أعلنت هيئة المحتوى المحلي والمشتريات الحكومية اشتراط حد أدنى لنسب المحتوى المحلي في شهادة المحتوى المحلي على مستوى المنشأة، كشرط أساسي للاستفادة من القائمة الإلزامية للمنتجات الوطنية، ويطبق في المشتريات الحكومية لعددٍ من المنتجات المحددة، وستعمل الهيئة على التوسع في تطبيق هذا الاشتراط على بقية المنتجات المدرجة ضمن القائمة الإلزامية، التي سيعلن عنها لاحقاً، في إطار جهودها المستمرة لزيادة مساهمة المحتوى المحلي في الاقتصاد الوطني وتعظيم الاستفادة من المشتريات الحكومية.
التطبيق 1 أغسطس
وبيَّنت الهيئة أن المنتجات التي ستخضع لاشتراط نسب حد أدنى للمحتوى المحلي تشمل 233 منتجاً، منها بلاط السيراميك والبورسلان، وتطبق ابتداءً من تاريخ 1 أغسطس 2026، إضافة إلى عدد من المنتجات الأخرى، وشملت منتجات مكيفات السبليت، ومضخات المياه، وصمامات المياه، وأسلاك النحاس، وعدد من منتجات الأجهزة والمستلزمات الطبية، التي سيطبق الاشتراط عليها في 1 أغسطس 2027.

وأوضحت الهيئة أن اشتراط الحد الأدنى للمحتوى المحلي، يأتي بعد دراسة للسوق المحلية وقدرات المصانع الوطنية، ويهدف إلى تعزيز القدرات الصناعية الوطنية ورفع مستويات المحتوى المحلي لديها، بما يحقق قيمة مضافة للاقتصاد الوطني، ويحفز المستثمرين والمصنعين على توسيع نطاق التوطين وتطوير القدرات الإنتاجية المحلية.
The Local Content and Government Procurement Authority has announced a minimum requirement for local content percentages in the local content certificate at the establishment level, as a basic condition for benefiting from the mandatory list of national products. This will be applied in government procurement for a number of specified products, and the authority will work on expanding the application of this requirement to the rest of the products included in the mandatory list, which will be announced later, as part of its ongoing efforts to increase the contribution of local content to the national economy and maximize the benefits from government procurement.
Implementation on August 1
The authority indicated that the products that will be subject to the minimum local content requirement include 233 products, including ceramic and porcelain tiles, and will be applied starting from August 1, 2026, in addition to a number of other products. These include split air conditioners, water pumps, water valves, copper wires, and several medical devices and supplies, which will be subject to the requirement on August 1, 2027.
Added Value
The authority clarified that the minimum local content requirement comes after a study of the local market and the capabilities of national factories. It aims to enhance national industrial capabilities and raise their local content levels, achieving added value for the national economy and encouraging investors and manufacturers to expand localization and develop local production capabilities.
