خطوات نوعية في الأعوام الأخيرة لوزارة الموارد البشرية والتنمية الاجتماعية، فتحت آفاقاً جديدة للمواطن عبر التوطين التدريجي، بما يتماشى مع مستهدفات «رؤية 2030».
فكل موظف سعودي اليوم في القطاع الخاص شاهد حي على أثر مبادرات الوزارة، وكل منصة تأهيل إلكترونية، وكل قرار يصدر لصالح التوظيف، هو لبنة في بناء سوق عمل سعودي أقوى وأكثر تنافسية.
إن واقع السوق سريع التغيّر، وطموحات الشباب أكبر من أن تلبى بإجراءات عامة، خصوصاً أن بعض المناطق لا تحظى بذات الزخم الاقتصادي ولا تنوع الفرص المتاحة كما في المدن الكبرى، مما يجعل المهن الموطّنة فيها تواجه تحدياً إضافياً، لقلة المنشآت القادرة على استيعاب الكوادر الوطنية.
ودعماً لجهود الوزارة وبداية المسار الصحيح لها؛ لا بد من تعظيم الأثر وتوحيد الجهود عبر إطلاق برنامج شامل وذكي ومرن ومتجدد، يتعامل مع البطالة كقضية إنسانية اقتصادية مجتمعية لا كرقم.
لذا اقترح إنشاء «البرنامج الوطني الشامل للتأهيل والتوظيف» بمظلة حكومية موحدة، يهدف إلى التالي:
ـ مواءمة دقيقة بين التعليم وسوق العمل.
ـ تحليل واقعي لاحتياجات كل منطقة على حدة.
ـ تأهيل الشباب ميدانياً وليس نظرياً فقط.
ـ ربط التوظيف بالمهارة وليس بالمؤهل فقط.
- تحفيز القطاع الخاص للمشاركة الفعلية في التأهيل.
ـ متابعة دقيقة للتوطين الحقيقي في كل قطاع.
فالفرصة الآن سانحة لصنع الفرق الحقيقي، ووزارة الموارد البشرية والتنمية الاجتماعية أمام مرحلة ذهبية تستطيع فيها أن تقود تحولاً تاريخياً في سوق العمل.

Significant steps have been taken in recent years by the Ministry of Human Resources and Social Development, opening new horizons for citizens through gradual localization, in line with the objectives of "Vision 2030".
Every Saudi employee today in the private sector is a living testament to the impact of the ministry's initiatives, and every electronic qualification platform, and every decision issued in favor of employment, is a building block in creating a stronger and more competitive Saudi labor market.
The rapidly changing market reality and the ambitions of the youth are too great to be met with general measures, especially since some regions do not enjoy the same economic momentum or diversity of available opportunities as in major cities, making the localized professions there face an additional challenge due to the lack of establishments capable of accommodating national talent.
In support of the ministry's efforts and the beginning of its correct path, it is essential to maximize the impact and unify efforts by launching a comprehensive, smart, flexible, and renewed program that addresses unemployment as a humanitarian, economic, and social issue rather than just a number.
Therefore, I propose the establishment of the "National Comprehensive Program for Qualification and Employment" under a unified government umbrella, aiming for the following:
– A precise alignment between education and the labor market.
– A realistic analysis of the needs of each region individually.
– Field qualification for youth, not just theoretical.
– Linking employment to skills rather than just qualifications.
– Encouraging the private sector to actively participate in qualification.
– Close monitoring of real localization in every sector.
The opportunity is now ripe to make a real difference, and the Ministry of Human Resources and Social Development is at a golden stage where it can lead a historic transformation in the labor market.
