شدد الدليل الإرشادي لضوابط الابتعاث والإيفاد والتدريب لشاغلي الوظائف التعليمية والإدارية أنه في حال إنهاء ابتعاث الموظف، يجوز لوزارة التعليم، إلزام المبتعث بدفع جزء أو كامل ما صرف عليه من بدلات ومخصصات الابتعاث.
وحدد الدليل إجراءات إنهاء الدراسة في حالات عدة منها، إذا أظهرت التقارير الدراسية للمبتعث عدم إمكانية تحقيق الغرض الذي ابتعث من أجله وعند قيام المبتعث بتغيير تخصصه أو الجهة التعليمية دون الحصول على موافقة الوزارة وعند إخلاله بواجباته المتعلقة بالدراسة وإذا انتقل من جامعة إلى أخرى أو من فرع للجامعة إلى آخر خارج المدينة التي بها الفرع دون أخذ الموافقة المسبقة من الوزارة. وشدد الدليل على أنه يتعين على المبتعث مباشرة عمله خلال مدة لا تتجاوز ثلاثين يومًا من تاريخ انتهاء دراسته، ويتم توجيه المبتعث بعد نهاية ابتعاثه وفقاً للاحتياج عن طريق الإدارة العامة لتطوير الموارد البشرية على أن يتم تقديم إنهاء الدراسة مع إرفاق المستندات المطلوبة من خلال نظام «سفير» ثم الموافقة على إنهاء الدراسة من صاحب الصلاحية.

The guideline for the controls of scholarship, delegation, and training for holders of educational and administrative positions emphasized that in the event of terminating an employee's scholarship, the Ministry of Education may require the scholarship recipient to repay part or all of the allowances and scholarship entitlements that were disbursed to them.
The guideline specified the procedures for terminating studies in several cases, including if the scholarship recipient's academic reports indicate that the purpose for which they were sent abroad cannot be achieved, and when the scholarship recipient changes their major or educational institution without obtaining the ministry's approval, and when they fail to fulfill their academic obligations. Additionally, if they transfer from one university to another or from one branch of the university to another outside the city where the branch is located without prior approval from the ministry, this also constitutes grounds for termination. The guideline stressed that the scholarship recipient must resume their work within a period not exceeding thirty days from the date of completing their studies. After the scholarship ends, the recipient will be directed according to the needs through the General Administration for Human Resources Development, provided that the termination of studies is submitted along with the required documents through the "Safiir" system, followed by approval for the termination of studies from the authorized person.
