The events have revealed new fraudulent practices followed by gangs aimed at targeting and exploiting individuals by impersonating the names of well-known figures or official websites, to solicit financial assistance or engage in unauthorized activities.
The latest fraudulent attempt was uncovered by the newspaper "Okaz" in an incident that raises security concerns and questions about its objectives and motives, as an unknown person using a German phone number attempted to impersonate the editor-in-chief of "Okaz" and the general supervisor of "Saudi Gazette," colleague Jamil Al-Dhiabi, and contacted the offices of Yemeni political and military leaders, using Al-Dhiabi's personal photo in the profile of his account on the "WhatsApp" application, before more suspicious details emerged, including sending a dubious electronic link and trying to mislead the targeted parties into believing they were communicating with a fictitious employee at the newspaper.
The evolution of fraudulent methods has not stopped, and the tricks of the fraudsters have not ended, as they have developed their techniques with the advancement of technology and the ease of reaching their victims without oversight, and within every home through social media platforms, and by using the most popular electronic games that are considered a target for all fraud professionals.
Suspicious Messages and Calls
The fraudsters have not ceased to develop their fraudulent capabilities in hopes of ensnaring their victims in their traps; they have left no path untraveled, nor any method unexplored, sometimes using those platforms officially, and at other times through suspicious messages and calls.
Among the most prominent of these new fraudulent practices is impersonating the names of important or legal figures under the pretext of providing assistance or offering services to those in need, relying on the trick of social engineering that enables them to ensnare their victims by deceiving them into revealing information or allowing access to the victims' data networks. These fraudulent practices have previously been warned against by several government entities, as the Public Security has issued warnings against responding to suspicious calls for collecting donations and financial assistance, confirming that they are one of the methods of financial fraud.
State Security Reveals Deceptive Methods
The Presidency of State Security has warned against some methods of financial fraud, including impersonating official officials or government entities and requesting account information to deposit due financial amounts, or impersonating known investment institutions and companies to present investment opportunities with high profit rates.
The Presidency of State Security indicated that among the methods of fraud are the forgery of websites to obtain information illegally, as well as sending counterfeit messages impersonating known commercial companies.
Where are the Ethical Controls?
The Imam and preacher of the Grand Mosque, Sheikh Dr. Abdul Rahman Al-Sudais, emphasized the necessity of adhering to Sharia and ethical controls when dealing with digital platforms, warning against spreading misleading news, violating privacy, and exploiting artificial intelligence technologies in forgery, fraud, and impersonation.
Sheikh Al-Sudais affirmed that the irresponsible use of these means leads to harming social relationships, spreading confusion, and infringing on people's honor and property, calling for caution against impersonating platforms and counterfeit websites, and verifying the accuracy of news and images before circulating them, citing verses and hadiths that emphasize the responsibility of words and their dangers.
He also warned against crimes of extortion, defamation, and digital breaches, and against content that spreads hatred, calling for standing united against criminal activities that target the security, unity, and values of society.
"Absher" Warns Against Fake Accounts
The "Absher" platform has warned against dealing with fake and suspicious accounts that claim to provide government services through calls, text messages, or links.
The platform urged beneficiaries to contact it via private messages in case of any inquiries, to maintain the confidentiality of information, provided that the request details are sent along with the full name, ID number, and a contact number. It noted in response to an inquiry via its account on "X" that it offers more services, including viewing details of traffic violations and submitting an electronic objection request if the violation is incorrect.
Who is the Impersonator?
Lawyer and legal consultant Ubaid Ahmed Al-Ayafi confirmed to "Okaz" that impersonation refers to a person pretending to be someone else or claiming a status they do not possess, with the intent to deal with others, gain a benefit, cause harm, or influence the decisions of others.
He added that impersonation may involve the name of a well-known person, a relative, a government employee, a security personnel, a lawyer, or a company representative, or even through an account on a social media platform bearing the image and name of another person. He stated that not all incidents are equal; if an identity card or signature or official document is used, the incident may fall under the scope of forgery. If money is obtained through deception, it may fall under financial fraud.
The penalty varies depending on the case; if the impersonation is related to the status of a public authority, such as claiming to be a security personnel or an official employee to carry out actions or influence others, the provisions of the Penal Code for impersonating a public authority may apply, which stipulates penalties that may reach imprisonment for a period not exceeding three years or a fine not exceeding fifty thousand riyals, or both, depending on the circumstances of the incident.
Al-Ayafi emphasized that some incidents may fall under the Anti-Cyber Crime Law whenever they are related to the misuse of technology, such as unauthorized access, invasion of privacy, defamation, or accessing banking or credit data.
