حين تصبح المصالح الدولية مبرراً للتردد في حماية المدنيين، يتجاوز الخطر حدود الدولة المستهدفة إلى مصداقية النظام الدولي وقدرته على صون السلام. وقد مثّلت هجمات الحوثيين على السعودية تحدياً للقانون الدولي وتهديداً للمدنيين والمنشآت الحيوية، واختباراً لجدية مواقف الأشقاء قبل الأصدقاء والمجتمع الدولي في حماية الاستقرار.
وكشفت الاعتداءات تفاوتاً في المواقف الدولية والإقليمية، وسقوط بعض الأقنعة، فبينما أدانت دول الهجمات، وأعلنت تضامنها مع المملكة، اكتفت أطراف أخرى بالدعوة إلى التهدئة والحوار، مراعاةً لمصالحها وعلاقاتها أو رغبةً في الوساطة. ومع ضرورة التمييز بين التحفظ الدبلوماسي وتأييد الاعتداءات، تبقى الدعوات العامة غير كافية لردع استهداف المدن والمطارات والمنشآت الاقتصادية.
ولا تقتصر المخاطر على الأضرار المباشرة، بل تشمل الطيران المدني وسلاسل الإمداد وأسواق الطاقة والممرات التجارية. فاستهداف منشآت النفط في دولة محورية اقتصادياً يهدد استقرار الأسواق العالمية، بينما يضاعف التصعيد مخاطر الملاحة في البحر الأحمر وباب المندب، ويرفع تكاليف النقل والتأمين.
ويفرض القانون الدولي الإنساني التمييز بين الأهداف العسكرية والمدنيين والأعيان المدنية، ويحظر الهجمات المتعمدة على المدنيين والهجمات العشوائية. لذلك، لا يجوز أن تتجاهل المعالجة السياسية طبيعة الأهداف والنتائج الإنسانية.
وترتبط مصالح بعض الدول ذات الثقل السياسي، باعتبارها قوة اقتصادية مستوردة للطاقة، باستقرار الخليج، فيما تراعي أخرى توازن علاقاتها وحساباتها الإستراتيجية. ورغم تباين مواقفها بحسب الوقائع والقرارات، لا تعفي هذه الحسابات القوى الكبرى من مسؤولية حماية المدنيين ومواجهة التهديدات العابرة للحدود.
كذلك لا تبرر خشية الدول الإقليمية من اتساع الحرب، أو علاقاتها بأطراف النزاع، الغموض تجاه الاعتداءات. فأمن السعودية مترابط مع أمن الخليج والبحر الأحمر وشبه الجزيرة العربية، ولا يمكن اختزال الهجمات في نزاع ثنائي.
إن غياب استجابة دولية فعالة يضعف الثقة بالأمن الجماعي، ويزيد احتمالات اتساع المواجهة وتداخل المصالح، ويهدد التجارة والطاقة، ويعمّق معاناة اليمنيين، ويعرقل التعافي وإعادة الإعمار.
وتقتضي حماية الاستقرار الجمع بين حق المملكة في الدفاع عن أراضيها وسكانها وفق القانون الدولي، والعمل لإنهاء الصراع اليمني. وتشمل المسؤولية الدولية تنفيذ قرارات مجلس الأمن، ومنع وصول الأسلحة المحظورة إلى الجهات الخاضعة للعقوبات، ووقف الهجمات العابرة للحدود، ودعم تسوية تحفظ وحدة اليمن وسيادته.
ولا يُقاس أثر المواقف بقوة بيانات الإدانة وحدها، بل بقدرتها على منع تكرار الهجمات، وصون سيادة المملكة، وتهيئة الظروف لسلام إقليمي مستدام.
فحماية المدنيين مبدأ ثابت داخل اليمن وخارجه، بعيداً عن الانتقائية وازدواجية المعايير. والتسوية المستدامة تتطلب معالجة أسباب النزاع، لا التغاضي عن الاعتداءات أو إخضاع أمن المدنيين للمساومات السياسية.
When international interests become a justification for hesitation in protecting civilians, the danger transcends the borders of the targeted state to the credibility of the international system and its ability to maintain peace. The Houthi attacks on Saudi Arabia represented a challenge to international law and a threat to civilians and vital facilities, as well as a test of the seriousness of the positions of brothers before friends and the international community in protecting stability.
The assaults revealed a disparity in international and regional positions, and the fall of some masks. While some countries condemned the attacks and expressed solidarity with the Kingdom, others merely called for de-escalation and dialogue, considering their interests and relations or desiring mediation. While it is necessary to distinguish between diplomatic reservations and support for the assaults, public calls remain insufficient to deter the targeting of cities, airports, and economic facilities.
The risks are not limited to direct damage; they also encompass civil aviation, supply chains, energy markets, and trade routes. Targeting oil facilities in a key economic state threatens the stability of global markets, while escalation increases the risks of navigation in the Red Sea and Bab al-Mandab, raising transportation and insurance costs.
International humanitarian law mandates a distinction between military targets and civilians and civilian objects, prohibiting deliberate attacks on civilians and indiscriminate attacks. Therefore, political handling must not ignore the nature of the targets and the humanitarian outcomes.
The interests of some politically significant countries, as energy-importing economic powers, are linked to the stability of the Gulf, while others consider the balance of their relations and strategic calculations. Despite the variation in their positions according to facts and decisions, these calculations do not exempt major powers from the responsibility of protecting civilians and confronting cross-border threats.
Furthermore, the fears of regional countries regarding the expansion of the war, or their relations with parties to the conflict, do not justify ambiguity towards the assaults. The security of Saudi Arabia is interconnected with the security of the Gulf, the Red Sea, and the Arabian Peninsula, and the attacks cannot be reduced to a bilateral conflict.
The absence of an effective international response undermines trust in collective security, increases the likelihood of escalation and overlapping interests, threatens trade and energy, deepens the suffering of Yemenis, and hinders recovery and reconstruction.
Protecting stability requires combining the Kingdom's right to defend its territory and its people under international law with efforts to end the Yemeni conflict. The international responsibility includes implementing Security Council resolutions, preventing the flow of prohibited weapons to sanctioned entities, halting cross-border attacks, and supporting a settlement that preserves Yemen's unity and sovereignty.
The impact of positions is not measured solely by the strength of condemnation statements, but by their ability to prevent the recurrence of attacks, safeguard the Kingdom's sovereignty, and create conditions for sustainable regional peace.
Protecting civilians is a steadfast principle both within Yemen and beyond, free from selectivity and double standards. A sustainable settlement requires addressing the root causes of the conflict, rather than overlooking assaults or subjecting civilian security to political bargaining.
