خارجياً أو داخلياً، والمعلم في المدارس ذات المبنى الواحد (مشتركة في المبنى ومستقلة في الإدارة)، وإذا رغب المعلم بإعادة تكليفه لسد الاحتياج وفي حال عدم رغبة معلم آخر أفضل منه في المفاضلة وبعد مرور عام دراسي على آخر تكليف للمعلم بما لا يتعارض مع ما سبق، إذا لم يوجد معلم آخر في المدرسة لم يكلف وإذا لم ينفذ المعلم أو لم يستكمل مدة تكليفه لأي سبب من الأسباب وعدم وجود معلم آخر بنفس المدرسة يقوم بسد الاحتياج التعليمي. مشيرةً إلى أن المعلم المكلف جزئياً يعفى من الإشراف اليومي وحصص الانتظار والنشاط في المدارس المكلف بها إذا بلغ نصابه من الحصص الصفية في جميع المدارس 50% فأكثر.
ولفتت إلى أن تسديد الاحتياج في المدرسة أو الشريحة يكون بدءاً من المرحلة الثانوية ثم المرحلة المتوسطة ثم المرحلة الابتدائية وفق تصنيف المؤهلات ووفقاً للوفر الأقرب فالأقرب وتكليف من لديه القدرة والكفاءة والاستعداد من المعلمين بسد الاحتياج التعليمي بعد أخذ موافقته خطياً بتدريس غير تخصصه في حال عدم وجود المعلم المتخصص في المرحلة المتوسطة والثانوية وفق الأنظمة والتعليمات المنظمة لذلك والاستفادة من المعلمين الحاصلين على مؤهلات إضافية معتمدة.

The Ministry of Education has set regulations for the temporary assignment of educational job holders, including teachers and staff in supervisory and school formations, to meet urgent educational needs and increase specialization in schools during the new academic year, not exceeding one academic term.
The ministry clarified in the guide for planning educational job holders in education departments that the assigned teacher's workload in more than one general education school should not exceed 20 class periods for the ranks of Teacher and Practicing Teacher, 18 class periods for the rank of Advanced Teacher, and 14 class periods for the rank of Expert Teacher. Additionally, the educational workload for a teacher of students with disabilities assigned to more than one school or program for students with disabilities should not exceed 16 class periods for the ranks of Teacher and Practicing Teacher, 14 class periods for the rank of Advanced Teacher, and 12 class periods for the rank of Expert Teacher.
The regulations included that the assignment should be based on educational interests when there is a shortage that cannot be filled from within the school. The decision should specify the start and end of the assignment unless it is terminated earlier for educational interests or the reason for it ceases. The administration has the right to reassign, and the assignment should be made through the approved electronic systems, with the assignment being rotated among specialized teachers in the school.
It was clarified that the cases in which reassignment of educational job holders to meet educational needs occurs are: if the teacher's workload is 50% or less of their teaching load according to their educational rank, if the teacher is transferred externally or internally, and if the teacher is in schools with a single building (shared in the building and independent in administration). If a teacher wishes to be reassigned to meet the need and if no other teacher better than them is available for preference after a school year has passed since the last assignment, provided it does not conflict with the above, if there is no other teacher in the school who has not been assigned, and if the teacher does not fulfill or complete their assignment for any reason, and there is no other teacher in the same school to meet the educational need. It was noted that a partially assigned teacher is exempt from daily supervision, waiting periods, and activities in the schools they are assigned to if their total class periods across all schools reach 50% or more.
It was pointed out that meeting the needs in the school or segment starts from the secondary stage, then the intermediate stage, and then the primary stage according to the classification of qualifications and based on the nearest availability. Assignments should be made to those who have the ability, competence, and willingness among teachers to meet educational needs after obtaining their written consent to teach outside their specialty if there is no specialized teacher available in the intermediate and secondary stages, in accordance with the regulations and instructions governing this, and taking advantage of teachers who hold additional accredited qualifications.
