Many countries around the world face a high demand for essential services, primarily electricity and water. These services go beyond just the idea of dealing with the cost of the bill; they transform into a need for continuous investments related to production, transportation, and networks. From this perspective, the adjustment of tariffs, alongside income support measures, can be understood as an attempt to build an equation that achieves a balance between resource sustainability and protecting the living standards of citizens.
Economically, this approach is based on reorganizing support. Instead of directing all support towards the electricity and water companies, a significant portion is directed towards directly supporting the incomes of specific groups. According to the announced package, the measures include a monthly increase of 500 riyals for civil servants, military personnel, and retirees, as well as monthly support for families benefiting from social security. In the private sector, the minimum wage calculated for Saudi workers in the localization ratios within "Nitaqat" will increase in two phases to 5,000 riyals and then to 6,000 riyals.
From the perspective of welfare economics, this approach seeks to combine price efficiency with fairness in distributing burdens. Direct support can be targeted at specific groups, while general price support is linked to the quantity of consumption, which means that higher-income and wealthier groups may benefit from general support more than those in greater need. Based on this, the importance of directing support more efficiently to those who deserve it becomes evident.
The economic idea of scarcity is based on the notion that available resources are limited compared to needs, and that every use has an opportunity cost; allocating a resource for a specific purpose reduces what is available for other uses. Thus, price theory explains this step from the perspective of efficiency. When the price of a scarce resource is much lower than the cost of providing it, the signal received by the consumer about its value weakens, and consumption may increase without adequate awareness of production costs or scarcity. A tariff that better reflects the cost of service encourages individuals and businesses to review consumption patterns and invest in efficiency. This does not mean that price alone solves the problem; rather, it means that price becomes a tool that stimulates behavior, alongside awareness of energy and water-saving devices and improving building efficiency.
Here, part of the bet shifts to the citizen and resident. The consumer becomes not just a recipient of the tariff but a partner in managing the demand for energy and water. Adjusting air conditioning, maintaining leaks, using higher efficiency devices, improving insulation, and operating equipment when needed are all individual decisions that accumulate to make a difference at the level of the network, resources, and household spending. The more a household or establishment can provide the same service with less consumption, energy efficiency transforms into a direct economic benefit represented by a lower bill, less waste, and resources available for other needs.
