شدد مركز مشاريع البنية التحتية، على أنه لن يُسمح بمزاولة أعمال مشاريع البنية التحتية في منطقة الرياض إلا للمنشآت الحاصلة على الاعتماد الفني من المركز، مؤكداً في ذات الوقت عن اقتراب تطبيق الاعتماد الفني الإلزامي على منفذي المشاريع وذلك مع تبقّي 180 يومًا على بدء سريان الاشتراط اعتباراً من الأول من يناير 2027.
ويأتي هذا الإجراء ضمن جهود المركز لتطوير منظومة تنفيذ مشاريع البنية التحتية، ورفع كفاءة القطاع، وتعزيز الالتزام بمعايير الجودة والسلامة والبيئة، بما يسهم في تحسين جودة التنفيذ، والحد من المخاطر التشغيلية، وتعزيز استدامة الأصول والخدمات المقدمة لسكان المنطقة.
وأوضح المركز، أن الاعتماد الفني يهدف إلى تعزيز موثوقية تنفيذ مشاريع البنية التحتية من خلال تطبيق معايير موحدة لتقييم قدرات المنشآت المُنفذة، بما يضمن توافق إمكاناتها الفنية والتشغيلية مع طبيعة وحجم المشاريع، واستيفاء الحد الأدنى من متطلبات الكفاءة والخبرة الفنية والملاءة المالية اللازمة لتنفيذ الأعمال وفق المعايير المعتمدة. وأشار المركز إلى أن تقييم الاعتماد الفني يعتمد على ثلاثة محاور رئيسية، تشمل القدرات الفنية والتشغيلية بنسبة (55%)، والاستقرار المالي بنسبة (25%)، وسجل الخبرة المهنية بنسبة (20%).
The Infrastructure Projects Center emphasized that infrastructure project activities in the Riyadh area will only be permitted for establishments that have obtained technical accreditation from the center. At the same time, it confirmed the imminent implementation of mandatory technical accreditation for project executors, with 180 days remaining until the requirements come into effect starting from January 1, 2027.
This measure is part of the center's efforts to develop the infrastructure project execution system, enhance the efficiency of the sector, and strengthen compliance with quality, safety, and environmental standards, contributing to improved execution quality, reducing operational risks, and enhancing the sustainability of assets and services provided to the region's residents.
The center clarified that the technical accreditation aims to enhance the reliability of infrastructure project execution by applying standardized criteria to evaluate the capabilities of executing establishments, ensuring that their technical and operational capabilities align with the nature and size of the projects, and meeting the minimum requirements for efficiency, technical expertise, and financial solvency necessary to carry out the work according to the approved standards. The center noted that the evaluation for technical accreditation is based on three main axes, including technical and operational capabilities at a rate of (55%), financial stability at a rate of (25%), and professional experience record at a rate of (20%).
