أعرب وزير الدفاع الأمير خالد بن سلمان، عن سعادته بترؤس الوفد السعودي المشارك في الاجتماع الأول للجنة الإستراتيجية السياسية الدفاعية لاتفاقية مكة للدفاع المشترك، المنعقد في مدينة إسطنبول بالجمهورية التركية، بمشاركة وزراء الدفاع والخارجية، وقادة قوات الدفاع، ورؤساء هيئات الأركان العامة وكبار المسؤولين من المملكة العربية السعودية، وجمهورية باكستان الإسلامية، والجمهورية التركية.
وأوضح الأمير خالد بن سلمان عبر حسابه على منصة «X»: «سعدتُ برئاسة وفد المملكة المشارك في الاجتماع الأول للجنة الإستراتيجية السياسية الدفاعية لحلف مكة للدفاع المشترك ولقاء القادة المشاركين، وأكدنا المضي قدماً في تفعيل مسارات الاتفاقية بما يعزّز التكامل السياسي والدفاعي المشترك ويدعم الأمن والاستقرار».
وقبل بداية الاجتماع، التُقطت الصورة التذكارية، فيما جرى خلال الاجتماع بحث سبل تعزيز الشراكة الإستراتيجية القائمة في ضوء اتفاقية مكة للدفاع المشترك، بما يخدم المصالح المشتركة ويحقق تطلعات قيادات البلدان الشقيقة، واستعراض عدد من الموضوعات والقضايا ذات الاهتمام المشترك، واعتماد عدد من القرارات والتوصيات المدرجة على جدول أعمال الاجتماع.
مواجهة التحديات والتهديدات
وألقى وزير الدفاع كلمة عبّر فيها عن عمق العلاقات الإستراتيجية بين الدول الثلاث، مشيراً إلى ترابط أمنها، وأن مواجهة التحديات والتهديدات تتطلب تنسيقاً سياسياً وتكاملاً دفاعياً وجاهزية عسكرية جماعية.
خطوة تاريخية
من جهة ثانية، أعلن وزير الخارجية التركي هاكان فيدان، الاتفاق على تسمية اتفاق مكة بـ«حلف مكة»، لافتاً إلى أن الحلف قائم على مبدأ الدفاع و«مكمّل لحلف شمال الأطلسي (الناتو)». وقال خلال مؤتمر صحفي في ختام أول اجتماع للجنة الإستراتيجية السياسية والدفاعية، أمس (الإثنين)، إن الدول الثلاث بدأت تشكيل الهيكل الأساسي لحلف مكة الدفاعي، واصفاً إياه بأنه خطوة تاريخية.
وأكد فيدان، أن دول المنطقة بحاجة إلى التحرك سوياً لإرساء السلام، مشدّداً على أن الدول الثلاث اتخذت خطوات لإنشاء بنية عملية لأمن المنطقة، وتعمل على خريطة طريق لانضمام الدول الأخرى إلى «حلف مكة». وضم الوفد السعودي وزير الدفاع الأمير خالد بن سلمان، ووزير الخارجية الأمير فيصل بن فرحان، ورئيس الأركان الفريق أول فياض الرويلي. وضم الوفد التركي وزير الخارجية هاكان فيدان، ووزير الدفاع يشار جولر، ورئيس هيئة الأركان العامة سلجوق بيرقدار أوغلو. فيما ضم وفد باكستان وزير الخارجية محمد إسحاق دار، ووزير الدفاع الاتحادي خواجة محمد آصف، ورئيس الأركان المشير عاصم منير.
تطوير القدرات الدفاعية
بحث الاجتماع قضايا الأمن الدولي، وتطوير القدرات الدفاعية، وتعزيز قابلية العمل المشترك بين القوات المسلحة للدول الثلاث، كما ناقش تعميق التعاون في الصناعات الدفاعية، بما يشمل الإنتاج المشترك والبحث والتطوير، وتعزيز الجهود المشتركة في مكافحة الإرهاب، حسبما نقلت وكالة الأنباء التركية الرسمية (الأناضول). وفي 7 أغسطس الجاري، وقّع ولي العهد الأمير محمد بن سلمان والرئيس التركي رجب طيب أردوغان ورئيس الوزراء الباكستاني شهباز شريف اتفاقية الدفاع المشترك بين الدول الثلاث في مكة المكرمة.
وتأتي الاتفاقية في إطار تعاون دفاعي يهدف إلى تعزيز الالتزامات الرامية إلى الحفاظ على السلام والاستقرار والرفاه على المستويين الإقليمي والعالمي، استناداً إلى مبدأ تقاسم الأعباء والفهم المشترك للأمن.
وتهدف الاتفاقية إلى تعزيز الردع الجماعي في مواجهة أي عمل عدواني، وتنص على اعتبار أي هجوم مسلح على أي من الدول الثلاث هجوماً عليها جميعاً.
Defense Minister Prince Khalid bin Salman expressed his happiness at heading the Saudi delegation participating in the first meeting of the Political Defense Strategic Committee of the Mecca Agreement for Joint Defense, held in Istanbul, Turkey, with the participation of defense and foreign ministers, defense force leaders, chiefs of general staff, and senior officials from the Kingdom of Saudi Arabia, the Islamic Republic of Pakistan, and the Republic of Turkey.
Prince Khalid bin Salman stated via his account on the "X" platform: "I was pleased to lead the Kingdom's delegation participating in the first meeting of the Political Defense Strategic Committee of the Mecca Alliance for Joint Defense and to meet with the participating leaders. We confirmed our commitment to moving forward in activating the pathways of the agreement to enhance joint political and defense integration and support security and stability."
Before the meeting began, a commemorative photo was taken, and during the meeting, ways to enhance the existing strategic partnership in light of the Mecca Agreement for Joint Defense were discussed, serving mutual interests and achieving the aspirations of the leadership of the brotherly countries. Several topics and issues of common interest were reviewed, and a number of decisions and recommendations listed on the meeting's agenda were adopted.
Facing Challenges and Threats
The Defense Minister delivered a speech in which he expressed the depth of the strategic relations between the three countries, pointing out the interconnectedness of their security, and that facing challenges and threats requires political coordination, defensive integration, and collective military readiness.
A Historic Step
On another note, Turkish Foreign Minister Hakan Fidan announced the agreement to name the Mecca Agreement as the "Mecca Alliance," noting that the alliance is based on the principle of defense and is "complementary to NATO." He stated during a press conference at the conclusion of the first meeting of the Political and Defense Strategic Committee yesterday (Monday) that the three countries have begun to form the basic structure of the Mecca defense alliance, describing it as a historic step.
Fidan emphasized that the countries in the region need to move together to establish peace, stressing that the three countries have taken steps to create a practical framework for regional security and are working on a roadmap for the accession of other countries to the "Mecca Alliance." The Saudi delegation included Defense Minister Prince Khalid bin Salman, Foreign Minister Prince Faisal bin Farhan, and Chief of Staff General Fayad Al-Ruwaili. The Turkish delegation included Foreign Minister Hakan Fidan, Defense Minister Yasar Guler, and Chief of General Staff Selcuk Bayraktaroglu. Meanwhile, the Pakistani delegation included Foreign Minister Muhammad Ishaq Dar, Federal Defense Minister Khawaja Muhammad Asif, and Chief of Staff General Asim Munir.
Developing Defense Capabilities
The meeting discussed international security issues, developing defense capabilities, and enhancing joint operational capability among the armed forces of the three countries. It also discussed deepening cooperation in defense industries, including joint production and research and development, and enhancing joint efforts in combating terrorism, according to the Turkish state news agency (Anadolu). On August 7, Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdogan, and Pakistani Prime Minister Shahbaz Sharif signed the Joint Defense Agreement among the three countries in Mecca.
The agreement comes within the framework of defense cooperation aimed at enhancing commitments to maintain peace, stability, and prosperity at both regional and global levels, based on the principle of burden-sharing and a mutual understanding of security.
The agreement aims to enhance collective deterrence in the face of any aggressive act and stipulates that any armed attack on any of the three countries shall be considered an attack on all of them.
