The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the session held by the Council of Ministers today in Jeddah.

The council began the session by reviewing the overall discussions and consultations that took place in the past days between the Kingdom of Saudi Arabia and its brotherly and friendly countries, to enhance the prospects of cooperation and bilateral and multilateral coordination in various fields; achieving common interests and mutual benefits, and contributing to supporting efforts aimed at consolidating security and stability at both regional and international levels.

In this context, the Council of Ministers welcomed the commencement of the institutional and operational activation of the multinational maritime defense alliance - launched by the Kingdom of Saudi Arabia - after completing the arrangements for its devices and organizational and planning frameworks; to usher in a new phase of joint work aimed at achieving operational readiness and implementing the tasks assigned to it in enhancing collective maritime security, protecting freedom of navigation and maritime corridors and straits, and supporting the continuity of international trade and global supply chains.

Minister of Media Salman bin Yusuf Al-Dosari, in his statement to the Saudi Press Agency following the session, clarified that the council reiterated its firm rejection of the repeated Iranian attacks on ships and commercial vessels, describing it as a serious escalation and a direct threat to maritime navigation security and safety, and a grave violation of international laws and norms, as well as a blatant challenge to the Security Council resolution that mandates respect for the rights and freedom of navigation for commercial vessels through the Strait of Hormuz, and condemning any threats or actions that would hinder that.

On the local front, the Council of Ministers approved the organization of the National Center for Curricula.

Coordination with Sudan and Addressing Desertification and Land Degradation

In terms of enhancing the Kingdom's bilateral relations; the Council of Ministers considered the establishment of the Saudi-Sudanese Coordination Council as an extension of the two brotherly countries' commitment to support aspects of joint coordination; within an institutional framework that contributes to the development of cooperation and integration fields with tangible outcomes, initiatives, projects, and targets that achieve the desired aspirations.

The council noted the success recorded by the Kingdom in chairing the sixteenth session of the Conference of the Parties to the United Nations Convention to Combat Desertification by launching a series of partnerships and initiatives supporting international cooperation in addressing the challenges of land degradation, desertification, and drought, enhancing water and food security, climate adaptation, and developing innovative solutions to protect the environment and achieve sustainable development.

Saudi Arabia Among the Largest Donor Countries Internationally

The council expressed, on the occasion of "World Humanitarian Day," which falls tomorrow, Wednesday, its pride in the pioneering journey of the Kingdom of Saudi Arabia in this field and the prominent position it has established among the largest donor countries on the international stage; with a record rich in giving and initiative, extending bridges of aid and assistance to needy countries and peoples and providing relief to those affected around the world.

The Council of Ministers reviewed the achievements and national successes in the education sector with the approach of the new academic year, especially in terms of enhancing the efficiency of its organizational and operational system and continuing to build institutions of knowledge and learning, expanding scientific experiences for male and female students, developing the capabilities of teachers, and providing exemplary environments and leading curricula and specialized programs that stimulate innovation and creativity; contributing to the development of human capabilities and achieving the targets of (Saudi Vision 2030).

Enhancing the Contributions of "Public Investments" in Strategic Sectors

The council praised the financial performance of the Public Investment Fund and the continuous progress in achieving its targets with growth in its revenues and net profits last year 2025, alongside its ongoing efforts to drive development and economic diversification in the Kingdom and expand its local and international investments, enhancing its contributions in several strategic sectors; including artificial intelligence, technology, energy, infrastructure, and advanced manufacturing.

The council commended the tangible progress recorded by government entities in the "Digital Experience Maturity" index for 2026, continuing its commitment to developing its operations and innovating more flexible and effective technological solutions to provide the best procedures and quality services to citizens, residents, and visitors; in line with the Kingdom's leadership and competitiveness in relevant international rankings and indicators.

Decisions:

The Council of Ministers reviewed the topics listed on its agenda, including topics that the Shura Council participated in studying, and it also reviewed the conclusions reached by both the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Committee of the Council of Ministers regarding them, and the council concluded with the following:

- Approval of delegating the Chairman of the Board of Directors of the Nuclear and Radiological Regulatory Authority - or his representative - to negotiate with the Malaysian side regarding a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of Malaysia for cooperation in areas related to safety, security, and guarantees for the peaceful uses of nuclear technology applications, and to sign it.

- Approval of a memorandum of understanding for cooperation in the field of public-private partnership between the Government of the Kingdom of Saudi Arabia and the Government of the State of Kuwait.

- Delegating the Minister of Commerce - or his representative - to negotiate with the Tunisian side regarding a draft memorandum of understanding between the Ministry of Commerce in the Kingdom of Saudi Arabia and the Ministry of Commerce and Export Development in the Republic of Tunisia for cooperation in the field of consumer protection, and to sign it.

- Delegating the Chairman of the Anti-Corruption Commission - or his representative - to sign a draft model agreement for the exchange of information between members of the Global Operations Network of law enforcement authorities concerned with combating corruption (GlobE Network).

- Approval of a memorandum of cooperation between the Zakat, Tax, and Customs Authority in the Kingdom of Saudi Arabia and the Customs Department in New Zealand regarding mutual administrative assistance in customs matters.

- Approval of the organization of the National Center for Curricula.

- Adoption of the final accounts for the universities of: (King Faisal, Al-Jouf, Taibah, and Al-Qassim) for previous financial years.

- Directing what is necessary regarding several topics listed on the Council of Ministers' agenda, including two annual reports for the National Competitiveness Center (previously), and the Royal Institute for Traditional Arts.

Appointments and Promotions:

- Appointment of Abdulaziz bin Saleh Al-Rubaydi, Engineer Ahmed bin Abdulqader bin Jazar, Talal bin Ahmed Al-Khuraiji, Abdulmalik bin Ibrahim Al-Sheikh, and Engineer Mohammed bin Imran Al-Imran; as members - representing the private sector - in the Board of Directors of the Saudi Arabian Airlines Corporation.

- Approval of promotions to the (fifteenth) rank, and to the positions of (Ambassador) and (Minister Plenipotentiary); as follows:

- Promotion of Saud bin Saad Al-Harbi to the position of (General Director) at the (fifteenth) rank in the Ministry of Interior.

- Promotion of the following individuals to the position of (Ambassador) in the Ministry of Foreign Affairs: Nasser bin Awad Al-Ghanoum, Salman bin Abdulrahman Al-Sheikh, Mazen bin Hamad Al-Hamli.

- Promotion of the following individuals to the position of (Minister Plenipotentiary) in the Ministry of Foreign Affairs: Fahd bin Hassan Al-Shahri, Mohammed bin Salah Al-Thubaiti, Anwar bin Abdullah Haji, Hisham bin Abdulaziz Al-Faiz, Anas bin Saleh Al-Nuwaiser, Hanaa bint Mohammed Al-Ghanam, Mazid bin Mohammed Al-Huwaishan.
