كشفت لجنة تقصي الحقائق في أحداث الساحل السوري، أن الانتهاكات كانت واسعة، إلا أنها ليست منظمة وذات مرجعية واحدة. وأكدت أنها لم تتلق أي بلاغ عن اختطاف نساء سوريات.
وأعلن المتحدث باسم اللجنة ياسر الفرحان، اليوم (الثلاثاء)، نتائج التقرير النهائي بشأن أحداث الساحل السوري، وقال: «استمعنا إلى 23 إحاطة من المسؤولين، تم تدوين 930 إفادة من الشهود». وأفاد التقرير بأنه تم التحقق من مقتل 1,469 شخصاً بينهم 90 امرأة، لافتاً إلى أن المدنيين تعرضوا لانتهاكات جسيمة يومي 7 و8 مارس الماضي.
وأوضح الفرحان أن الانتهاكات تراوح بين القتل والسلب وحرق الممتلكات، مؤكداً أن الدوافع الطائفية للانتهاكات كانت ثأرية وليست أيديولوجية.
وذكر أن القوات الحكومية حاولت في 7 مارس الحد من الفوضى، ولفت إلى أن بعض حملات التفتيش من قوات الأمن شابتها انتهاكات. وأوضحت لجنة تقصي الحقائق في أحداث الساحل السوري أنه تم رصد أكثر من 480 حالة حرق منازل ومتاجر، والتوصل لأسماء نحو 300 من المتهمين. وأكد الفرحان، أن فلول نظام بشار الأسد حاولت فصل الساحل وإقامة دولة علوية، وتم التوصل لأسماء 265 من المتهمين المحتملين. ووصف سلوك عناصر الأمن العام بأنه كان بدرجة مقبولة، مشيراً إلى أن القوات الحكومية تعرّضت لانتهاكات على يد فلول الأسد. وأضاف أن 238 من عناصر الأمن والجيش قتلوا وبعضهم كانوا أسرى، كاشفاً أن هناك من انتحلوا صفة القوات الحكومية لمنافع غير مشروعة.
وأعلنت اللجنة أن مهمتها انتهت ونقلت تقريرها النهائي للجهات المختصة، موضحة أنه لم تكن هناك أي تدخلات في التحقيق.
وأوضح الفرحان أن الاستنتاجات لا تستند لأدلة قاطعة، وتمّت إحالة القرائن للقضاء، وأكد أنه على ثقة بأن الدولة جادة في محاسبة المتهمين. وقالت اللجنة أن الرئيس السوري أحمد الشرع أكد مراراً أن لا أحد فوق المسؤولية القانونية.
وأوصت اللجنة في تقريرها بإقرار تشريعات تجرّم النعرات الطائفية، مشدداً على ضرورة المضي في تدابير العدالة الانتقالية. وأوصت بحوكمة قوات الأمن وانتهاج أحدث المعايير، مشيرة إلى أنها أصدرت توصيات بتنظيم الزي العسكري.
كذلك قالت لجنة تقصي الحقائق في أحداث الساحل السوري أن تمّت إحالة لائحتين بأسماء المتهمين إلى النائب العام، مبينة أن «الحوار والسلم الأهلي أولوية للدولة».
وشهدت مناطق الساحل السوري (اللاذقية، وطرطوس، وبانياس) في 6 مارس الماضي أحداث عنف ومواجهات دامية طالت مدنيين وعناصر من الأمن العام.
وحمّلت الحكومة مسلحين موالين للرئيس السابق بشار الأسد مسؤولية الهجمات على قواتها، فيما اتُهم عناصر من الجيش والأمن العام ومجموعات رديفة بعمليات القتل بحق المدنيين.
وفي 9 مارس، شكلت الرئاسة السورية «اللجنة الوطنية المستقلة للتحقيق وتقصي الحقائق في أحداث الساحل»، من خبراء قانونيين وحقوقيين.
وبحسب القرار الرئاسي السوري، فإن مهمة اللجنة كشف الأسباب التي أدت إلى تلك الأحداث، والتحقيق في الانتهاكات التي تعرّض لها المدنيون وتحديد المسؤولين عنها، والتحقيق في الاعتداءات على المؤسسات العامة ورجال الأمن والجيش وتحديد المسؤولين عنها، وإحالة من يثبت تورطهم بارتكاب الجرائم والانتهاكات إلى القضاء.

The fact-finding committee on the events in the Syrian coast revealed that the violations were widespread, but they were not organized and lacked a single reference. It confirmed that it had not received any reports of the kidnapping of Syrian women.
The committee's spokesperson, Yasser Al-Farhan, announced today (Tuesday) the results of the final report regarding the events in the Syrian coast, stating: "We listened to 23 briefings from officials and recorded 930 testimonies from witnesses." The report indicated that it verified the deaths of 1,469 individuals, including 90 women, noting that civilians were subjected to serious violations on March 7 and 8.
Al-Farhan explained that the violations ranged from murder and looting to arson, emphasizing that the sectarian motives behind the violations were retaliatory rather than ideological.
He mentioned that government forces attempted to curb the chaos on March 7, pointing out that some security inspection campaigns were marred by violations. The fact-finding committee on the events in the Syrian coast stated that more than 480 cases of house and shop burnings were recorded, and names of about 300 suspects were identified. Al-Farhan confirmed that remnants of Bashar Al-Assad's regime attempted to separate the coast and establish an Alawite state, and names of 265 potential suspects were identified. He described the behavior of public security personnel as acceptable, noting that government forces were subjected to violations by remnants of Assad. He added that 238 security and army personnel were killed, some of whom were prisoners, revealing that there were individuals impersonating government forces for illicit gains.
The committee announced that its mission had concluded and that it had submitted its final report to the relevant authorities, clarifying that there were no interventions in the investigation.
Al-Farhan explained that the conclusions were not based on conclusive evidence, and the circumstantial evidence was referred to the judiciary, affirming his confidence that the state is serious about holding the accused accountable. The committee stated that Syrian President Ahmad Al-Shara repeatedly confirmed that no one is above legal responsibility.
The committee recommended in its report the enactment of legislation criminalizing sectarian incitement, stressing the need to proceed with transitional justice measures. It recommended the governance of security forces and the adoption of the latest standards, indicating that it issued recommendations for regulating military uniforms.
The fact-finding committee on the events in the Syrian coast also stated that two lists of names of the accused were referred to the public prosecutor, indicating that "dialogue and civil peace are a priority for the state."
The coastal areas of Syria (Latakia, Tartus, and Baniyas) witnessed violent events and bloody confrontations on March 6, which affected civilians and public security personnel.
The government held armed groups loyal to former President Bashar Al-Assad responsible for the attacks on its forces, while elements from the army, public security, and affiliated groups were accused of committing murder against civilians.
On March 9, the Syrian presidency formed the "Independent National Committee for Investigation and Fact-Finding on the Events in the Coast," composed of legal and human rights experts.
According to the Syrian presidential decree, the committee's mission is to uncover the causes that led to those events, investigate the violations suffered by civilians and identify those responsible, investigate the assaults on public institutions and security and army personnel and identify those responsible, and refer anyone proven to be involved in committing crimes and violations to the judiciary.
