من واجبنا الثناء على النماذج المتفانية في وظائفها ممن يتفانون في خدمة الوطن والمواطن، والغرض من ذلك الثناء على تلك النماذج، هو الإكثار منها في مواقع العمل الوطني والإداري والاجتماعي، لما في ذلك مصلحة للعباد والبلاد.
أجدني اليوم مسروراً بالحديث عن الوجيه الاجتماعي والإداري الناجح (ظافر بن عبدالله آل حلاب الشهراني)، أحد النواب البارزين في قبائل شهران، شغل لعدة عقود مناصب إدارية عامة في الخدمة المدنية بقطاع البلديات؛ آخرها «مدير عام مكتب رئيس بلدية محافظة خميس مشيط».
هذا الرجل متيّم بخدمة دينه وقيادته ووطنه ومجتمعه.. يحمل فلسفة إدارية وقيادية باهرة.. استثنائي في تعامله مع الناس وقضاياهم بوقار.. أسهم في إغلاق العديد من الملفات الخلافية.. قاعدته إنه موجود بصفته موظفاً لخدمة الناس وقضاء مصالحهم، فكان أهلاً لحمل هذه الأمانة وأداها بقفص صدري نقي، وأيادٍ بيضاء، وأبعاد وطنية وإنسانية نبيلة تفيض بالنقاء والإخلاص والاحتساب.. حثيث للأعمال الخدمية حتى وصولها لمستحقيها بجودة عالية وشفافية إلى يوم تقاعده.. فتقاعده بمثابة تدشين لمرحلةً أخرى من العطاء والأداء والإحسان في خدمة وطنه ومجتمعه.
ذاع صيته في قبيلته مثلما كان في العمل الإداري موظفاً برتبة إنسان.. متفانٍ في خدمة مراجعيه خصوصاً كبار السن والضعفاء.. كان دوره أهم وأكبر في خدمة أصحاب الحاجات والتيسير عليهم واختصار المسافات في قضاء مصالحهم.
لعل مثل هذا الطراز النبيل ينطبق عليه قول الإمام الشافعي شعراً:
الناس بالناس ما دام الحياء بهم
والسعد لا شك تارات وهبات
وأفضل الناس ما بين الورى رجلٌ تُقضى علي يده للناس حاجات
It is our duty to praise the dedicated models in their jobs who devote themselves to serving the nation and its citizens. The purpose of this praise is to increase the presence of such models in national, administrative, and social work, as it serves the interests of the people and the country.
Today, I find myself pleased to talk about the successful social and administrative figure (Dhafir bin Abdullah Al-Halab Al-Shahrani), one of the prominent representatives of the Shahran tribes. He has held various public administrative positions in the civil service within the municipalities sector for several decades; the latest being "Director General of the Office of the Mayor of Khamis Mushait."
This man is devoted to serving his religion, leadership, country, and community. He carries a brilliant administrative and leadership philosophy. He is exceptional in his dealings with people and their issues, treating them with dignity. He has contributed to resolving many contentious files. His principle is that he exists as an employee to serve the people and fulfill their needs, making him worthy of carrying this trust, which he has fulfilled with a pure heart, clean hands, and noble national and humanitarian dimensions that overflow with purity, sincerity, and accountability. He has diligently worked on service projects until they reached their rightful recipients with high quality and transparency up until his retirement. His retirement marks the beginning of another phase of giving, performance, and kindness in serving his country and community.
His reputation has spread in his tribe just as he was in administrative work, an employee of the rank of a human being, devoted to serving his clients, especially the elderly and the weak. His role was more significant in assisting those in need, facilitating their affairs, and shortening the distances in fulfilling their needs.
Perhaps such a noble model applies to the words of Imam Al-Shafi'i in poetry:
People are for people as long as there is modesty among them
And happiness is surely a matter of turns and gifts
And the best of people among the crowd is a man through whom the needs of others are fulfilled
