كان الخبر الرئيسي، يوم أمس، هو انسحاب القوات الأمريكية من آخر قواعدها في العراق، بعد 23 عاماً من دخولها وتدشينها واقعاً سياسياً معقداً أفضى إلى مشاكل متراكمة، دفع البلد أثماناً باهظة لها من أمنه واستقراره واقتصاده، وسوف يستمر في ذلك إلى أجل غير مسمى. ومع الانسحاب، هناك أكثر من طرف يحتفل، الحكومة العراقية تقول إن العراق استعاد سيادته بذلك، الفصائل المسلحة تعتبره انتصاراً لها، وإيران تراه إنجازاً إستراتيجياً في مواجهتها مع أمريكا.
عندما احتلت أمريكا العراق، كان أول ما فعلته حلّ الجيش وتعيين حاكم أمريكي لتبدأ الفوضى الحقيقية. بدأ النفوذ الإيراني يتغلغل عبر إنشاء المليشيات المسلحة بمباركة أمريكا، بل يمكن القول، إن أمريكا سلمته لإيران عملياً، والتي أصبحت تتحكم لاحقاً في تشكيل حكوماته، بالإضافة إلى وجود الفصائل المسلحة الموالية لها خارج منظومة الحكومة كأدوات ضغط على أي حكومة تحاول الخروج عن الخط الإيراني، وأذرعة نفوذ للمشروع الإيراني التوسعي الإقليمي.
ولأكثر من عقدين، عاش العراق أسوأ مراحله. ذلك البلد الغني بثرواته الطبيعية والبشرية أصبح نهباً للفساد، وساحة تتدفق فيها الدماء دون توقف، تناسلت فيه أسوأ تنظيمات الإرهاب، ليصبح في النهاية ضمن تصنيف الدول الفاشلة. جاءت حكومة بعد أخرى، لكنها جميعاً كانت تدور في الفلك الإيراني، وكان هذا الحال أحد أعجب مفارقات التأريخ في العلاقة بين البلدين، ولكن مع الترتيبات التي اقتضتها إستراتيجيات جديدة للقوى التي تدير العالم، قررت أمريكا الانسحاب من العراق في عام 2024، وها هي الآن تنفذ قرارها، فكيف سيكون العراق بعد هذا الانسحاب؟
الوضع سيكون أكثر حساسية وصعوبة، هناك حكومة عراقية تريد إعادة العراق إلى محيطه العربي، وتريد أن يكون السلاح والقرار تحت سلطتها وحدها، وتطمح إلى إعادة بناء العراق من جديد. ولكن في المقابل، هناك الجارة إيران التي قد ترى في الانسحاب الأمريكي زوالاً عائقاً كان يؤثر على طموحها في الاستفراد بالتأثير على القرار العراقي، وقد تستغل الفراغ الذي يحدث بتوسيع وتعميق نفوذها. لكن رغم كل ذلك، فإن العراق يستطيع الخروج من هذا المأزق بالإصرار على استقلال قراره السيادي مهما كانت التضحية، وباستمرار تعاونه وشراكته مع محيطه العربي، الذي يريد عودته دولة عربية مستقرة ومستقلة.

With the withdrawal, there are multiple parties celebrating: the Iraqi government claims that Iraq has regained its sovereignty, armed factions consider it a victory for themselves, and Iran sees it as a strategic achievement in its confrontation with America.
When America occupied Iraq, the first thing it did was dissolve the army and appoint an American governor, which marked the beginning of true chaos. Iranian influence began to infiltrate through the establishment of armed militias with America's blessing; one could even say that America practically handed it over to Iran, which later came to control the formation of its governments, in addition to the presence of armed factions loyal to it outside the government framework as pressure tools on any government attempting to deviate from the Iranian line, and as instruments of influence for the Iranian regional expansionist project.
For more than two decades, Iraq has lived through its worst phases. That country, rich in natural and human resources, has become a victim of corruption, and a battleground where blood flows incessantly, giving rise to the worst terrorist organizations, ultimately classifying it as a failed state. Government after government came, but all revolved around the Iranian orbit, and this situation was one of the most astonishing paradoxes in the history of the relationship between the two countries. However, with the arrangements necessitated by new strategies of the powers that manage the world, America decided to withdraw from Iraq in 2024, and now it is executing its decision. How will Iraq be after this withdrawal?
The situation will be more sensitive and difficult. There is an Iraqi government that wants to reintegrate Iraq into its Arab surroundings, and desires that weapons and decision-making be under its sole authority, aspiring to rebuild Iraq anew. However, on the other hand, there is neighboring Iran, which may see the American withdrawal as the removal of an obstacle that has affected its ambition to monopolize influence over Iraqi decision-making, and it may exploit the resulting vacuum to expand and deepen its influence. Yet despite all this, Iraq can emerge from this predicament by insisting on the independence of its sovereign decision, no matter the sacrifices, and by continuing its cooperation and partnership with its Arab surroundings, which desires its return as a stable and independent Arab state.
