في أواخر العقد الماضي تم تقديم مشروع قانون «اللعب المالي النظيف» في الاتحاد الأوروبي لكرة القدم «يويفا»، وهو مشروع يهدف لضبط أسواق الانتقالات، والحد من الارتفاع الجنوني لأسعار اللاعبين، و تحقيق التوازن المالي بين أندية كرة القدم العالمية، وتفادي هيمنة الأندية ذات الإمكانات المالية الهائلة.
وفي الثاني من يونيو لعام 2022م، أعلن الاتحاد السعودي لكرة القدم عن تحديد موعد الثلاثين من يونيو موعداً لبداية عمل اللجنة التأسيسية لقانون العمل المالي العادل، بحيث يتزامن مع السنة المالية للأندية، وصعدت التوقعات إلى أن هذا المشروع سيساهم في وضع حد للتجاوزات المالية في بعض الأندية، كما سيسهم في منع هيمنة الأندية على البطولات وبالتالي تصبح المنافسة أكثر اتساعاً وتنوعاً.
الحاجة وما نشهده من تحولات سريعة في عالم الاحتراف لكرة القدم السعودية، تتطلب في هذه المرحلة سرعة إقرار سياسة اللعب المالي النظيف للأندية، والتي أصبحت تسير في اتجاه معين نحو أندية بحد ذاتها، اكتسبت وحيدة الصفقات بل أصبحت تسيطر عليها بكل صلافة، مما يجعل المنافسة تنصب نحوها في ظل سطوتها المالية، والتي كشفت عن كونها تأتي من عضو شرف، في الوقت الذي يشكك البعض فيها.
نشاهد قدوم لاعبين بمبالغ مالية ضخمة لا مثيل لها بين أندية العالم، ومن ثم نشاهد بعد أشهر بسيطة مغادرتهم نحو دوريات رياضية أقل من الدوري السعودي، والغريب هو أن الأندية السعودية تتحمل مبالغ كبيرة نظير مغادرتهم بل تساهم في رواتبهم وهم يلعبون في أندية خارجية.
مَنْ تعاقد معهم؟ ومَنْ حكم بفشلهم بعد فترة قصيرة جداً؟ وكيف سمح لتلك الأندية بتحويلهم نحو دوريات أخرى وبأموال الأندية السعودية !
مبدأ اللعب النظيف يؤكد على الإنصاف والاحترام والنزاهة في البيئات التنافسية، وخاصة في الرياضة، وهو يعزز السلوك الأخلاقي، ويردع الغش، ويشجع على الالتزام بالقواعد واللوائح.
كما يعد اللعب النظيف مفهومًا معقدًا يشمل القيم الأساسية في كل من الرياضة والحياة اليومية، مثل المنافسة العادلة، والاحترام، والصداقة، وروح الفريق، والمساواة، والنزاهة.
الحاجة الماسة لتطبيق سياسة اللعب المالي النظيف في الدوري السعودي أصبحت إلزامية وضرورية.. فهي تعني المعاملة العادلة، التصرف بإنصاف وصدق وأمانة عند التعامل مع طرف آخر.
وهي تجسد مبادئ معاملة الآخرين بإنصاف وصدق وأمانة في جميع التعاملات، وقواعد اللعب المالي النظيف تنص على عدم السماح للنادي بالإنفاق أكثر من دخله، ويستثنى من ذلك مصاريف الملاعب والبنية التحتية، في حين يدخل فيها كل الأجور سواء للاعبين أوالموظفين وباقي المصاريف التي تشمل تشغيل النشاط الكروي.

On June 2, 2022, the Saudi Football Federation announced that June 30 would be the start date for the establishment of the Fair Financial Work Committee, coinciding with the financial year of the clubs. Expectations rose that this initiative would help put an end to financial excesses in some clubs and would contribute to preventing clubs from dominating tournaments, thus making competition broader and more diverse.
The need, along with the rapid transformations we are witnessing in the world of professional Saudi football, requires at this stage the swift approval of a financial fair play policy for clubs, which have started to move in a certain direction towards clubs that have monopolized transfers and have become brazenly dominant, making competition focus on them in light of their financial power, which has revealed itself to come from a honorary member, while some remain skeptical about it.
We see players arriving with enormous sums of money unmatched by clubs around the world, and then after just a few months, we see them leaving for leagues that are lesser than the Saudi league. The strange thing is that Saudi clubs bear large amounts for their departure and even contribute to their salaries while they play for foreign clubs.
Who contracted with them? And who judged their failure after a very short period? How was it allowed for those clubs to transfer them to other leagues with Saudi clubs' money!
The principle of fair play emphasizes fairness, respect, and integrity in competitive environments, especially in sports. It promotes ethical behavior, deters cheating, and encourages adherence to rules and regulations.
Fair play is also a complex concept that encompasses core values in both sports and everyday life, such as fair competition, respect, friendship, team spirit, equality, and integrity.
The urgent need to implement a financial fair play policy in the Saudi league has become mandatory and essential. It means fair treatment, acting with fairness, honesty, and integrity when dealing with another party.
It embodies the principles of treating others with fairness, honesty, and integrity in all dealings. The rules of financial fair play stipulate that a club should not spend more than its income, with exceptions for stadium and infrastructure expenses, while all wages, whether for players or staff, and other expenses related to running football activities are included.
The details of applying these rules vary from one federation to another, but they all agree on the necessity of preventing clubs from spending in unsustainable ways, which could lead to financial crises threatening the stability of the game and avoiding the dominance of clubs with enormous financial capabilities.
