انعقدت في الدوحة منتصف سبتمبر القمة العربية الإسلامية الطارئة، في ظل أجواء إقليمية مشحونة بالتوتر عقب الاعتداء الإسرائيلي، الذي استهدف الأراضي القطرية، وأودى بحياة أحد الجنود القطريين، دون إصابة الهدف (ضرب قيادات حماس)، وقد جاءت هذه القمة لتؤكد الحاجة الملحة إلى توحيد الصف العربي والإسلامي وتفعيل آليات العمل المشترك في مواجهة التهديدات التي تمس سيادة الدول واستقرارها.
ورغم أن السعودية لم تُلقِ خطابها داخل القمة، فإن موقفها الحاسم كان قد أُعلن بوضوح عبر كلمة ولي العهد الأمير محمد بن سلمان أمام مجلس الشورى في الرياض، إذ دان الاعتداء الإسرائيلي على الدوحة بأشد العبارات، واعتبره انتهاكاً خطيراً للقانون الدولي واعتداءً سافراً على سيادة دولة عربية شقيقة، كما شدّد ولي العهد على التضامن الكامل مع قطر، مؤكداً وقوف المملكة إلى جانبها في كل ما تتخذه من إجراءات لحماية أمنها الوطني، ومبيناً أن حماية سيادة الدول العربية خط أحمر لا يجوز المساس به، هذا الموقف، وإن أُعلن في الداخل السعودي، فقد شكّل الخلفية السياسية التي انعكست على أجواء القمة، وأسهمت في صياغة بيانها الختامي الذي دعا إلى مراجعة العلاقات الدبلوماسية والاقتصادية مع إسرائيل، واتخاذ خطوات تتجاوز حدود الاستنكار التقليدي.

وتحمل الاتفاقية أبعاداً استراتيجية عميقة؛ فهي من جهة تعكس استقلالية القرار الدفاعي السعودي في ظل التحولات الدولية، ومن جهة ثانية ترسّخ شراكة عملية مع دولة إسلامية تملك قدرات عسكرية معتبرة وخبرة طويلة في مجالات الدفاع، كما أنها تنقل العلاقات التاريخية بين الرياض وإسلام أباد إلى مستوى أعلى من التنسيق المباشر والتعاون الميداني، لتؤكد أن المملكة لم تعد تكتفي بمواقف الدعم الرمزية، بل تمضي نحو بناء منظومة أمنية حقيقية وفاعلة.
ويكشف التزامن بين كلمة ولي العهد في مجلس الشورى وتوقيع الاتفاقية الدفاعية استراتيجيةً سعوديةً متكاملةً، من خلال خطاب وطني يحدّد الموقف بوضوح، وخطوة عملية تمنحه قوة تنفيذية قادرة على الردع، وبهذا خرجت السعودية من مرحلة البيانات التقليدية إلى مرحلة الفعل المؤثر، محققةً مكسباً معنوياً يتمثّل في قيادتها للتوجه العربي والإسلامي نحو وحدة الصف، ومكسباً عملياً يتمثّل في تأسيس شراكة دفاعية كبرى تعيد رسم ملامح التوازن الإقليمي.

The Crown Prince also emphasized full solidarity with Qatar, affirming the Kingdom's support for it in all measures it takes to protect its national security, and stating that the protection of the sovereignty of Arab states is a red line that should not be crossed. This position, although announced within Saudi Arabia, formed the political backdrop that reflected on the atmosphere of the summit and contributed to the formulation of its final statement, which called for a review of diplomatic and economic relations with Israel and taking steps that go beyond traditional condemnation.
