طرحت الهيئة السعودية للتخصصات الصحية، مسودة قواعد وأحكام معايير حوكمة التدريب الإكلينيكي للأطباء والجراحين؛ بهدف وضع معايير واضحة ومنهجية لتقييم البرامج التدريبية الإكلينيكية المقامة خارج السعودية، ودعم معادلة البرامج مع نظام التعليم والتدريب الصحي المعتمد في البورد السعودي، وتحديد مدى توافقها مع المتطلبات التنظيمية والفنية المعتمدة لدى الهيئة وتمكين الجهات ذات العلاقة من استخدام نتائج التقييم والمعايير المعتمدة كمرجعية عند دراسة أهلية البرامج التدريبية الخارجية. ويُعد المعيار «مستوفًى بالكامل» عند توفر ما يثبت تحقق جميع متطلبات معيار حوكمة نظام التعليم والتدريب الصحي للدراسات العليا الصحية المهنية المعتمد في البورد السعودي كما يعد مستوفياً عند توفر ما يشير إلى تحقق بعض متطلبات معيار حوكمة نظام التعليم والتدريب الصحي للدراسات العليا الصحية المهنية المعتمد في البورد السعودي، دون استيفائه بشكل كامل. ويُعد المعيار «غير مستوفٍ» عند عدم توفر ما يدل على تحقق متطلبات معيار حوكمة نظام التعليم والتدريب الصحي المعتمد في البورد السعودي أو عند غياب الأدلة الكافية التي يمكن الاعتماد عليها لإثبات تحقق أي من تلك المتطلبات لدى النظام.
ممنهجة مقننة.. ومبنية على الكفاءات
طبقاً لمسودة لهيئة التخصصات الصحية، يُقيم نظام التعليم والتدريب الصحي وفقاً لمعايير عدة؛ منها أن تكون البرامج التدريبية المُقرة لديه ممنهجة، ومقننة، ومبنية على الكفاءات، وتخضع لإشراف جهة وطنية مختصة في الدولة محل تنفيذ البرامج التدريبية، وأن تكون المراكز والبرامج التدريبية معتمدة من قبل جهة اعتماد وطنية مختصة في الدولة محل تنفيذ البرامج التدريبية، وألا تتضمن البرامج التدريبية مسارات ثانوية أو موازية تم إنشاؤها خصيصاً للمتدربين الأجانب أو لفئات معينة دون غيرهم، وأن تعتمد البرامج التدريبية في تأهيل المتدربين على ممارسة مهنية تحت إشراف مباشر من مدربين معتمدين، بما يتيح للمتدربين الحصول خلال فترة البرنامج على شهادة «حسن الممارسة والسلوك» صادرة عن جهة وطنية إقليمية مختصة في الدولة محل تنفيذ البرامج التدريبية، وأن يتم تقييم خريجي البرامج التدريبية وإصدار شهادة المؤهل من قبل جهة تقييم وطنية مختصة في الدولة محل تنفيذ البرامج التدريبية، أن يكون خريجو البرامج التدريبية الحاصلون على الشهادة المنصوص عليها في هذه المواد مؤهلين للتسجيل المهني والترخيص والممارسة المهنية في نفس الدولة مقر التدريب، من قبل جهة تسجيل وترخيص وطنية إقليمية مختصة في الدولة محل تنفيذ البرامج التدريبية، بمجرد استيفاء جميع متطلبات أهلية العمل.
The Saudi Commission for Health Specialties has proposed a draft of the rules and regulations for the governance standards of clinical training for doctors and surgeons; with the aim of establishing clear and systematic criteria for evaluating clinical training programs conducted outside Saudi Arabia, supporting the equivalency of these programs with the accredited health education and training system in the Saudi board, determining their compliance with the regulatory and technical requirements approved by the commission, and enabling relevant parties to use the evaluation results and approved standards as a reference when studying the eligibility of external training programs. The standard is considered "fully met" when there is evidence that all requirements of the governance standard for the health education and training system for accredited professional health postgraduate studies in the Saudi board have been fulfilled. It is also considered met when there is evidence indicating that some requirements of the governance standard for the health education and training system for accredited professional health postgraduate studies in the Saudi board have been met, without being fully satisfied. The standard is considered "not met" when there is no evidence indicating that the requirements of the governance standard for the health education and training system accredited by the Saudi board have been fulfilled, or when there is a lack of sufficient evidence that can be relied upon to prove the fulfillment of any of those requirements within the system.
Systematic, regulated... and competency-based
According to the draft from the Health Specialties Commission, the health education and training system is evaluated based on several criteria; including that the training programs approved by it are systematic, regulated, competency-based, and subject to the supervision of a national competent authority in the country where the training programs are implemented. The centers and training programs must be accredited by a national competent accreditation body in the country where the training programs are implemented, and the training programs must not include secondary or parallel pathways created specifically for foreign trainees or certain categories without others. The training programs should rely on professional practice under the direct supervision of accredited trainers, allowing trainees to obtain a "certificate of good practice and conduct" issued by a national regional competent authority in the country where the training programs are implemented during the program period. Graduates of the training programs should be evaluated, and the qualification certificate should be issued by a national competent evaluation body in the country where the training programs are implemented. Graduates of the training programs who obtain the certificate specified in these provisions should be eligible for professional registration, licensing, and practice in the same country where the training takes place, by a national regional registration and licensing authority in the country where the training programs are implemented, as soon as all work eligibility requirements are met.
