تقوم الدبلوماسية في العالم أجمع على مبدأ المصالح المشتركة، وتعتمد السياسة الدولية في حركتها وتحالفاتها على هذا الأساس، لم يعد من الممكن لأي بلد أن يرسم سياسته الخارجية ويقيم العلاقات الدولية على أساس السرديات والقدرة على الإقناع بضرورة الاصطفاف، بل إنها تقوم على خلق هذا الاصطفاف بناءً على إيجاد مصالح مشتركة والبناء عليها.
ومن هذا المدخل يفترض أن يتم النظر إلى العلاقات اليمنية الخليجية، فبجانب وحدة الجغرافيا واللغة والعروبة، وهي نقاط رئيسية ومبدئية بلا شك في العلاقات، إلا أن الجانب الأهم هو وجود مصالح مشتركة؛ وتمثل الشراكة مع الخليج بالنسبة لليمن أحد أهم نقاط عقيدته الدبلوماسية، إلا أن المعضلة تكمن دائماً في من يأتي أولاً، فاليمن يريد دعم الخليج له ليستعيد عافيته واستقراره، والخليج يريد يمناً متعافياً مستقراً ليستطيع تقديم الدعم له والشراكة معه.
إن العلاقات اليمنية مع دول الخليج علاقات تاريخية وفي غاية الأهمية للطرفين، والتأثير والتأثر في أقصى درجاته في هذه العلاقات، وكانت دول الخليج دائماً بجانب اليمن سياسياً واقتصادياً بوقوفها مع الشرعية اليمنية وتقديم العون الاقتصادي والمالي بصورة كبيرة، وتظهر المبادرة الخليجية كأحد أهم تجليات هذا الاهتمام المشترك، كما أن اليمن لعب دوراً كبيراً في المسيرة التنموية في الخليج عبر اليمنيين العاملين فيه على مختلف المستويات.
هنا تأتي دبلوماسية العمل على المصالح المشتركة وخلق مصالح أكبر واستخدامها بالصورة المثلى للوصول إلى شراكة إستراتيجية مع الخليج يستفيد منها الطرفان، وهناك عدد من هذه المصالح التي سيكون من المهم تأملها والعمل على تطويرها:
المصالح الأمنية: وهو حجر الزاوية في تحوّل اليمن إلى شريك إستراتيجي للخليج، فمع كل هذه التحديات الأمنية الهائلة في المنطقة والتي وللأسف ينطلق بعضها من المناطق المحتلة من قبل مليشيات الحوثي في اليمن، فإن التعاون الأمني هو البوابة الرئيسية والأهم للشراكة الإستراتيجية مع الخليج، حيث يشكّل الأمن الهاجس الأول لدول العالم وخاصة لدول المنطقة، وفي ظل وجود كتلة بشرية كبيرة في اليمن يعيشون تحديات أمنية كبيرة، وهي تحديات ليست فقط لليمن بل ولدول الخليج، فإن المنطق يفرض التركيز على هذا المحور في المصالح المشتركة، إن تطوير وتحسين قنوات التعاون الأمني مع الأشقاء في الخليج هو أحد مداخل تحسين الأمن في اليمن وكذا أحد أهم محاور تمتين الشراكة اليمنية الخليجية.
المصالح السياسية: يجب أن يستمر ويتطوّر اتساق المواقف اليمنية الخليجية في ما يخص القضايا الإقليمية والدولية والتي هي أيضاً متسقة بشكل كامل مع المواقف العربية، ويجب أن يستمر الطرفان في التنسيق السياسي بصورة أكبر خاصة في المواقف تجاه الملفات الدولية ذات الاهتمام المشترك، ولعل إحدى الصور البالغة السوء للانقلاب الحوثي هو ما يمثله من انفصال كامل عن المواقف الخليجية والعربية بكل ما تعنيه لليمنيين من عمق إستراتيجي، وما يمثله الانقلاب الحوثي من تهديد بتحويل اليمن الى خصم لدول شقيقة وجارة تدعم اليمن على أرض الواقع وتجاوره جغرافياً وتواجه معه مصيراً مشتركاً.
المصالح الاقتصادية: في العادة تنسج العلاقات الدولية وتتطور عبر هذا المحور، لكن لظروف اليمن التي أضعفها وأضعف اقتصاها تماماً انقلاب الحوثي، فإن التعاون في هذا المجال يواجه تحديات حقيقية، إلا أن اليمن بدون شك عمق اقتصادي حقيقي للخليج، ورافد رئيسي للأيدي العاملة المدربة والمؤهلة، ويمثّل الخليج داعماً رئيسياً للاقتصاد اليمني، ويجب البحث في ديمومة وتطوير هذه العلاقات الاقتصادية بصورة تنعكس على مجمل العلاقات.
الحوار: وهو الأمر الرئيسي الذي يجب أن تبدأ به كل المصالح المشتركة السابقة، فبالحوار المستمر والمنظم والصريح وعلى مختلف المستويات الرسمية وغير الرسمية يكون تمتين المصالح السياسية والأمنية والاقتصادية والثقافية، وفي ظل ظروف اليمن الراهنة يجب أن يكون هناك اهتمام حقيقي بهذا الحوار وتطوير العلاقات، عبر جهد رسمي منظم، ليس فقط عبر اللجان الحكومية المشتركة، على أهميتها، ولكن أيضاً عبر حوار النخب السياسية ورجال الأعمال والمثقفين، هذا الحوار يبدّد ضبابية الرؤية وينظم العلاقات وينقلها إلى بعد الشراكة الحقيقية ويضمن مناقشة العثرات والأخطاء وتحسين الإيجابيات والإنجازات في العلاقات.
إن وحدة المصير تفرض على اليمن وعلى دول الخليج وشعوب المنطقة تمتين علاقاتهم، والأهم أن التطورات في المنطقة والعالم تجعل من التحول إلى الشراكة الإستراتيجية بين اليمن والخليج أمراً ملحاً وعاجلاً للطرفين، فالمصير الذي سنواجهه جميعاً واحد، والمخاطر والمنافع أيضاً واحدة، وهو ما يتطلب التحرك من كافة الأطراف لخلق المصالح للوصول إلى الشراكة الإستراتيجية.

Diplomacy around the world is based on the principle of common interests, and international politics relies on this foundation for its movements and alliances. It is no longer possible for any country to shape its foreign policy and establish international relations based on narratives and the ability to persuade others of the necessity of alignment; rather, it is about creating this alignment based on finding common interests and building upon them.
From this perspective, the Yemeni-Gulf relations should be viewed. In addition to the unity of geography, language, and Arab identity—points that are undoubtedly fundamental and principled in these relations—the most important aspect is the existence of common interests. The partnership with the Gulf represents one of the most significant points of Yemen's diplomatic doctrine. However, the dilemma always lies in who comes first: Yemen wants Gulf support to regain its health and stability, while the Gulf wants a stable and recovering Yemen in order to provide support and partnership.
The Yemeni relations with Gulf countries are historical and extremely important for both parties, with influence and interdependence at their highest levels. Gulf countries have always stood by Yemen politically and economically by supporting the Yemeni legitimacy and providing substantial economic and financial aid. The Gulf Initiative stands out as one of the most significant manifestations of this shared interest. Additionally, Yemen has played a major role in the developmental journey in the Gulf through Yemenis working at various levels.
Here comes the diplomacy of working on common interests, creating larger interests, and utilizing them optimally to achieve a strategic partnership with the Gulf that benefits both parties. There are several of these interests that it is important to contemplate and work on developing:
Security interests: This is the cornerstone of Yemen's transformation into a strategic partner for the Gulf. With all the enormous security challenges in the region, some of which unfortunately stem from areas occupied by Houthi militias in Yemen, security cooperation is the main and most important gateway to a strategic partnership with the Gulf. Security is the primary concern for countries worldwide, especially for those in the region. Given the large population in Yemen facing significant security challenges—which are not only challenges for Yemen but also for Gulf countries—the logic dictates focusing on this axis of common interests. Developing and improving security cooperation channels with our Gulf brothers is one of the entrances to enhancing security in Yemen and also one of the most important axes for strengthening Yemeni-Gulf partnership.
Political interests: The consistency of Yemeni-Gulf positions regarding regional and international issues must continue and develop, as these positions are also fully aligned with Arab stances. Both parties should continue to coordinate politically in a greater manner, especially regarding international files of mutual interest. One of the most severe manifestations of the Houthi coup is what it represents as a complete separation from Gulf and Arab positions, which hold significant strategic depth for Yemenis. The Houthi coup poses a threat by turning Yemen into an adversary of neighboring and brotherly countries that support Yemen on the ground and share a common destiny with it.
Economic interests: International relations are usually woven and developed through this axis. However, due to the circumstances in Yemen, which have weakened it and its economy entirely due to the Houthi coup, cooperation in this area faces real challenges. Nonetheless, Yemen is undoubtedly a genuine economic depth for the Gulf and a primary source of skilled and qualified labor. The Gulf represents a major supporter of the Yemeni economy, and there should be a focus on the sustainability and development of these economic relations in a way that reflects positively on the overall relations.
Dialogue: This is the main issue that should initiate all the previous common interests. Through continuous, organized, and candid dialogue at various official and unofficial levels, the political, security, economic, and cultural interests can be strengthened. Given the current circumstances in Yemen, there should be a genuine interest in this dialogue and the development of relations through organized official efforts—not only through joint governmental committees, important as they are, but also through dialogue among political elites, businessmen, and intellectuals. This dialogue dispels ambiguity, organizes relations, elevates them to the level of genuine partnership, and ensures the discussion of obstacles and mistakes while improving the positives and achievements in the relations.
