يواصل البرنامج الوطني لمكافحة التستر التجاري تنفيذ الزيارات التفتيشية في مختلف المناطق والأنشطة الاقتصادية؛ للوقوف على امتثال المنشآت، والتحقق من عدم وجود مخالفات لنظام مكافحة التستر.
ونفَّذت الفرق الرقابية المشتركة خلال الربع الثاني، أكثر من 8 آلاف زيارة تفتيشية شملت: الأسواق المركزية للمواد الغذائية والاستهلاكية، وأنشطة البيع بالتجزئة للكماليات وإكسسوارات الملابس، والبيع بالتجزئة للأدوات الصحية، والبيع بالتجزئة للأجهزة الكهربائية والإلكترونية، والمطاعم مع الخدمة، والصالونات الرجالية وغيرها.
واستقبلت وزارة التجارة خلال الربع الثاني 1,704 بلاغات عن شبه تستر تجاري أحيلت للفرق الرقابية للوقوف عليها، وجرى ضبط مخالفات تجارية وأخرى ذات صلة بنظام العمل والإقامة، كما أُحيلت 147 مخالفة إلى لجنة النظر في مخالفات نظام مكافحة التستر، و13 مخالفة أحيلت إلى النيابة العامة، وبلغ إجمالي الغرامات الصادرة بحق المخالفين خلال الربع الثاني 2,189,600 ريال.
يذكر أن البرنامج الوطني لمكافحة التستر التجاري نفذ 2,077 زيارة تفتيشية لمكافحة التستر بمختلف مناطق المملكة خلال شهر أبريل من العام 2025، وذلك استنادًا إلى الدلالات ومؤشرات الاشتباه بالتستر.
واستهدفت الزيارات التحقق من امتثال المنشآت التجارية، وضبط جرائم ومخالفات نظام مكافحة التستر، وشملت أنشطة عدة، أبرزها: (البيع بالتجزئة لمحال الفواكه والخضراوات، الصالونات الرجالية، ترميمات المباني، البيع بالتجزئة للكماليات وإكسسوارات الملابس، التموينات، والمطاعم مع الخدمة) وغيرها.
وجرى خلال الزيارات التفتيشية ضبط 71 حالة اشتباه بالتستر، وإحالة المخالفين إلى الجهات المختصة للتحقق وتطبيق العقوبات الرادعة بحقهم، وتتمثل عقوبات نظام مكافحة التستر في السجن لمدة تصل إلى خمس سنوات، وغرامة مالية تصل إلى خمسة ملايين ريال، وحجز ومصادرة الأموال غير المشروعة بعد صدور أحكام قضائية نهائية ضد المتورطين، إضافة إلى العقوبات التبعية المقررة نظامًا، وهي: (إغلاق المنشأة، وتصفية النشاط، وشطب السجل التجاري، والمنع من مزاولة النشاط التجاري، واستيفاء الزكاة والرسوم والضرائب، والتشهير، وإبعاد المتستر عليهم عن المملكة وعدم السماح لهم بالعودة إليها للعمل).

The National Program for Combating Commercial Concealment continues to carry out inspection visits in various regions and economic activities to ensure compliance by establishments and to verify the absence of violations of the Anti-Concealment Law.
During the second quarter, the joint regulatory teams conducted more than 8,000 inspection visits, which included: central markets for food and consumer goods, retail activities for luxury items and clothing accessories, retail sales of sanitary ware, retail sales of electrical and electronic devices, restaurants with service, men's salons, and others.
During the second quarter, the Ministry of Commerce received 1,704 reports of suspected commercial concealment, which were referred to the regulatory teams for investigation. Violations related to commercial activities and other issues related to labor and residency laws were detected. Additionally, 147 violations were referred to the committee for reviewing violations of the Anti-Concealment Law, and 13 violations were referred to the Public Prosecution. The total fines issued against violators during the second quarter amounted to 2,189,600 riyals.
It is worth mentioning that the National Program for Combating Commercial Concealment conducted 2,077 inspection visits to combat concealment in various regions of the Kingdom during April 2025, based on indicators and signs of suspected concealment.
The visits aimed to verify compliance by commercial establishments and to detect crimes and violations of the Anti-Concealment Law. They included several activities, most notably: (retail sales of fruit and vegetable shops, men's salons, building renovations, retail sales of luxury items and clothing accessories, groceries, and restaurants with service), among others.
During the inspection visits, 71 cases of suspected concealment were detected, and the violators were referred to the relevant authorities for verification and the application of deterrent penalties against them. The penalties under the Anti-Concealment Law include imprisonment for up to five years, a financial fine of up to five million riyals, and the seizure and confiscation of illegal funds after final judicial rulings against the involved parties, in addition to the statutory ancillary penalties, which include: (closure of the establishment, liquidation of the activity, cancellation of the commercial registration, prohibition from engaging in commercial activity, payment of zakat, fees, and taxes, publicizing violations, and deporting those concealed from the Kingdom and preventing them from returning to work).
