Legal and judicial experts agreed that the Houthi attacks targeting civilian objects in the Kingdom represent a serious violation of international humanitarian law, and may amount to war crimes whenever their legal elements are met. They emphasized that targeting civilian airports and endangering the lives of travelers, workers, citizens, and residents, including pilgrims heading to perform their rituals, reveals the severity of these assaults and the terror they instill in the safe and the violation of civilian sanctity.
They clarified, in statements to "Okaz," that international laws and treaties prohibit targeting civilians and civilian objects, pointing out that Article (34) of the Basic Law of Governance states that defending Islamic faith, society, and the homeland is a duty of every citizen. They stressed the importance of enhancing community awareness and refraining from circulating false news and misleading clips that exploit security events.
Violation of International Law
Lawyer Firas Tarablsi explained the Houthi criminal attacks that recently targeted airports and civilian facilities in the Kingdom, saying: "Targeting civilian airports, which include travelers, workers, citizens, and residents, including pilgrims coming to perform their rituals, reveals the danger of these assaults that threaten civilian lives and constitutes a grave violation of international humanitarian law whenever it is proven that civilians or civilian objects were deliberately targeted."
He pointed out that Article (51) of the Additional Protocol I to the Geneva Conventions prohibits targeting civilians and indiscriminate attacks, while Article (52) establishes general protection for civilian objects, which can only lose this protection if they become military objectives according to legal criteria.
Tarablsi added that deliberately directing attacks against civilians or civilian objects may constitute a war crime under Article 8 of the Rome Statute of the International Criminal Court, whenever its legal elements are met. The United Nations Charter, in its Article (51), guarantees the Kingdom's right to defend itself in the event of an armed attack, in accordance with the requirements of international law. Tarablsi concluded by saying: "Airports and civilian facilities were established to serve humanity and facilitate life, not to become arenas for military conflict. Therefore, their protection is not merely a humanitarian consideration but an obligation imposed by the rules of international law. In this context, the importance of the Kingdom's defensive readiness and the efficiency of its armed forces in dealing with assaults is highlighted, which enhances confidence in its ability to preserve its sovereignty and protect the security and safety of those living on its land."
Intimidation of the Innocent
The former head of the Public Prosecution in the Makkah region, Sheikh Abdullah Mohammed Al-Qarni, stated that the scenes of the attack targeting King Khalid International Airport in Riyadh, coinciding with the presence of pilgrims on their way to perform Umrah, including the elderly, women, and children, reveal the horror of targeting the innocent and endangering the lives of the innocent.
He added that these scenes embody the contradiction between the sanctity of worship and the threats it faces, affirming that the intimidation of civilians and the assault on their security is a crime that contradicts religious and humanitarian values.
Violation of Human Values
For his part, lawyer Hakem Al-Hakami confirmed that targeting airports and civilian facilities, and intimidating travelers and pilgrims, is not merely an assault on a location or facility, but an attack on human security and the right to a safe life, and a violation of all religious, humanitarian values, and international norms that prohibit targeting civilians and endangering their lives.
Tampering with the Security of Nations
Lawyer and judicial notary Abeer Daghriri stated that these assaults have once again revealed the true face of the Houthi terrorist militias, which have exhausted Yemenis before others, confiscated their security and stability, and plunged their country into cycles of conflict and suffering. How can those who terrorize women and children, and endanger pilgrims and travelers, claim to defend the religion or support Muslims? What just cause can justify targeting the innocent and tampering with the security of nations?
Assault on Civilians
The head of the Lawyers Committee in the Makkah region, lawyer Khaled Abu Rashid, stated that Islam is innocent of the practices of the Houthi militias, and that humanitarian values do not recognize any justification for terrorizing the innocent or assaulting civilians. Positions are measured by actions, not slogans, and those who raise religious slogans while violating human sanctity and security reveal the blatant contradiction between what they claim and what they practice.
A Safe Land
Member of the "Tarahum" Committee, lawyer Nasreen Ali Al-Ghamdi, affirmed that the Kingdom is resilient against aggressors, and its land will remain safe, God willing, and its people will remain united as one man. She emphasized the importance of not circulating or publishing false or unverified news, as this constitutes an information crime.
Determination and National Constants
Lawyer Nawal Al-Dosari stated: Whenever aggressors attempt to undermine the security of the Kingdom, national cohesion grows stronger, and Saudis rally around their leadership. She affirmed that the security of the homeland is a red line, and that targeting it will not diminish its determination or shake its constants.
Targeting the Innocent
Lawyer Manal Al-Harithi stated that terrorizing the innocent and assaulting them is a crime under all laws, and it becomes more heinous if the victims are pilgrims heading to the Sacred House of God. She added that the crimes of targeting the innocent remain a testament to the reality of those who chose the path of aggression, and evidence that terrorism does not create victory, and that terrorizing the innocent does not build a cause but exposes its proponents before the world.
Confronting Assaults
Lawyer and judicial notary Bashayer Al-Azmah stated: The Basic Law of Governance stipulates in its Article 34 that defending the faith, society, and homeland is a duty of every citizen. She said: The Kingdom of Saudi Arabia stands tall in confronting assaults, relying on the strength of its institutions, the vigilance of its agencies, the cohesion of its people, and their steadfast trust in their leadership. The Kingdom, which has made the protection of the Two Holy Mosques and the safeguarding of the security of citizens, residents, and visitors a non-negotiable duty, is capable, God willing, of confronting anyone who dares to harm its land or threaten its security and stability.
Spirit of Solidarity
In a related context, media figure Fahd Zidan warned against publishing or circulating some news accounts that share artificially generated clips claiming to depict assault sites in exaggerated ways or disseminating incorrect news, which always calls for verifying news sources and avoiding the spread of false news and rumors.
