أصدر وزير الموارد البشرية والتنمية الاجتماعية المهندس أحمد الراجحي قراراً وزاريّاً بتصنيف رخص عمل العمالة الوافدة وفق ثلاث فئات مهارية رئيسية، هي: الفئة عالية المهارة، والفئة الماهرة، والفئة الأساسية؛ وذلك لتعزيز أداء العاملين ونقل الخبرة والتجارب إلى سوق العمل السعودية عبر استقطاب المواهب العالمية، بما يسهم في تطوير ورفع الكفاءة التشغيلية والاستفادة من خبراتها، وبناء بيئة تدعم الابتكار وتطوير نماذج الأعمال.
ويعمل القرار على تطوير آليات التحقق ومعرفة نسب الفئات المهارية للعمالة الوافدة في سوق العمل وإدارتها على نحو أفضل من خلال التحقق من امتلاك العامل الوافد المهارات والمؤهلات اللازمة لمتطلبات العمل، وبما يتماشى مع أفضل الممارسات المتقدمة.
وستُصنّف رخص العمل ويستكمل التطوير التقني ابتداءً من 18 يونيو 2025، وذلك للعمالة الوافدة التي تعمل حالياً في سوق العمل السعودية، ويجري تصنيف رخص العمل للعمالة الوافدة القادمة للمملكة ابتداءً من 1 يوليو 2025.
يشار الى أن القرار يأتي في إطار جهود وزارة الموارد لتوفير سوق عمل أكثر جاذبية وكفاءة، وتنمية الكفاءات البشرية، وتطوير بيئة الأعمال، مما يسهم في تحقيق مستهدفات رؤية المملكة 2030 وبرنامج التحول الوطني.

The Minister of Human Resources and Social Development, Engineer Ahmed Al-Rajhi, issued a ministerial decision to classify work permits for expatriate workers into three main skill categories: high-skilled, skilled, and basic; in order to enhance the performance of workers and transfer expertise and experiences to the Saudi labor market by attracting global talents, which contributes to developing and raising operational efficiency and benefiting from their expertise, and building an environment that supports innovation and the development of business models.
The decision works on developing mechanisms to verify and understand the skill category ratios of expatriate workers in the labor market and managing them better by verifying that the expatriate worker possesses the necessary skills and qualifications for job requirements, in line with advanced best practices.
Work permits will be classified and technical development will commence starting June 18, 2025, for expatriate workers currently in the Saudi labor market, and work permits for incoming expatriate workers to the Kingdom will be classified starting July 1, 2025.
It is noteworthy that the decision comes as part of the Ministry's efforts to provide a more attractive and efficient labor market, develop human competencies, and enhance the business environment, which contributes to achieving the objectives of the Kingdom's Vision 2030 and the National Transformation Program.
