وأعني بـ«التشجير الحضري» ذلك النمط من التشجير الذي يتم من خلال زراعة النباتات (في الغالب أشجار أو شجيرات) في الحدائق، والمتنزهات، والأحياء، والطرق، والميادين، وساحات المباني، والأحزمة الخضراء حول المدن.
وقد تطرقت في مقال سابق نشر في «عكاظ» لأهمية التشجير الحضري ودوره الحيوي كأفضل الحلول وأقلها تكلفة لكبح جماح التطرف المناخي في المدن، وما يصاحبه من أضرار اقتصادية وبيئية وصحية وتنموية. فالتشجير الحضري أكبر من مجرد إضافة جمالية؛ بل هو استثمار إستراتيجي في التنمية المستدامة، والصحة، والتنوع الأحيائي، وجودة الحياة، كما أنه مكون أساسي من مكونات مبادرة السعودية الخضراء.
وباستثناء الرياض التي تنعم بمبادرة تشجير طموحة، وحدائق عملاقة، فإن أغلب مدن المملكة لا تزال بعيدة عن تحقيق مستهدفات التشجير الوطنية التي تتناسب مع نموها وتمددها وازدياد عدد سكانها وحاجتها للتخضير والأنسنة؛ فالخضرة غائبة أو تكاد عن المدارس والجامعات والمشافي والمساجد ومحطات الوقود والمستودعات وكافة المباني الحكومية والخاصة، كما تفتقر الأحياء والطرق إلى برامج تشجير ملائمة، وإن وجد التشجير فلا يخلو من الضعف والعشوائية من حيث اختيار الأنواع النباتية، وطرق زراعتها وصيانتها. ومما يزيد الطين بلة، إقدام بعض البلديات من حين لآخر على تجريف وإزالة أشجار ضخمة وارفة الظلال، لأسباب واهية، بالرغم من الحاجة الماسة لها.
إن برامج ومشاريع التشجير الحضري في مدن المملكة ليست حديثة عهد، فقد نفذ العديد منها قبل عدة عقود، إلا أنها لم تخل من عشوائية كان من أهم مظاهرها زراعة أنواع غير ملائمة ثم التخلص منها، أو إدخال أنواع غازية، أو التوسع في زراعة النخيل في مشاريع التشجير وهو ما كلف خزينة الدولة مبالغ طائلة.
ورغم وجود أدلة استرشادية للتشجير في بعض مناطق المملكة كدليل التشجير الحضري لبرنامج الرياض الخضراء، ودليل التشجير الحضري للمنطقة الشرقية (2024)، إلا أن الحاجة ماسة لإصدار كود للتشجير الحضري في المملكة ينقله إلى آفاق جديدة ليسهم في تحقيق مستهدفات مبادرة السعودية الخضراء، ويضع له أطرا ومعايير محددة خصوصاً فيما يتعلق بالأنواع النباتية المستخدمة (محلية أم مدخلة مع إعطاء الأولوية للأنواع المحلية وتجنب الأنواع المدخلة ذات السلوك الغازي)، وكثافة التشجير والمسافة بين الأشجار (شخصياً اقترح تطبيق مفهوم شجرة كل 5 أمتار)، ومتطلبات التربة ومصادر وطرق الري، والصيانة والمتابعة، وتجنب الأضرار على البنية التحتية، ومعايير الظل وتقليل آثار الجزر الحرارية، وغير ذلك من المعايير.
إن وجود كود تشجير وطني إلزامي أو شبه إلزامي (مشابه لكود البناء السعودي) سيوحّد هذه المعايير على المستوى الوطني، ويوظف العلوم والتقنية، ويجعل التشجير جزءاً أساسياً من التنمية والتخطيط العمراني وأنسنة المدن، بدلاً من أن يبقى اجتهاداً محدوداً، أو دليلاً استرشادياً فقط.
By "urban greening," I mean that type of greening that is achieved through the planting of vegetation (mostly trees or shrubs) in gardens, parks, neighborhoods, roads, squares, building courtyards, and green belts around cities.
In a previous article published in "Okaz," I addressed the importance of urban greening and its vital role as one of the best and least costly solutions to curb the impacts of climate extremism in cities, along with the accompanying economic, environmental, health, and developmental damages. Urban greening is more than just an aesthetic addition; rather, it is a strategic investment in sustainable development, health, biodiversity, and quality of life. It is also a fundamental component of the Saudi Green Initiative.
Except for Riyadh, which enjoys an ambitious greening initiative and giant parks, most cities in the Kingdom are still far from achieving the national greening targets that correspond to their growth, expansion, increasing population, and need for greenery and humanization. Greenery is largely absent from schools, universities, hospitals, mosques, gas stations, warehouses, and all government and private buildings. Additionally, neighborhoods and roads lack suitable greening programs, and when greening does occur, it is often weak and random in terms of plant species selection, planting methods, and maintenance. To make matters worse, some municipalities occasionally take the drastic step of uprooting and removing large, shady trees for flimsy reasons, despite the pressing need for them.
The urban greening programs and projects in the cities of the Kingdom are not new; many of them were implemented several decades ago. However, they have not been free from randomness, with one of the most significant manifestations being the planting of unsuitable species and then disposing of them, or introducing invasive species, or expanding the planting of palm trees in greening projects, which has cost the state treasury substantial amounts.
Despite the existence of guideline documents for greening in some areas of the Kingdom, such as the Urban Greening Guide for the Riyadh Green Program and the Urban Greening Guide for the Eastern Province (2024), there is an urgent need to issue a code for urban greening in the Kingdom that elevates it to new horizons to contribute to achieving the targets of the Saudi Green Initiative. This code should establish specific frameworks and standards, especially concerning the types of plant species used (local or introduced, prioritizing local species and avoiding introduced species with invasive behavior), greening density, and the distance between trees (I personally suggest applying the concept of one tree every 5 meters), soil requirements, sources and methods of irrigation, maintenance and follow-up, avoiding damage to infrastructure, shade standards, reducing the effects of heat islands, and other criteria.
The existence of a mandatory or semi-mandatory national greening code (similar to the Saudi Building Code) would unify these standards at the national level, employ science and technology, and make greening an essential part of development, urban planning, and humanizing cities, rather than remaining a limited endeavor or merely a guideline.
