More than eleven years of patience. The Kingdom has endured a lot of restraint, defense, objections, warnings, and initiatives. The Houthi militias have continued to escalate their attacks, and these are no longer isolated incidents. They have turned into a method.
Ballistic missiles, explosive drones, winged cruise missiles, explosive boats, naval mines. Their targets: Mecca, Medina, King Khalid Airport, airports, cities, and civilian and economic entities.
This behavior has reached a point where the scene can be read from four pillars: documentation, tools, punishment, and international legitimacy.
First: Documentation limits the terrorist operations that will be subjected to analysis.
Analysis does not begin with opinion, but with numbers. The numbers here come from an official source, the official spokesman for the Coalition to Support Legitimacy in Yemen, Major General Turki Al-Maliki, in a press conference where he documented the crimes as follows:
1104 - Ballistic missiles launched at the Kingdom.
1135 - Drones launched at the Kingdom.
20 - Attacks on King Khalid Airport since the beginning of October, resulting in 17 martyrs and 333 injured.
2 - Martyrs and 28 injured in the attack on Abha Airport.
127 - Warehouses in mountainous areas destroyed, in addition to launch platforms.
4 - Sites targeted.
118 - Explosive boats and 278 naval mines detected and destroyed.
This documentation is not a media statistic. It is an indictment record. Every number in it represents a crime, a victim, and an attempt to target the two holy mosques and airports.
Al-Maliki stated clearly: The Houthi attempts to target the two holy mosques are a systematic hostile act and a heinous matter that affects pilgrims and visitors. He said that the militia has obtained advanced technologies with the help of regional parties, making it the first terrorist group to possess ballistic missiles, offensive and suicide drones, and explosive speedboats.
Analysis of the documentation:
When the number of missiles and drones reaches this scale, one cannot talk about a reaction. We are facing a complete terrorist system, with mountain warehouses in Sana'a, Saada, and Amran, assembly workshops, experts, operation rooms, and smuggling networks through Hodeidah and Bab al-Mandab.
Second: The Cabinet statement is a strong tool and document for implementing a firm response.
Documentation has turned into a decision, and the decision into execution.
Here is the document that turns numbers into a decision.
The text of the statement:
#The _Cabinet confirms that the Houthi terrorist militia will face the consequences of its repeated crimes and attacks against the airports of the Kingdom of Saudi Arabia, against Mecca and Medina and those visiting the two holy mosques, and against civilian and economic entities and facilities. It expresses its deepest condolences and sincere sympathy to the families of the victims of these criminal attacks, wishing a speedy recovery for the injured.
Analysis of the statement as an executive tool:
The Cabinet statement is not a media statement. It is a strong tool and document for implementing a firm response, for three reasons:
1. Because it grants legal and political legitimacy to the response:
When the Cabinet says, "They will face the consequences of their crimes," it establishes the legal basis for the response. The response is no longer an interpretation, but has become an execution of a decision from the highest executive authority in the state. Any military, economic, or political action after this statement is based on this document.
2. Because it specifies the crimes precisely:
The statement did not say "attacks" in general. It specified: against the airports of the Kingdom, against Mecca and Medina and those visiting the two holy mosques, and against civilian and economic entities and facilities. This precise specification is what makes the statement a basis for prosecution and punishment; every item in it corresponds to a response.
3. Because it links crime and punishment:
The statement says that the repeated heinous crimes have consequences. It is not just a condemnation, but a promise of accountability. And those who read between the lines, as Al-Maliki said at the end of his conference, will understand that the statement is the official cover for what the Houthis and their supporters will face.
Thus, the Cabinet statement is what turns numbers into a decision, and the decision into a firm response.
Third: The weapons, cruise and ballistic missiles, and drones are deliberate supported attacks.
Returning to the analysis: With what weapon was the attack carried out?
1. Winged cruise missiles:
Missiles that fly at low altitude, change their course, and are difficult to detect. They were used to strike airports and economic facilities with precision. The interception of a winged missile in the Medina area reveals that the targeting has reached the heart of the holy sites.
2. Ballistic missiles:
Burkan, Qasef, and copies of Qiyam. They were launched towards Mecca above Taif, and towards Riyadh, Jeddah, and Medina. Their interception does not negate the crime, but rather documents it.
3. Explosive drones:
Samad, Qasef, and Shahed 136. They are launched in waves to exhaust air defenses and terrorize civilians.
Analysis of support:
These weapons are not made in a cave. This was an attack supported deliberately by hostile parties: manufacturing, smuggling through Hodeidah and Bab al-Mandab, experts, and operation rooms that determine the coordinates: King Khalid Airport, King Abdulaziz Airport, Aramco, desalination plants.
Analytical result:
Whoever supports the criminal is a partner in the crime and falls under the penalty, wherever they are, near or far geographically.
Fourth: International legitimacy condemns the members of the Security Council.
It did not take several hours after the statement of the official spokesman for the coalition, Major General Turki Al-Maliki, until a condemnation was issued from the members of the Security Council, with a clear condemnation and strong tone, denouncing the attacks carried out by the Houthi militia against civilian airports, religious sanctities, and civilian and economic entities in the Kingdom.
Members of the Security Council condemned the targeting of civilians and civilian infrastructure, affirming that targeting airports and sanctities undermines the security and stability of the region and violates international humanitarian law. They emphasized the necessity of holding accountable those who perpetrate these attacks and those who support, finance, and arm them, and stopping the flow of weapons, missiles, and drones to the militia.
Analysis of the fourth pillar:
The condemnation of the Security Council transforms the Saudi response from a national right to an international right.
1. Because it grants international cover:
When the Security Council condemns, the response becomes not just self-defense, but an implementation of international will.
2. Because it expands the circle of responsibility:
The condemnation does not only target the Houthis, but also those who support, finance, and arm them.
3. Because it links the national document with the international document:
Cabinet statement + Security Council condemnation = two documents, national and international, for implementing one firm response.
Thus, the third pillar confirms what was attacked, and the fourth pillar confirms who condemns this attack internationally, granting legitimacy to the punishment.
Fifth: The supporting event is Al-Zaydi's visit and Iraq's commitment.
In this context, the visit of Iraqi Prime Minister Ali Faleh Al-Zaydi to Riyadh, and his meeting with Crown Prince and Prime Minister His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, may God protect him, came.
Al-Zaydi renewed his country's firm position of not allowing its territory to be used as a launch pad for any attacks that threaten the security of the Kingdom and the countries of the region, and condemned the targeting of King Khalid Airport.
Analysis:
This commitment is important because it withdraws the geographical cover from any network trying to use Iraq as a platform. The commitment is measured by action: preventing any faction from using the territory, enhancing security coordination, and exchanging information. It proves that the rejection of aggression against Saudi Arabia is not just a Saudi position, but a position of a neighbor.
Sixth: The firm response commensurate with the damage and sacrifices.
Here we reach the conclusion.
After patience exceeding eleven years, after the Cabinet statement as an executive document, after the coalition's documentation with numbers, and after the Security Council's condemnation, the response must be commensurate with the damage and sacrifices inflicted by the criminal aggressor Houthi.
The firm response is also based on the Security Council resolutions issued since the Houthi coup against the legitimate government, foremost among them Resolution 2216 (2015) and Resolution 2266 (2016), which complement the international legislation supporting legitimacy and condemning the coup and the aggressions.
The response is not only with weapons. The Kingdom possesses dual tools:
1. With weapons and equipment:
Striking launch sources, mountain warehouses, cruise and ballistic missile platforms, assembly workshops, and operation rooms.
2. With the economy:
Reviewing investments, reviewing opportunities in the corporate sector and their contracts and licenses, punitive economic and commercial measures, freezing projects, cutting off funding arteries.
3. With politics and diplomacy:
Cutting off political and media cover, isolating the supporter internationally, providing evidence to the United Nations.
4. With security and intelligence:
Pursuing smuggling and financing networks, and dismantling the terrorist network.
Reading between the lines:
When Al-Maliki said at the end: The Houthis should read between the lines, he was clearly stating: What has been announced is part of what will happen. The capability exists, the decision exists, and the document exists: the Cabinet statement. The deadline is not open-ended. Stop terrorism immediately, or face what you do not want to confront.
Analytical conclusion - summary
The Kingdom that has been patient for eleven years is now capable of responding with double the harm it has suffered, and punishing the aggressor and those who support him, wherever they are, near or far, until everyone understands that Mecca, Medina, airports, and cities are not a bargaining chip, but a red line.
The Kingdom will not remain silent and will confront the militias and their supporters with the consequences of their crimes using its power in accordance with international law and with the support and condemnation of the Security Council, and those who negotiate while attacking will not be rewarded.
