في العربية، «آن» فعل ماضٍ، لكننا حين نقول «آن الأوان» نتطلع إلى فعل لم يحدث بعد. كأن اللغة تعلن أن الانتظار أخذ نصيبه، ثم تسألنا: ماذا سنفعل؟ وفي تعليمنا ملفات تستحق هذه العبارة؛ لأن الطالب يواصل رحلته، والمعلم يؤدي عمله، والأسرة ترتب مستقبل أبنائها، بينما يحتاج الجميع إلى إجابات واضحة عن الوجهة، وعن أثر ما نطبقه في المدرسة.
لدينا طموح تعليمي كبير، وحركة تطوير تستحق أن يصاحبها حوار بالقدر نفسه من الجدية. ومن حق هذا الطموح علينا أن نسأل عن النتائج، وأن نراجع التجارب، وأن نميز بين قوة الفكرة وجودة تنفيذها. فالمشروع الذي يخضع للسؤال تتاح له فرصة التصحيح، والقرار الذي تُشرح أسبابه يجد في الميدان شركاء يفهمونه ويستطيعون العمل به.
آن الأوان أن نسأل عن نظام المسارات في المرحلة الثانوية: هل حقق ما نرجوه من توسيع خيارات الطالب وربط تعليمه بميوله ومستقبله؟ وهل الخيارات المتاحة فعليًا في المدارس تمنحه هذا الحق؟ ما الذي تقوله تجربة الخريجين، والقبول الجامعي، وتوافر المعلمين والتجهيزات؟ والسؤال الأكثر صراحة: هل تعثرت التجربة في جوانب جوهرية، ونخجل من تسمية التعثر؟ وهل بلغ شيء منها حد الفشل وفق معايير معلنة؟ نحتاج إلى تقييم يبين ما نجح، وما تعثر، وما ينبغي تعديله، حتى يكون الحكم على التجربة معلوم الأسباب.
آن الأوان أن يتضح مستقبل الإشراف التربوي. مع التحول نحو تمكين المدرسة ودعم تميزها، هل هناك توجه لإلغاء الإشراف التربوي بالكامل، أم لإعادة بناء وظائفه وأدواره؟ وما حدود كل احتمال؟ من يساند المعلم في تخصصه، ومن يساعد المدرسة حين تحتاج إلى خبرة لا تتوافر داخلها؟ وكيف نضمن ألا تتحول زيادة مسؤوليات المدرسة إلى عبء يتجاوز صلاحياتها ومواردها؟ يحتاج الميدان إلى صورة واضحة لما سيبقى، وما سيتغير، وكيف سيصل الدعم إلى الصف الدراسي.
آن الأوان أن نفتح ملف الرخصة المهنية والتميز المدرسي والاعتماد. لهذه الأدوات وظائف مختلفة، وللاعتماد المدرسي نطاق يختلف عن الاعتماد الأكاديمي في التعليم العالي، لكن سؤال الأثر يجمعها: ماذا أضافت إلى جودة التعليم؟ وما الكلفة المالية والزمنية والإدارية التي يتحملها المعلم والمؤسسة؟ وكيف توزن هذه الكلفة بما يتحقق من تحسن؟ وهل الأولوية في تصميمها للجودة التربوية، أم تغلب عليها اعتبارات الرسوم والإيرادات أو خفض النفقات؟ كفاءة الإنفاق مطلوبة؛ فما المؤشرات التي تؤكد أن الموارد والوقت المبذولين يصل أثرهما إلى تعلم الطالب، وإلى دعم المعلم في عمله؟
آن الأوان أن نسأل عما يأتي بعد الاختبار. «نافس»، والاختبارات الدولية، والاختبارات المركزية، أدوات تختلف في أغراضها ونطاقها، ولا يصنع القياس وحده طالبًا متفوقًا. السؤال: هل تحولت نتائجها إلى تدخلات تعليمية حسّنت القراءة والفهم والتفكير والحساب؟ هل يعرف المعلم ماذا تغير في تدريسه بناء عليها؟ وهل تجد المدرسة التي كشفت النتائج حاجتها إلى المساندة دعمًا يناسب تلك الحاجة؟ وكيف نتحقق من أن ارتفاع الدرجة يعكس تعلمًا أعمق يمتد إلى مواقف جديدة، وأن الاستعداد للاختبار يحفظ وقت التعلم واتساعه؟ نريد أن نرى ما الذي صنعناه بالنتيجة بعد أن عرفناها.
آن الأوان أن يتصالح طلابنا مع اختبارات القدرات والتحصيلي؛ والمصالحة هنا تعني وضوح العلاقة بين ما يتعلمه الطالب في المدرسة وما يُطلب منه عند بوابة الجامعة. إلى أي مدى تُبنى المهارات اللازمة داخل يومه الدراسي؟ وكيف تتاح له تهيئة جيدة بصرف النظر عن قدرة أسرته على دفع تكاليف التدريب؟ وما الذي تقوله الدراسات عن عدالة الفرص، وعن علاقة نتائج هذه الاختبارات بالأداء الجامعي اللاحق؟ وهل نستمع إلى تجربة الطالب نفسه، وإلى ما يحتاجه ليفهم الاختبار ويستعد له بثقة؟ مستقبل الطالب يستحق أن تتكامل أدوات تعليمه وتقويمه وقبوله، وأن يعرف الطريق الذي يسير فيه.
آن الأوان أن تتضح أيضًا وجهة الخصخصة والشركات التعليمية. أي وظائف تعليمية وتشغيلية يراد إسنادها إلى القطاع الخاص؟ وما نطاق ذلك، ومراحله، ومواعيد التنفيذ؟ وكيف تُقاس جودة الخدمة، وتُحمى عدالة الوصول إليها، وتُشرح آثار التحول على العاملين والأسر؟ مشاركة القطاع الخاص يمكن أن تفتح فرصًا، لكن تقديرها يحتاج إلى معرفة النموذج وشروطه ومسؤوليات أطرافه. والسؤال عن الموعد يصاحبه سؤال عن الجاهزية: ماذا أُعدّ لضمان أن ينعكس التغيير في التشغيل على تجربة الطالب داخل المدرسة؟
هذه الملفات تلتقي عند طالب واحد. يختار مسارًا، ويتعلم على يد معلم، وتُقوَّم مدرسته، ويدخل اختبارات، ثم يتطلع إلى الجامعة والحياة. لذلك نحتاج، إلى جانب إجابة كل ملف، إلى إجابة عن العلاقة بينها: من يقرأ أثرها مجتمعة على رحلته؟ وهل تصل الرسائل إلى الطالب وأسرته في صورة يستطيعان فهمها والتخطيط على أساسها؟
آن الأوان لإجابات تتضمن بيانات قابلة للفهم، وتقييمًا معلنًا، وخطة للتحسين، ومواعيد يمكن متابعة ما يتحقق فيها. ويمكن أن يبدأ ذلك ببيان دوري يشرح لكل ملف: ما هدفه؟ أين وصل؟ ماذا تعلمنا من تطبيقه؟ وما الخطوة التالية؟ الاعتراف بالتعثر يمنح التطوير فرصة، وشرح النجاح يمنح الميدان معرفة يمكن البناء عليها. آن الأوان أن نحسم ما يحتاج إلى قرار، وأن نشرح ما يحتاج إلى وقت؛ فطلابنا يعيشون تعليمهم الآن، وكل عام يمر يصبح جزءًا من مستقبلهم.
In Arabic, "now" is a past verb, but when we say "the time has come," we are looking forward to an action that has not yet happened. It’s as if the language declares that the waiting has taken its share, then asks us: what will we do? In our education, there are files that deserve this phrase; because the student continues their journey, the teacher performs their work, and the family organizes the future of their children, while everyone needs clear answers about the direction and the impact of what we implement in school.
We have great educational ambitions, and a development movement that deserves to be accompanied by dialogue of equal seriousness. It is our right to ask about the results, to review experiences, and to distinguish between the strength of the idea and the quality of its implementation. A project that is subjected to questioning is given the opportunity for correction, and a decision whose reasons are explained finds partners in the field who understand it and can work with it.
The time has come to ask about the pathways system in high school: Has it achieved what we hope for in expanding student options and linking their education to their interests and future? Do the options actually available in schools grant them this right? What do the experiences of graduates, university admissions, and the availability of teachers and facilities say? And the more straightforward question: Has the experience stumbled in essential aspects, and are we ashamed to name the stumble? Has any part of it reached the level of failure according to announced standards? We need an evaluation that shows what succeeded, what stumbled, and what should be modified, so that the judgment on the experience is based on known reasons.
The time has come for the future of educational supervision to become clear. With the shift towards empowering schools and supporting their excellence, is there a trend to completely abolish educational supervision, or to rebuild its functions and roles? What are the limits of each possibility? Who supports the teacher in their specialty, and who helps the school when it needs expertise that is not available within it? How do we ensure that the increase in school responsibilities does not become a burden that exceeds its authorities and resources? The field needs a clear picture of what will remain, what will change, and how support will reach the classroom.
The time has come to open the file on professional licensing, school excellence, and accreditation. These tools have different functions, and school accreditation has a scope that differs from academic accreditation in higher education, but the question of impact unites them: What have they added to the quality of education? What are the financial, temporal, and administrative costs borne by the teacher and the institution? How is this cost weighed against the improvements achieved? Is the priority in their design for educational quality, or are considerations of fees, revenues, or cost reduction prevailing? Efficiency in spending is required; what indicators confirm that the resources and time spent have an impact on student learning and support the teacher in their work?
The time has come to ask about what comes after the test. "Competitiveness," international tests, and central tests are tools that differ in their purposes and scope, and measurement alone does not create an outstanding student. The question is: Have their results transformed into educational interventions that improved reading, comprehension, thinking, and calculation? Does the teacher know what has changed in their teaching based on them? And does the school that revealed the results find the support it needs to match that need? How do we verify that a higher score reflects deeper learning that extends to new situations, and that preparation for the test preserves the time and breadth of learning? We want to see what we have made of the result after we have known it.
The time has come for our students to reconcile with the aptitude and achievement tests; and reconciliation here means clarity in the relationship between what the student learns in school and what is required of them at the university gate. To what extent are the necessary skills built within their school day? How is a good preparation provided to them regardless of their family's ability to pay for training costs? What do studies say about the fairness of opportunities, and about the relationship between the results of these tests and subsequent university performance? And do we listen to the student's own experience, and to what they need to understand the test and prepare for it with confidence? The future of the student deserves that the tools of their education, assessment, and acceptance are integrated, and that they know the path they are on.
The time has come for the direction of privatization and educational companies to also become clear. What educational and operational functions are intended to be assigned to the private sector? What is the scope of that, its stages, and its implementation dates? How is the quality of service measured, how is fairness of access protected, and how are the effects of the transformation explained to workers and families? The participation of the private sector can open opportunities, but its appreciation needs to know the model, its conditions, and the responsibilities of its parties. The question of timing is accompanied by a question of readiness: What has been prepared to ensure that the change in operation reflects on the student's experience within the school?
These files converge on one student. They choose a pathway, learn from a teacher, their school is evaluated, they take tests, and then they look forward to university and life. Therefore, we need, alongside an answer for each file, an answer about the relationship between them: Who reads their collective impact on their journey? And do the messages reach the student and their family in a form they can understand and plan based on?
The time has come for answers that include understandable data, a public evaluation, a plan for improvement, and timelines that can be tracked for what is achieved. This can start with a periodic statement explaining each file: What is its goal? Where has it reached? What have we learned from its implementation? And what is the next step? Acknowledging the stumble gives development a chance, and explaining success provides the field with knowledge that can be built upon. The time has come to settle what needs a decision, and to explain what needs time; for our students are living their education now, and each passing year becomes part of their future.
