أكد رئيس بلدية محافظة بيشة المهندس محمد فلاح القحطاني، أن البلدية تسعى بكل إمكاناتها وكوادرها لتقديم خدمة مميزة لسكان بيشة وكافة الأحياء والقرى الواقعة في نطاق خدماتها بما يتوافق مع مستهدفات رؤية المملكة 2030.
وقال، في حديث إلى «عكاظ»: إن من أبرز المشاريع المعتمدة التي يجري تنفيذها في بيشة استكمال مشاريع الصيانة المستلمة من وزارة النقل بقيمة 89 مليون ريال، وإعادة تأهيل وتطوير عدد من الطرق الحيوية وسط المحافظة. وعن الحدائق العامة، أوضح أن البلدية تخدم أكثر من 30 حديقة مع تخصيص 18,400 متر طولي لرياضة المشي، كما تم الانتهاء أخيراً، من إعادة تأهيل وتطوير كثير من الحدائق، منها حديقة البلدية، وحدائق الملك عبدالله الجنوبية وجزء من الشمالية، وحديقة الديلمي، والحديقة المجاورة لبيت الطالب، وحديقة مخطط 134، كما أنهت إعادة تأهيل وتطوير الحديقة الواقعة جوار مقبرة النغيلة، والحديقة المجاورة لمبنى بيت الطالب، بما يتوافق مع مشاريع الأنسنة وتحسين المشهد العام، مؤكداً أن جميع الحدائق في بيشة تجد العناية والاهتمام من مراقبي البلدية حسب الإمكانات المتاحة، كما تم إدراج عدد من الحدائق لإعادة تأهيلها ضمن خطط البلدية المستقبلية وتطويرها وفق معايير المشهد الحضري.
وحول اقتراح بعض السكان بإعادة النظر في ترخيص محلات بيع المعسل ومواقعها غير المناسبة ووجودها في أماكن حيوية، قال القحطاني: إن الاشتراطات بهذا الخصوص أن يكون الموقع على شارع تجاري، وبعيداً عن المدارس والمساجد، وهذا المعمول به في هذا النشاط حسب اللوائح المعمول بها.
وعن جبل الصايرة وإمكانية تطويره واستغلاله سياحياً كأحد المعالم الطبيعية شرق مدينة بيشة، أوضح رئيس البلدية، أن جبل الصايرة البيضاء من المعالم السياحية في محافظة بيشة، وتسعى البلدية لاستلام الموقع من الجهة المالكة، وهناك مكاتبات بهذا الشأن، وحتى تاريخه لم تتم الموافقة على تسليمه للبلدية من قبل وزارة الدفاع.
وفي ما يتعلق بتطوير طريقي خادم الحرمين الشريفين وطريق ولي العهد، اللذين يربطان مدينة بيشة بطريق بيشة - الرين - الرياض، أكد المهندس القحطاني، أنه تم الانتهاء من الدراسات والتصاميم وفتح المظاريف، وما زالت تحت إجراءات الترسية، ومتى ما توفرت المساحة المالية فالبلدية لن تتأخر في تنفيذهما.
وعن مطالبات أهالي الحرف بإعادة سفلتة الشارع الممتد من مثلث الحرف حتى مسلية شمالاً، الذي سبق اعتماده وسحبه من المقاول، أكد القحطاني أنه ستتم إعادة سفلتته قريباً والبلدية متابعة له والطرق المشابهة.
وعن التقاطعات التي تم إغلاقها قبل فترة في شوارع رئيسية في أحياء بيشة وهل ستبقى على حالها أم أن هناك حلولاً قريبة، قال القحطاني: إن محافظة بيشة تشهد عدداً من المشاريع التطويرية لطرق محورية ورئيسية بهدف رفع كفاءة الطرق، وهناك تنسيق مع إدارة المرور لمعالجة التقاطعات، وجارٍ معالجتها من خلال مشاريع الأنسنة والتدخلات الحضرية التي تضمن السلامة المرورية للجميع.
وأكد رئيس البلدية، أن هناك مخططاً تم اعتماده مبدئياً، وفي مرحلة الاعتماد النهائي للمدخل الغربي لمدينة بيشة، بداية من «جسر الاربيان غرباً، مروراً بالهيشة والحرف ونمران»، وأن البلدية في انتظار اعتماده حتى يتسنى لها إكمال الازدواجية للمحافظة، وتطبيق دليل المشهد الحضري في هذا المدخل الذي يعتبر من المداخل الرئيسية، مشيراً إلى أن تقاطع مثلث الحرف ضمن المخطط، وبعد الاعتماد سيتم نزع بعض الأملاك لمعالجة هذا التقاطع لإنهاء مشكلة العشوائية المرورية فيه.
وعن الجديد في مشروع تصريف مياه الأمطار والسيول لمدينة بيشة، أوضح القحطاني، أن هناك دراسة هيدرولوجية في المراحل النهائية للاعتماد في أمانة منطقة عسير، وجارٍ العمل على ذلك، مبيناً أنه تم عمل عدد من التصريف للنقاط الحرجة، وجارٍ العمل للمعالجة وتمديد القنوات القديمة لتصريف مياه الأمطار وعمل امتداد للقنوات لمعالجة الشكاوى بهذا الخصوص، وأن هذه حلول تقوم بها البلدية لإنهاء تجمع مياه الأمطار، والدراسة متابعة من قبلنا مع أمانة المنطقة للاستفادة من ذلك المشروع بعد اعتماده بشكل نهائي وتوفر المساحة المالية.
حملة ضد المطبات العشوائية
شدد رئيس البلدية، على عدم استحداث مطبّات عشوائية من شأنها إعاقة سير المركبات والإضرار بها، والتأثير المباشر على جودة وكفاءة الطرق، مؤكداً أن دور المواطن مهم في الإبلاغ عن أي مطبات عشوائية من خلال تطبيق بلدي 940، مشيراً إلى أن هناك مشروعاً لمعالجة مثل هذه الظاهرة جارٍ العمل على ترسيته، وهناك حملات ميدانية مكثفة لإزالة المطبّات غير النظامية من مختلف أحياء المحافظة وقراها.
وأوضح القحطاني، أن البلدية تقوم بأعمال النظافة ورفع المخلفات من المتنزهات البرية من خلال إرسال فرق النظافة إلى المتنزهات، كما قامت بفتح عدد من الفرص التطوعية لنظافة تلك المتنزهات وتعاون بناء مع جامعة بيشة وإدارة التعليم في توعية الطلاب بضرورة المحافظة على البيئة ومشاركتهم في نظافة طريق الملك عبدالله وجبل الصايرة البيضاء وغيرها من المواقع البرية.
وشدد رئيس بلدية بيشة، على أهمية الصحة العامة والدور الرقابي للبلدية على كافة المنشآت، موضحاً أن مراقبي البلدية قاموا منذ مطلع العام الحالي حتى ذي القعدة بجولات رقابية بلغت 13,646 جولة، شملت جميع النشاطات التجارية والمتعلقة بالصحة العامة، وخلال هذه الزيارات يتم فحص الغذاء المقدم بما في ذلك سلامة المياه للمستهلك وأخذ عينات مخبرية بشكل عشوائي من تلك المحلات ويتم إرسالها لمختبر الأمانة لفحصها.
وعن دور البلدية في مراقبة أنشطة الأسواق الشعبية ومراقبة الخدمات المقدمة لها، أكد القحطاني أن الأسواق الشعبية تم نقل اختصاصها إلى وزارة البيئة والزراعة والمياه.
أنسنة الشوارع الرئيسية
كشف رئيس بلدية بيشة، عن مشروع لتطوير وسط البلد في بيشة بمساحة 64 ألف متر مربع كمرحلة أولى لتطوير بيشة وأحيائها، مشيراً إلى أن المشروع تحت إجراءات الاعتماد. وحول الأحياء القديمة، قال: إن هناك بعض الشوارع الرئيسية وسط البلد ستتم صيانتها وأنسنتها قريباً كمرحلة أولى، وهي في طور توقيع العقود.
وامتدح القحطاني، الخطوات الأولى لعمل شركة النظافة خلال الفترة الماضية، وقال: إن هذا يُعد أول مشروع في بلدية بيشة في مجال النظافة يحتوي على معدات وعمالة وعناصر أخرى تتعلق بالنظافة، كون النظافة في بيشة ذاتية، مشيراً إلى أن المشروع ما زال في بدايته وهناك أعمال جيدة تتم في الميدان، وأن المشروع وفر على البلدية جزءاً كبيراً من العمالة في صيانة المعدات ومتابعة المشروع. وكشف عن دراسة تعمل عليها البلدية لتوسيع نطاق المشروع ليشمل المحافظة بشكل كامل وبمدة لا تقل عن 4 سنوات، كون المشروع الحالي الذي تم تسليمه مدته سنتان فقط، ويلعب السكان دوراً محورياً وأساسياً في الحفاظ على نظافة بيئتهم من خلال رمي النفايات في الأماكن المخصصة لها والتخلص من القمامة في الحاويات المخصصة وفي الأوقات المحددة، مطالباً السكان بالإبلاغ عن أي مخالفات تتعلق برمي النفايات بشكل غير صحيح، وأي إهمال من قبل شركة النظافة، والمحافظة على نظافة الأماكن العامة كالحدائق، والمتنزهات، أو الشواطئ، والمشاركة في حملات النظافة إذا كانت هناك مبادرات مجتمعية لتنظيف الأحياء.
بيئة مرورية آمنة وفعالة
أشار المهندس محمد القحطاني إلى أن سلامة الحركة المرورية من الأولويات القصوى لأي بلدية، ويتطلب تحقيقها تضافر الجهود بين مختلف الجهات الحكومية والمختصة في هذا السياق، وللبلدية تعاون بشكل وثيق مع العديد من الجهات لضمان بيئة مرورية آمنة وفعالة، وتعتبر الإدارة العامة للمرور الشريك الأساسي للبلدية في مجال السلامة المرورية، ويشمل التعاون بينهما تخطيط وتصميم الطرق والتنسيق المشترك في تصميم الطرق الجديدة وتطوير القائمة، مع الأخذ في الاعتبار معايير السلامة المرورية، مثل عرض المسارات، والمنحنيات، والميول، ومواقع الإشارات الضوئية، والعمل على تحسين انسيابية الحركة المرورية، وتحديد المناطق التي تحتاج إلى حلول مرورية مثل الميادين، وتركيب وصيانة الإشارات والعلامات المرورية والتنسيق في تحديد مواقع الإشارات الضوئية واللوحات الإرشادية والعلامات الأرضية، وصيانتها بشكل دوري لضمان وضوحها وفعاليتها.

The Mayor of Bisha Governorate, Engineer Mohammed Falah Al-Qahtani, confirmed that the municipality is striving with all its capabilities and staff to provide distinguished services to the residents of Bisha and all neighborhoods and villages within its service area, in line with the objectives of Saudi Vision 2030.
In an interview with "Okaz," he stated that among the most prominent approved projects currently being implemented in Bisha is the completion of maintenance projects received from the Ministry of Transport, valued at 89 million riyals, and the rehabilitation and development of several vital roads in the center of the governorate. Regarding public parks, he clarified that the municipality serves more than 30 parks, with 18,400 linear meters designated for walking sports. Recently, the rehabilitation and development of many parks have been completed, including the municipality park, the southern King Abdullah parks, part of the northern parks, Al-Dailami Park, the park adjacent to the Student House, and Park 134. The rehabilitation and development of the park located next to Al-Naghila Cemetery and the park adjacent to the Student House have also been completed, in line with humanization projects and improving the overall landscape. He emphasized that all parks in Bisha receive care and attention from municipal supervisors according to available resources, and several parks have been included for rehabilitation in the municipality's future plans and development according to urban landscape standards.
Regarding some residents' suggestions to reconsider the licensing of hookah shops and their inappropriate locations in vital areas, Al-Qahtani said that the requirements in this regard stipulate that the location must be on a commercial street and away from schools and mosques, which is what is currently practiced in this activity according to the applicable regulations.
As for Mount Al-Sa'irah and the possibility of developing it and utilizing it for tourism as one of the natural landmarks east of Bisha, the mayor explained that the white Mount Al-Sa'irah is one of the tourist attractions in Bisha Governorate, and the municipality is seeking to receive the site from the owning entity. There are correspondences in this regard, and to date, approval has not been granted to hand it over to the municipality by the Ministry of Defense.
Regarding the development of the King Salman Road and the Crown Prince Road, which connect Bisha City to the Bisha - Al-Rain - Riyadh Road, Engineer Al-Qahtani confirmed that studies and designs have been completed, and envelopes have been opened, and they are still under the bidding procedures. As soon as the financial space is available, the municipality will not delay in implementing them.
Regarding the residents' demands in Al-Harf for the repaving of the road extending from the Al-Harf Triangle to Musallia to the north, which was previously approved and withdrawn from the contractor, Al-Qahtani confirmed that it will be repaved soon, and the municipality is following up on it and similar roads.
Regarding the intersections that were closed some time ago on main streets in Bisha neighborhoods, and whether they will remain as they are or if there are nearby solutions, Al-Qahtani said that Bisha Governorate is witnessing several developmental projects for pivotal and main roads aimed at enhancing road efficiency. There is coordination with the traffic department to address the intersections, and they are being addressed through humanization projects and urban interventions that ensure traffic safety for all.
The mayor confirmed that there is a plan that has been provisionally approved and is in the final approval stage for the western entrance to Bisha City, starting from "Al-Arbiyan Bridge to the west, passing through Al-Haysha, Al-Harf, and Nimran." The municipality is waiting for its approval so that it can complete the dualization for the governorate and apply the urban landscape guide at this entrance, which is considered one of the main entrances. He pointed out that the intersection at Al-Harf Triangle is included in the plan, and after approval, some properties will be expropriated to address this intersection and end the issue of traffic chaos there.
Regarding the latest developments in the rainwater and flood drainage project for Bisha City, Al-Qahtani explained that there is a hydrological study in the final stages of approval at the Asir Region Municipality, and work is ongoing on that. He indicated that several drainage points have been established for critical areas, and work is underway to address and extend the old channels for rainwater drainage and to create extensions for the channels to address complaints in this regard. These are solutions being implemented by the municipality to end rainwater accumulation, and the study is being followed up by us with the region's municipality to benefit from that project after its final approval and the availability of financial resources.
Campaign Against Random Speed Bumps
The mayor emphasized the importance of not creating random speed bumps that would obstruct vehicle movement and harm them, directly affecting the quality and efficiency of roads. He confirmed that the role of citizens is crucial in reporting any random speed bumps through the Baladi 940 application, noting that there is a project underway to address such phenomena, and there are intensive field campaigns to remove non-standard speed bumps from various neighborhoods and villages in the governorate.
Al-Qahtani explained that the municipality is conducting cleaning operations and removing waste from recreational areas by sending cleaning teams to the parks. It has also opened several volunteer opportunities for cleaning those parks and is collaborating with Bisha University and the Education Department to raise students' awareness of the importance of preserving the environment and involving them in cleaning King Abdullah Road, Mount Al-Sa'irah, and other natural sites.

Regarding the municipality's role in monitoring activities in popular markets and overseeing the services provided to them, Al-Qahtani confirmed that the jurisdiction of popular markets has been transferred to the Ministry of Environment, Water, and Agriculture.
