أعلن عضو مجلس محافظي البنك المركزي الأوروبي غابرييل مخلوف، أن اليورو لا يستطيع أن يحل محل الدولار بسرعة كركيزة للنظام المالي العالمي، إذ لا يزال أمام الدول التي تستخدمه شوطٌ طويل في تكاملها المالي والاقتصادي،
وقال مخلوف: «أوروبا تفتقر حالياً إلى قدرة مالية موحدة من الأصول الآمنة مثل سندات الخزانة الأمريكية، التي تعكس النظام الأمريكي».
وأضاف في مؤتمر اقتصادي في آكس أون بروفانس بفرنسا: «بصراحة، لم يتشكل النظام الاقتصادي الأوروبي بعد، كما أن تحركات العملات في الأشهر الأخيرة، التي شهدت ارتفاع قيمة اليورو مقابل الدولار، تُعزى بشكل أكبر إلى مخاوف المستثمرين بشأن سيادة القانون في الولايات المتحدة».
وأفاد أنه من المُبكر القول إن هذا سيؤدي فجأة إلى استبدال اليورو بالدولار، لأن اليورو ليس جاهزاً لذلك.
مع ذلك، كرّر عضو المجلس الحاكم دعوات زملائه في البنك المركزي الأوروبي لأوروبا لاستغلال بيئة عدم اليقين العالمي الحالية كفرصة لتعزيز أمنها، ورفع الحواجز داخل سوقها الموحدة، وزيادة التمويل المشترك لتحقيق أهداف يتقاسمها الأعضاء. ونوه قائلاً: «هذه الفرص لتعزيز مكانة الاتحاد الأوروبي، وتعزيز سيادته واستقلاليته، مهمة، ويجب اغتنامها».

Member of the Governing Council of the European Central Bank, Gabriel Makhlouf, announced that the euro cannot quickly replace the dollar as the cornerstone of the global financial system, as countries using it still have a long way to go in their financial and economic integration,
Makhlouf said: "Europe currently lacks a unified financial capacity of safe assets like U.S. Treasury bonds, which reflect the American system."
He added at an economic conference in Aix-en-Provence, France: "Frankly, the European economic system has not yet formed, and the currency movements in recent months, which have seen the euro rise against the dollar, are largely attributed to investors' concerns about the rule of law in the United States."
He stated that it is too early to say that this will suddenly lead to the euro replacing the dollar, as the euro is not ready for that.
Nevertheless, the Governing Council member reiterated his colleagues' calls at the European Central Bank for Europe to seize the current global uncertainty as an opportunity to enhance its security, lower barriers within its single market, and increase joint financing to achieve shared goals among its members. He noted, saying: "These opportunities to enhance the EU's position, strengthen its sovereignty and independence, are important and must be seized."
