عقدت الدول الأعضاء في منظمة أوبك والمشاركة من خارجها اجتماعها الوزاري الـ39، الذي يأتي في ضوء الالتزام المستمر من جانب الدول الأعضاء في منظمة «أوبك» والدول المنتجة من خارجها المشاركة في إعلان التعاون بالمحافظة على استقرار أسواق البترول.
وقررت الدول المشاركة في الاجتماع الآتي: إعادة التأكيد على إطار إعلان التعاون، الذي وُقّع في 10 ديسمبر 2016م، والذي تم التأكيد عليه في الاجتماعات اللاحقة، وإعادة التأكيد على مستوى الإنتاج الإجمالي، من البترول الخام، للدول الأعضاء في منظمة «أوبك» والدول المنتجة من خارجها المشاركة في إعلان التعاون، حسب ما تم الاتفاق عليه في الاجتماع الوزاري الثامن والثلاثين لمجموعة أوبك بلس، وذلك حتى 31 ديسمبر 2026م، وإعادة التأكيد على الصلاحيات الممنوحة للجنة الوزارية المشتركة لمراقبة الإنتاج لإجراء تقييم دقيق لأسواق البترول العالمية، ولمستويات الإنتاج، ولمستوى الالتزام بإعلان التعاون، وذلك بدعم من الأمانة العامة لأوبك، علماً أن اجتماعات اللجنة الوزارية ستُعقد كل شهرين، وإعادة التأكيد على الصلاحيات الممنوحة للجنة الوزارية المشتركة لمراقبة الإنتاج لعقد اجتماعات إضافية أو الدعوة لعقد الاجتماع الوزاري للدول الأعضاء في منظمة أوبك والمشاركة من خارجها، في أي وقت، للتعامل مع مستجدات السوق، متى ما رأت ذلك ضرورياً، والتشديد على الأهمية القصوى لتحقيق الالتزام الكامل والالتزام بآلية التعويض، وتكليف الأمانة العامة لأوبك بوضع آلية لتقييم الطاقة الإنتاجية القصوى المستدامة للدول المشاركة، لتُستخدم كمرجع لمستويات الإنتاج لعام 2027م لجميع الدول المشاركة في إعلان التعاون، وعقد الاجتماع الوزاري الأربعين للدول الأعضاء في منظمة أوبك والمشاركة من خارجها في (30 نوفمبر 2025).

The member countries of the OPEC organization and those participating from outside it held their 39th ministerial meeting, which comes in light of the ongoing commitment from the member countries of OPEC and the participating non-OPEC producing countries to maintain the stability of oil markets.
The participating countries in the meeting decided the following: to reaffirm the framework of the Declaration of Cooperation, which was signed on December 10, 2016, and which has been reiterated in subsequent meetings, and to reaffirm the total production level of crude oil for the member countries of OPEC and the participating non-OPEC producing countries in the Declaration of Cooperation, as agreed upon in the 38th ministerial meeting of the OPEC Plus group, until December 31, 2026. They also reaffirmed the powers granted to the Joint Ministerial Monitoring Committee to conduct an accurate assessment of global oil markets, production levels, and the level of commitment to the Declaration of Cooperation, with the support of the OPEC Secretariat, noting that the committee's meetings will be held every two months. Furthermore, they reaffirmed the powers granted to the Joint Ministerial Monitoring Committee to hold additional meetings or to call for a meeting of the member countries of OPEC and those participating from outside it at any time to address market developments whenever deemed necessary, emphasizing the utmost importance of achieving full compliance and adherence to the compensation mechanism. They tasked the OPEC Secretariat with establishing a mechanism to assess the maximum sustainable production capacity of the participating countries, to be used as a reference for production levels in 2027 for all countries participating in the Declaration of Cooperation, and to hold the 40th ministerial meeting of the member countries of OPEC and those participating from outside it on November 30, 2025.
