كانت معركة البوير الأولى والثانية نهاية القرن التاسع عشر بداية أفول الإمبراطورية البريطانية التي لا تغيب عنها الشمس، وما كانت الحرب العالمية الأولى، والحرب العالمية الثانية إلا تأكيد لمنطق التاريخ، أو كما يقول بول كينيدي صعود وهبوط القوى العظمى. وعندما بدأ صعود الولايات المتحدة كقوى عظمى اقتصادية أولا عام 1890 كان ذلك بداية تحول تاريخي متسق مع تنبؤ دو توكفيل أن أمريكا وروسيا هما القوى العظمى لنظام ثنائي القطبية في القرن العشرين وهو ما حدث من بوابة الحسم الأمريكي في حقبة ويلسون للحرب العالمية الأولى والحسم الأمريكي في حقبة روزفلت في الحرب العالمية الثانية ليدفع ترومان أمريكا لتصبح القوى العظمى الأولى بأبعادها الثلاثة القوة العسكرية، والقوة الاقتصادية، والقوة الناعمة، بحسب توصيف جوزيف ناي. ومنذ الحرب الكورية وتهديد إيزنهاور باستخدام السلاح النووي إذا لم توقف الحرب الكورية وبعد تهديده بستة أشهر في عام 1953 صمتت المدافع بهدنة متماسكة حتى الآن، ظل اليسار العربي والإخوان المسلمون والقوميون العرب ينتظرون بوير أمريكا على غرار انتظار جوته لصوميل بكيت، رأوا في فيتنام حلمهم التاريخي نعم هزمة أمريكا ولكنها لم تكن لا بوير الأولى ولا بوير الثانية؛انبعث الحلم من جديد في أفغانستان وفي العراق بسقوط حكم البعث والتورط الأمريكي في العراق ثم استفاقوا ووجدوا أن أمريكا خسرت كما يقول ترمب 7 تريليونات دولار ولكن أيضا ولخيبة أملهم لم تكن بويرهم المنتظرة، سكروا فرحا عندما شنت ولأول مرة في التاريخ أمريكا وإسرائيل حربا مشتركة ضد إيران فتولى بقايا الثلاثي العربي تضخيم السردية الإيرانية والتي تدرجت من وهم الانتصار إلى أن وصلت لمرحلة أن بقاء النظام هو الانتصار بعينه رغم أن جي دي فانس قالها بشكل واضح لا لبس فيه (لسنا معنيين بتغيير النظام الإيراني ولا نريد أن نرى الحالة الليبية في إيران). إيران في مذكرة التفاهم كتبت تعهدا وهي المادة الثامنة أنها لن تملك السلاح النووي وهو أول تعهد مكتوب منذ فتوى على خامنئي 2002 بتحريم امتلاك السلاح النووي، وطهران في أضعف مراحلها منذ ثورة 1979 التي كانت ثورة جميع الأطياف الإيرانية من أقصى اليمين إلى أقصى اليسار قبل أن يستولي الخميني على الطريقة الإخوانية على السلطة في سبتمبر 1982 بإعدام قطب زادة وإعدام العديد من قادة الجيش الإيرانية تحت ذريعة محاولة الانقلاب.
خسرت إيران خسارة فادحة في هذه الحرب ولكن الخسارة الأكبر للثلاثي العربي (اليسار والإخوان والقوميون)؛ لأنهم على مدى أكثر من ثمانية عقود يمنون النفس بظهور بوير أمريكا والتي لن تأتي على الأقل في الخمسة عقود القادمة..

Vance stating clearly and unequivocally (we are not concerned with changing the Iranian regime, nor do we want to see the Libyan scenario in Iran).
