في إطار زيارة ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود إلى الجمهورية الفرنسية، انعقد في باريس اليوم اجتماع الطاولة المستديرة الفرنسي - السعودي للاستثمار، الذي تنظمه وزارة الاستثمار، بمشاركة عدد من كبار المسؤولين الحكوميين، وقادة الأعمال والرؤساء التنفيذيين لعدد من كبرى الشركات من البلدين الصديقين.
وأكد وزير الاقتصاد والمالية الفرنسي رولان لوسكور خلال كلمته أهمية الشراكة الإستراتيجية بين البلدين التي تتمثل في عدة محاور رئيسة منها «الطاقة والأمن اللوجستي» إذ أثبتت المملكة أنها شريك موثوق لاستقرار أسواق الطاقة العالمية، وتربط بين الشرق الأوسط وأوروبا في مجال الطاقة والخدمات اللوجستية، وستكون حجر الأساس لأمن البلدين المشترك.
الالتقاء بين رؤية السعودية 2030 وفرنسا 2030
وفيما يتعلق بالاستثمار المتبادل طويل الأجل، أشار رولان لوسكور إلى الهدف المشترك لرفع حجم التجارة بين البلدين إلى 12 مليار دولار، مؤكدًا أن افتتاح صندوق الاستثمارات العامة مكتبًا في باريس يعكس الجهود المشتركة لجذب الاستثمارات السعودية إلى فرنسا، مشيرًا إلى الالتقاء بين رؤية السعودية 2030 وفرنسا 2030، مؤكدًا أن الحضور الفرنسي في المملكة لم يعد يقتصر على البيع فقط، بل يشمل الإنتاج المشترك.
رصيد الاستثمارات الفرنسية بالسعودية
وأوضح وزير الاستثمار فهد السيف خلال كلمته في الاجتماع أن العلاقات بين السعودية وفرنسا تمتد على مدى قرن كامل، متناولًا التوافق بين القدرات الفرنسية في مجالات التكنولوجيا والصناعة والتمويل والابتكار، وبين طموحات رؤية السعودية 2030، التي انعكست في تدفقات استثمارية قوية، مشيرًا إلى أن رصيد الاستثمارات الفرنسية المباشرة في المملكة بلغ 16.3 مليار يورو في عام 2024، محققًا ضعف مستواه خلال 5 سنوات، لتصبح فرنسا رابع أكبر مصدر للاستثمار المباشر في المملكة. وأفاد أن المستثمرين الفرنسيين لديهم حاليًا أكثر من 650 ترخيصًا استثماريًا موزعة على 18 قطاعًا.
وأكد السيف أن المملكة أصبحت من خلال رؤية السعودية 2030، واحدة من أسرع اقتصادات مجموعة العشرين نموًا؛ إذ نما الناتج المحلي الإجمالي بنحو 85% منذ عام 2017، مرتفعًا من قرابة 620 مليار يورو إلى 1.1 تريليون يورو في العام الماضي، مفيدًا أن الأنشطة غير النفطية باتت تمثل اليوم أكثر من 50% من الناتج المحلي الإجمالي، وأصبح الاستثمار أحد المحركات الرئيسة للنمو الاقتصادي والتنويع، مبينًا أن الاستثمار الأجنبي المباشر بلغت تدفقاته نحو 6.1 مليارات يورو في الربع الأول من عام 2026، وارتفع بنسبة 2.4% على أساس سنوي.
قاعدة قوية لتعميق الاستثمارات في الطاقة المتجددة
وبيّن السيف أن رؤية السعودية 2030 أحدثت تحولًا في الاقتصاد، وأوجدت فرصًا للنمو أمام الشركات الفرنسية لتوسيع أعمالها في المملكة، متناولًا المرونة في القطاعات ذات الأولوية التي وفرت للمستثمرين العالميين الاستقرار والقدرة على التنبؤ، مبينًا أن قطاعات الطاقة، والخدمات المالية، والبنية التحتية الرقمية، والتصنيع المتقدم، والنقل والخدمات اللوجستية، والألعاب، والسياحة، أتاحت إمكانات كبيرة للاستثمار وإقامة الشراكات.
وأشار السيف إلى أن التعاون السعودي الفرنسي في قطاع النفط والغاز يمتد إلى مجالات الطاقة التقليدية والبتروكيماويات، في الوقت الذي تتمتع فيه الشركات الفرنسية بحضور فاعل في مسيرة تحول المملكة نحو الطاقة النظيفة، بما يشكل قاعدة قوية لتعميق الاستثمارات في الطاقة المتجددة والتقنيات المرتبطة بها، منوهًا بأن القطاع المالي يمثل مسارًا مهمًا آخر للتعاون بين البلدين، في ظل العمل على تعزيز عمق النظام المالي في المملكة وتوسيع نطاقه، لافتًا النظر إلى إتاحة السوق الرئيسة لجميع المستثمرين الأجانب، فيما تواصل «تداول السعودية» مكانتها بوصفها أكبر أسواق الأسهم وأكثرها سيولة في منطقة الشرق الأوسط وشمال أفريقيا.
فرص واعدة بقطاع الألعاب والرياضيات الإلكترونية
وأفاد وزير الاستثمار أن نمو الاقتصاد والقطاعات ذات الأولوية سينعكس على نمو القطاعات المُمكِّنة، كالخدمات المالية والتأمين، بما يفتح مزيدًا من الفرص الاستثمارية، ويعزز دخول مستثمرين جدد إلى السوق، ويدعم عمليات الاندماج والاستحواذ.
ولفت وزير الاستثمار إلى ما يحمله قطاع الألعاب والرياضات الإلكترونية من فرص واعدة، إذ يزيد متوسط الإيرادات المتحققة من كل لاعب في المملكة بنحو 7% على المتوسط العالمي، ويبلغ نحو أربعة أضعاف ونصف متوسطة في منطقة الشرق الأوسط وأفريقيا، مبينًا أن السوق الشابة شديدة التفاعل وتوفر قاعدة قوية لتطوير الملكية الفكرية السعودية وإنتاج المحتوى واستحداث وظائف نوعية تتطلب مهارات متخصصة، إلى جانب بناء شركات قادرة على المنافسة عالميًا.
وأفاد بأن تحويل التعاون القطاعي إلى استثمارات طويلة الأجل يتطلب قاعدة إقليمية قوية، مشيرًا إلى أن برنامج المقرات الإقليمية استقطب أكثر من 750 شركة، من بينها 39 شركة فرنسية تعمل في ثمانية قطاعات، فيما تسهم موافقة مجلس الوزراء أخيراً، على الأنشطة المالية الخارجية في تعزيز مكانة المملكة منصةً للشركات لإدارة عملياتها الإقليمية.
ودعا السيف الشركات الفرنسية إلى تحديد الفرص الاستثمارية في المملكة التي يمكن لقدراتها وتقنياتها ورؤوس أموالها الإسهام فيها، ودعا الجانب السعودي إلى عرض المشاريع ذات الإمكانات الأعلى وحاجاتها الاستثمارية والمسارات اللازمة لتنفيذها.
حوارات إستراتيجية و4 محاور
وشهدت أعمال الاجتماع انعقاد جلسة بعنوان «السعودية وفرنسا.. شراكة للمستقبل»، تناولت آفاق التعاون والفرص المتاحة لتعزيز الشراكات بين القطاع الخاص في البلدين، كما عُقدت حوارات إستراتيجية لقادة الأعمال تناولت أربعة محاور رئيسة، شملت تمويل وتطوير الوجهات التحويلية، وتمكين الشراكات الصناعية وتحويلها إلى مشاريع قابلة للتنفيذ، وتطوير قطاعي النقل والخدمات اللوجستية بما يعزز التكامل الاقتصادي، إلى جانب بناء المستقبل الرقمي من خلال الذكاء الاصطناعي والبنية التحتية الرقمية.
ويأتي الاجتماع في ظل تنامي العلاقات الاقتصادية والاستثمارية بين البلدين، والتكامل بين ما تتمتع به فرنسا من خبرات ومواطن قوة في التقنية والصناعة والتمويل والابتكار، وما تتيحه رؤية السعودية 2030 من فرص استثمارية واسعة؛ إذ بلغ رصيد الاستثمار الفرنسي المباشر في المملكة 63.9 مليار ريال في عام 2024م، بأكثر من ضعف مستواه في عام 2021م، لتحتل فرنسا المرتبة الرابعة بين أكبر مصادر الاستثمار الأجنبي المباشر في المملكة، فيما بلغ حجم التبادل التجاري بين البلدين 44.2 مليار ريال في عام 2025م.
مجالات شراكة أمام المستثمرين الفرنسيين
وتشهد المملكة حضورًا متناميًا للشركات الفرنسية، بواقع 651 ترخيصًا استثماريًا موزعة على 18 قطاعًا، بالتزامن مع استمرار زخم الاستثمار الأجنبي المباشر في المملكة، الذي بلغت تدفقاته نحو 23.9 مليار ريال خلال الربع الأول من عام 2026م، بنمو 2.4% على أساس سنوي.
ومع دخول رؤية السعودية 2030 مرحلتها التنفيذية الأخيرة، تتسع مجالات الشراكة أمام المستثمرين الفرنسيين في عدد من القطاعات التي تتقاطع مع الخبرات الفرنسية، وفي مقدمتها الطاقة، والخدمات المالية، والبنية التحتية الرقمية، والصناعة المتقدمة، والنقل والخدمات اللوجستية، والألعاب، والسياحة، بما يعكس تنوع الفرص الاستثمارية في المملكة، ويفتح آفاقًا أوسع لشراكاتٍ نوعية بين مجتمعي الأعمال في البلدين.
During the visit of Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud to the French Republic, the French-Saudi Investment Roundtable was held today in Paris, organized by the Ministry of Investment, with the participation of several senior government officials, business leaders, and CEOs from major companies from both friendly countries.
French Minister of Economy and Finance Roland Lescure emphasized during his speech the importance of the strategic partnership between the two countries, which is represented in several key areas including "energy and logistical security," as the Kingdom has proven to be a reliable partner for the stability of global energy markets, linking the Middle East and Europe in the field of energy and logistics services, and will be the cornerstone for the mutual security of both countries.
The convergence between Saudi Vision 2030 and France 2030
Regarding long-term mutual investment, Roland Lescure pointed to the common goal of raising the volume of trade between the two countries to $12 billion, emphasizing that the opening of the Public Investment Fund's office in Paris reflects the joint efforts to attract Saudi investments to France, noting the convergence between Saudi Vision 2030 and France 2030, and affirming that the French presence in the Kingdom is no longer limited to sales only, but includes joint production.
The balance of French investments in Saudi Arabia
Investment Minister Fahd Al-Saif explained during his speech at the meeting that the relations between Saudi Arabia and France extend over a full century, addressing the alignment between French capabilities in technology, industry, finance, and innovation, and the ambitions of Saudi Vision 2030, which have been reflected in strong investment flows. He noted that the balance of direct French investments in the Kingdom reached €16.3 billion in 2024, achieving double its level over five years, making France the fourth largest source of direct investment in the Kingdom. He stated that French investors currently hold more than 650 investment licenses distributed across 18 sectors.
Al-Saif confirmed that the Kingdom, through Saudi Vision 2030, has become one of the fastest-growing economies in the G20; the GDP has grown by about 85% since 2017, rising from nearly €620 billion to €1.1 trillion last year, indicating that non-oil activities now represent more than 50% of the GDP, and investment has become one of the main drivers of economic growth and diversification, noting that foreign direct investment flows reached approximately €6.1 billion in the first quarter of 2026, an increase of 2.4% year-on-year.
A strong foundation for deepening investments in renewable energy
Al-Saif indicated that Saudi Vision 2030 has transformed the economy and created growth opportunities for French companies to expand their operations in the Kingdom, addressing the flexibility in priority sectors that have provided global investors with stability and predictability. He pointed out that the sectors of energy, financial services, digital infrastructure, advanced manufacturing, transportation and logistics, gaming, and tourism have provided significant investment potential and opportunities for partnerships.
He noted that Saudi-French cooperation in the oil and gas sector extends to traditional energy and petrochemicals, while French companies have a significant presence in the Kingdom's transition to clean energy, forming a strong foundation for deepening investments in renewable energy and related technologies. He highlighted that the financial sector represents another important pathway for cooperation between the two countries, as efforts continue to enhance the depth and expand the scope of the financial system in the Kingdom, pointing out the availability of the main market to all foreign investors, while "Tadawul Saudi Arabia" continues to maintain its position as the largest and most liquid stock market in the Middle East and North Africa.
Promising opportunities in the gaming and esports sector
The Investment Minister stated that the growth of the economy and priority sectors will reflect on the growth of enabling sectors, such as financial services and insurance, opening up more investment opportunities, enhancing the entry of new investors into the market, and supporting mergers and acquisitions.
He pointed out the promising opportunities in the gaming and esports sector, as the average revenue generated per player in the Kingdom is about 7% higher than the global average, and is nearly four and a half times the average in the Middle East and Africa. He indicated that the young and highly interactive market provides a strong base for developing Saudi intellectual property, producing content, and creating quality jobs that require specialized skills, in addition to building companies capable of competing globally.
He stated that transforming sectoral cooperation into long-term investments requires a strong regional base, noting that the regional headquarters program has attracted more than 750 companies, including 39 French companies operating in eight sectors, while the recent approval by the Council of Ministers of foreign financial activities enhances the Kingdom's position as a platform for companies to manage their regional operations.
Al-Saif called on French companies to identify investment opportunities in the Kingdom where their capabilities, technologies, and capital can contribute, and urged the Saudi side to present projects with the highest potential and their investment needs and the necessary pathways for their implementation.
Strategic dialogues and four main areas
The meeting included a session titled "Saudi Arabia and France... A Partnership for the Future," which discussed the prospects for cooperation and available opportunities to enhance partnerships between the private sectors of both countries. Strategic dialogues for business leaders were also held, covering four main areas, including financing and developing transformative destinations, enabling industrial partnerships and turning them into executable projects, developing the transportation and logistics sectors to enhance economic integration, in addition to building the digital future through artificial intelligence and digital infrastructure.
The meeting comes amid the growing economic and investment relations between the two countries, and the integration between France's expertise and strengths in technology, industry, finance, and innovation, and the wide investment opportunities provided by Saudi Vision 2030; the balance of direct French investment in the Kingdom reached 63.9 billion riyals in 2024, more than double its level in 2021, making France the fourth largest source of foreign direct investment in the Kingdom, while the volume of trade exchange between the two countries reached 44.2 billion riyals in 2025.
