في خطوة تنظيرية وفنية بالغة الأهمية لتعزيز الأمن الحيوي ورفع معايير الرفق بالحيوان، اعتمدت وكالة وزارة البيئة والمياه والزراعة للزراعة «دليل نقل الثروة الحيوانية ومنتجاتها»، استناداً إلى النظام الزراعي ولائحته التنفيذية.
ويهدف الدليل الشامل إلى وضع إطار نظامي دقيق وموحد لعمليات النقل البري والبحري والجوي للحيوانات الحية ومنتجاتها، باعتبار النقل أحد أبرز التحديات المؤثرة على الصحة العامة وانتقال الأمراض الوبائية عبر الحدود والداخل.
ويفرض الدليل الجديد حزمة من الالتزامات الصارمة على كافة أطراف عملية النقل (من ملاك، وشركات نقل، وسائقين، ومديري محطات استراحة)، وتشمل:
- صلاحية السفر: حظر نقل الحيوانات المريضة، أو الجريحة، أو الضعيفة، أو إناث الحيوانات في العشر الأخير من حملها، وضمان فحصها من قبل طبيب بيطري مرخص.
- الرفق بالحيوان: الالتزام بتوفير «الحريات الخمس» للحيوانات، ومنع استخدام الأساليب المؤلمة أو المنخس الكهربائي في الأماكن الحساسة لحثها على التقدم.
- تجهيز وسائل النقل: اشتراط تصميم الشاحنات والحاويات بطرق تمنع تسرب الفضلات وتؤمن التهوية الفعالة والتعديل الحراري المناسب لحماية الحيوانات من تقلبات الطقس والإجهاد.
- الخطط الطارئة وسجلات الرحلة: إلزام الناقلين بوضع خطط واضحة للرحلات، وتحديد محطات الاستراحة لتوفير المياه والعلف، مع توثيق السجلات اليومية للحالة الصحية والطقس.
ويأتي هذا الاعتماد ضمن جهود وزارة البيئة والمياه والزراعة لتطوير قطاع الثروة الحيوانية في المملكة، وضمان خلو الإرساليات من الأمراض المعدية، ورفع كفاءة الخدمات اللوجستية وفقاً لأفضل الممارسات الدولية والمعايير الصحية والبيئية.
In a highly significant theoretical and technical step to enhance biosecurity and raise animal welfare standards, the Ministry of Environment, Water, and Agriculture's Agriculture Agency has adopted the "Guide for the Transport of Livestock and Its Products," based on the agricultural system and its executive regulations.
The comprehensive guide aims to establish a precise and unified regulatory framework for the land, sea, and air transport of live animals and their products, considering transport as one of the most prominent challenges affecting public health and the spread of infectious diseases across borders and within the country.
The new guide imposes a set of strict obligations on all parties involved in the transport process (including owners, transport companies, drivers, and rest station managers), which include:
- Travel fitness: Prohibiting the transport of sick, injured, or weak animals, or female animals in the last ten days of their pregnancy, and ensuring they are examined by a licensed veterinarian.
- Animal welfare: Committing to provide the "five freedoms" for animals and prohibiting the use of painful methods or electric prods in sensitive areas to encourage them to move forward.
- Transport preparation: Requiring the design of trucks and containers in ways that prevent waste leakage and ensure effective ventilation and appropriate thermal adjustment to protect animals from weather fluctuations and stress.
- Emergency plans and trip records: Obliging carriers to establish clear plans for trips, identifying rest stations to provide water and feed, along with documenting daily records of health status and weather conditions.
This adoption is part of the Ministry of Environment, Water, and Agriculture's efforts to develop the livestock sector in the Kingdom, ensure that shipments are free from infectious diseases, and enhance the efficiency of logistics services in accordance with international best practices and health and environmental standards.
