Last Wednesday evening, September 16, the announcement of the upcoming TOURISE Forum was not just a new date on the global tourism agenda; the figures presented by Minister of Tourism Ahmed Al-Khateeb, along with the explanations surrounding the accelerated growth trajectory, painted a picture of a sector confidently redefining its position within the Saudi economy. Among the targets achieved ahead of schedule, and the significant expansion in the number of visitors, investments, and destinations, it became clear that Saudi tourism has moved beyond the stage of building presence to that of establishing weight. What was once an ambition outlined in Vision 2030 has now become a reality measured by numbers, and the Kingdom is preparing to build upon it towards an even greater phase.
The contribution of the tourism sector at 4.7% of the GDP last year revealed a clear economic transformation in the Kingdom, confirmed by the movement of 127 million tourists, surpassing the target of 100 million set in Vision 2030. These two figures illustrate a sector that has expanded its capacity to generate value and increased its presence within the national economy, making tourism one of the prominent markers in the Saudi transformation journey.
Exceeding the target ahead of time reflects the strength of the tourism system and the interconnectedness of its components. Reaching 127 million tourists gives the contribution percentage to GDP a deeper significance; the influx of tourists is linked to a wide range of activities including hospitality, culture, technology, investment, sustainability, and mobility. Through this interconnectedness, a tourist visit transforms into an economic activity whose impact extends across multiple sectors, and the large numbers become a measure of the vitality of the system and its growth potential.
The speed of transformation is evident in the growth of international tourist numbers by 102% during the first quarter of 2025, compared to the same period in 2019. This percentage gains importance when compared to the global growth rate of 3% and the growth rate of the Middle East at 44%. This wide gap enhances the Kingdom's position in both the global and regional scenes, indicating its ability to attract international tourism at a pace that exceeds prevailing trends.
Additionally, the revenue aspect provides qualitative evidence to the significance of the numbers; the Kingdom ranked first globally as the highest tourist destination in terms of growth in international tourist revenue during the first quarter of 2025, compared to the same period in 2019, according to the Global Tourism Barometer report issued in May 2025 by the United Nations World Tourism Organization. Here, the intensity of tourist flows is connected to a growing economic return, completing the picture of the sector in terms of size and value.
In this context, the announcement by the Minister of Tourism and Chairman of the TOURISE Forum, Mr. Ahmed Al-Khateeb, under the patronage of Crown Prince and Prime Minister Mohammed bin Salman, regarding the forum's convening in Riyadh from March 23 to 25, 2027, carries an important significance. The Kingdom will host leaders in tourism, technology, investment, sustainability, culture, and mobility, relying on its experience as a model for dealing with tourism as an interconnected economic system.
Reaching 127 million tourists, contributing 4.7% to the GDP, and excelling in growth and revenues are indicators that place the Saudi experience at the heart of the global discussion. The TOURISE Forum provides Riyadh with a platform to showcase this experience and participate in shaping the future of tourism based on measurable achievements and a broad economic vision.
