علمت «عكاظ»، عن صدور حزمة جديدة من الخدمات والمزايا الجديدة، دشنها مركز الإقامة المميزة لحاملي الإقامة المميزة في إطار تحسين وتطوير العمل وكفاءة الخدمة والأداء. ومن أبرز الخدمات التي رصدتها «عكاظ» عقود العمل، إفراغ وتأجير العقارات، إضافة التابعين، خدمات المرور وحرس الحدود والبلديات ، استقدام العمالة المنزلية والسماح باستيراد المركبات وتملك أكثر من مركبتين، كما شملت الخدمات الحديثة لحاملي الإقامة المميزة، الاستفادة من حوافز صندوق تنمية الموارد البشرية (هدف)، إذ يمكن لحاملي الإقامة المميزة من المستثمرين أو أصحاب المنشآت دعم الموظفين السعوديين من خلال برنامج (هدف).
وصُنفت الخدمات والمزايا الجديدة ضمن 6 قطاعات رئيسية، تشمل: خدمات مركز الإقامة المميزة، خدمات قطاع الأعمال، التأمين، العقار، والنقل، إلى جانب مجموعة من الخدمات الأخرى.
خدمات وامتيازات متنوعة
بحسب رصد «عكاظ»، شملت الخدمات إمكانية إضافة التابعين المؤهلين لحامل الإقامة المميزة عبر منصة الإقامة المميزة، واستكمال إجراءات إصدار الإقامة المميزة للتابعين المضافين ضمن الطلب الأساسي من خلال الخدمات الذاتية. كما أتاحت المنصة شراء التأمين الصحي واختيار الفئة التأمينية المناسبة من بين ثلاث فئات: الأساسية والذهبية والبلاتينية، إلى جانب خدمة إعادة طباعة هوية الإقامة المميزة، وتجديد الإقامة إلكترونياً. وتضمنت الخدمات كذلك، تعديل البيانات وتحديث المعلومات عبر القنوات الرقمية ذات العلاقة، إذ يمكن تحديث بعض البيانات من خلال منصة «أبشر»، ومنها ترجمة الاسم، وطلب تقرير مقيم، وشهادة خلو السوابق، وتحديث معلومات جواز السفر، فيما يمكن تعديل بيانات أخرى عبر مكاتب الجوازات، من بينها الحالة الاجتماعية وصلة القرابة ومكان الميلاد والصورة الشخصية والجنس. كما تتيح منصة الإقامة المميزة تعديل الاسم والجنسية وتاريخ الميلاد. وشملت الخدمات أيضاً تصحيح أوضاع المواليد داخل المملكة، الذين ولدوا قبل حصول رب الأسرة على الإقامة المميزة، وذلك عبر الخدمات الذاتية في المنصة، إضافة إلى إتاحة التقدم لتصديق تأشيرات الزيارة العائلية.
العمل والانتقال بين المنشآت
أصبح بإمكان حامل الإقامة المميزة، فصل بعض التابعين، من الإناث والذكور من ذوي الإعاقة ممن تجاوزت أعمارهم 25 عاماً، عبر الخدمات الذاتية، إلى جانب إتاحة إلغاء الإقامة المميزة لحاملها إلكترونياً. وفي قطاع الأعمال، أتاحت التحديثات لحاملي الإقامة المميزة من الشركاء أو المديرين في منشآت القطاع الخاص الاستفادة من الخدمات المرتبطة بالعمل عبر منصات وزارة الموارد البشرية والتنمية الاجتماعية، بما يتوافق مع ممارسة الأعمال التجارية وفق نظام الاستثمار. كما يمكن للمستثمرين وأصحاب المنشآت من حاملي الإقامة المميزة، الاستفادة من برامج صندوق تنمية الموارد البشرية «هدف» لدعم الموظفين السعوديين، وفق الضوابط المعتمدة. وتضمنت الخدمات إمكانية تسجيل حامل الإقامة المميزة كموظف لدى المنشآت العامة والخاصة مباشرة عبر القنوات الرقمية للمؤسسة العامة للتأمينات الاجتماعية، بما يتيح العمل في منشآت القطاع الخاص والانتقال بينها. كما أتاحت منصة «قوى» للمنشآت تسجيل عقود العمل الخاصة بحاملي الإقامة المميزة الأساسيين، فيما يمكن تسجيل عقود عمل التابعين عبر منصة «أجير»، بما يدعم إمكانية العمل والانتقال بين منشآت القطاع الخاص وفق الأنظمة والإجراءات المعتمدة.
تجديد التأمين واختيار الفئة المناسبة
وفي قطاع التأمين، أصبح بإمكان حاملي الإقامة المميزة استعراض بيانات التأمين الطبي من خلال تطبيق «توكلنا»، إضافة إلى تجديد التأمين الطبي لهم ولأفراد أسرهم كما يمكن للمستفيد اختيار الفئة التأمينية المناسبة من بين الفئات المتاحة، وفق حاجاته، وذلك من خلال شركة التأمين. وشملت الخدمات الجديدة، تسهيل إجراءات الإفراغ العقاري ونقل الملكية لحاملي الإقامة المميزة، من خلال منصة البورصة العقارية وكتابات العدل، إضافة إلى خدمات الإفراغ العقاري عبر منصة «ناجز»، بما يسهل إجراءات تملك العقارات. كما أتاحت الخدمات لحاملي الإقامة المميزة الانتفاع بالعقارات في المدينة المنورة من خلال مراكز كتابة العدل في المنطقة، وفق الضوابط المنظمة للانتفاع بالعقارات في كل من مكة المكرمة والمدينة المنورة. وتضمنت الخدمات كذلك إمكانية استخراج الرخص البلدية والعمرانية عبر منصة «بلدي» في إطار تملك العقارات، إلى جانب الاستفادة من خدمات التأجير وإدارة العقارات من خلال منصة «إيجار».
رحلات اليخوت والقوارب
في قطاع النقل، أتاحت الخدمات لحاملي الإقامة المميزة، الاستفادة من خدمات المرور عبر منصة «أبشر»، بما في ذلك إمكانية امتلاك أكثر من مركبتين ومركبات النقل وفق الأنظمة ذات العلاقة. كما يمكن نقل ملكية المركبات عبر وكالات السيارات والمعارض من خلال منصة «تم»، إلى جانب إصدار التفويض الدولي للمركبات المستأجرة من خلال مكاتب تأجير السيارات عبر المنصة. وشملت الخدمات أيضاً الاستفادة من خدمات حرس الحدود عبر منصة «زاول»، بما يتيح الحصول على تصاريح إيجار القوارب الترفيهية وإضافة الزوار إلى الرحلات على اليخوت والقوارب الخاصة. كما تسمح الخدمات لحاملي الإقامة المميزة باستيراد ما يصل إلى مركبتين سنوياً، وفق الإجراءات الجمركية المعتمدة لدى هيئة الزكاة والضريبة والجمارك.
استقدام العمالة المنزلية
في حزمة الخدمات الأخرى، أتاحت التحديثات لحاملي الإقامة المميزة، استقدام العمالة المنزلية عبر منصة «مساند»، إضافة إلى استعراض هوية الإقامة المميزة إلكترونياً من خلال تطبيقي «أبشر» و«توكلنا». وتأتي هذه الخدمات ضمن مسار تطوير منظومة الإقامة المميزة، وتوسيع نطاق الخدمات الرقمية المرتبطة بحاملي الإقامة المميزة، بما يشمل شؤون الأسرة والعمل والتأمين والتملك العقاري والنقل والخدمات الحكومية ذات الصلة.
According to "Okaz," a new package of services and benefits has been launched by the Premium Residency Center for holders of the premium residency as part of efforts to improve and develop work efficiency and service performance. Among the most notable services reported by "Okaz" are work contracts, property leasing and rental, adding dependents, traffic services, border guards, and municipalities, recruiting domestic workers, and allowing the import of vehicles and ownership of more than two vehicles. The new services for premium residency holders also include benefiting from the incentives of the Human Resources Development Fund (HRDF), as premium residency holders who are investors or business owners can support Saudi employees through the HRDF program. The new services and benefits are classified into six main sectors, including: Premium Residency Center services, business sector services, insurance, real estate, and transportation, along with a range of other services.
Diverse Services and Privileges
According to "Okaz," the services include the ability to add qualified dependents for the premium residency holder through the premium residency platform, and completing the procedures for issuing premium residency for the dependents added within the main application through self-services. The platform also allows for the purchase of health insurance and choosing the appropriate insurance category from three categories: basic, gold, and platinum, in addition to the service of reprinting the premium residency ID and renewing the residency electronically. The services also included modifying data and updating information through related digital channels, as some data can be updated via the "Absher" platform, including name translation, requesting a resident report, a certificate of no criminal record, and updating passport information, while other data can be modified through passport offices, including marital status, kinship, place of birth, personal photo, and gender. The premium residency platform also allows for the modification of name, nationality, and date of birth. The services also included correcting the status of newborns in the Kingdom who were born before the head of the family obtained premium residency, through self-services on the platform, in addition to allowing applications for the validation of family visit visas.
Work and Transition Between Establishments
Premium residency holders can now separate some dependents, both female and male, with disabilities who are over 25 years old, through self-services, in addition to allowing the electronic cancellation of the premium residency for its holder. In the business sector, updates have allowed premium residency holders who are partners or managers in private sector establishments to benefit from work-related services through the platforms of the Ministry of Human Resources and Social Development, in accordance with business practices under the investment system. Investors and business owners who hold premium residency can also benefit from the HRDF programs to support Saudi employees, according to the approved regulations. The services included the ability to register the premium residency holder as an employee in public and private establishments directly through the digital channels of the General Organization for Social Insurance, allowing work in private sector establishments and transitioning between them. The "Qiwa" platform has also allowed establishments to register work contracts for primary premium residency holders, while contracts for dependents can be registered through the "Ajeer" platform, supporting the ability to work and transition between private sector establishments according to the approved regulations and procedures.
Renewing Insurance and Choosing the Appropriate Category
In the insurance sector, premium residency holders can now view their medical insurance data through the "Tawakkalna" app, in addition to renewing medical insurance for themselves and their family members. Beneficiaries can choose the appropriate insurance category from the available categories based on their needs, through the insurance company. The new services also included facilitating real estate transfer procedures and ownership transfer for premium residency holders through the real estate exchange platform and notary offices, in addition to real estate transfer services via the "Najiz" platform, making property ownership procedures easier. The services also allowed premium residency holders to benefit from properties in Medina through notary centers in the region, according to the regulations governing property use in both Mecca and Medina. The services also included the possibility of obtaining municipal and urban licenses through the "Baladi" platform as part of property ownership, along with benefiting from leasing and property management services through the "Ijar" platform.
Yacht and Boat Trips
In the transportation sector, the services have allowed premium residency holders to benefit from traffic services through the "Absher" platform, including the ability to own more than two vehicles and transport vehicles according to related regulations. Vehicle ownership can also be transferred through car dealerships and showrooms via the "Tam" platform, in addition to issuing international authorization for rented vehicles through car rental offices via the platform. The services also included benefiting from border guard services through the "Zawil" platform, allowing for obtaining permits for recreational boat rentals and adding visitors to trips on private yachts and boats. The services allow premium residency holders to import up to two vehicles annually, according to the customs procedures approved by the Zakat, Tax and Customs Authority.
Recruiting Domestic Workers
In the other service package, updates have allowed premium residency holders to recruit domestic workers through the "Musanid" platform, in addition to electronically viewing the premium residency ID through the "Absher" and "Tawakkalna" applications. These services come as part of the development of the premium residency system and the expansion of the range of digital services related to premium residency holders, covering family affairs, work, insurance, real estate ownership, transportation, and related government services.
