في السياسة، لا تكشف الجماعات المسلحة حقيقتها بما تقوله في لحظة التعبئة فقط، بل بما تفعله عندما تصبح أمام طاولة التفاوض، لهذا تبدو التطورات الأخيرة في اليمن شديدة الدلالة، حيث نقلت رويترز أن مسؤولين أمريكيين التقوا ممثلين بارزين عن الحوثيين في مسقط داخل السفارة الأمريكية، وأن الحوثيين أبلغوا الجانب الأمريكي أنهم لا ينوون مهاجمة السفن الأمريكية أو الإسرائيلية، مع تأكيد الالتزام باتفاق وقف إطلاق النار السابق.
المفارقة هنا ليست في حدوث التفاوض رغم أن الحوثي لا يستحق الجلوس على طاولة المفاوضات باعتبار عدم شرعيته؛ وإن قلنا إن التفاوض جزء طبيعي من إدارة النزاعات، لكن المفارقة في الفجوة بين الخطاب العقائدي والممارسة السياسية.
الحوثيون بنوا جانبًا أساسيًا من خطابهم على العداء للولايات المتحدة وإسرائيل، وجعلوا من مواجهة أمريكا جزءًا من هوية الجماعة وشعاراتها، وعندما تتغيّر موازين المصالح تصبح الولايات المتحدة نفسها طرفًا يمكن نقاشه وتقديم الضمانات له، والتفاهم معه على خطوط حمراء محددة، والأكثر دلالة أن هذا يأتي بالتزامن مع حديث ترمب عن أن الحوثيين تواصلوا مع الإدارة الأمريكية وطلبوا منها عدم التدخل في الصراع، وأن واشنطن لم تتجه إلى ضربهم مباشرة، هنا تبرز المشكلة الحقيقية: هل كانت أمريكا عدوًا عقائديًا، أم خصمًا سياسيًا يمكن التفاهم معه عندما تقتضي المصلحة؟
هذا يفسر المفارقة في تناقض الموقف الحوثي، غير أنها جماعة غير شرعية شاذة لا تقيم أي علاقة دبلوماسية وسياسية مع العالم، على اعتبار تصنيفها كجماعة إرهابية، حيث إنهم يقيمون نظامًا حاليًا في صنعاء هدم كل أركان الجمهورية وهتك نسيج اليمن على جميع الأصعدة، فهم يسعون إلى دولة ولائية على غرار -بل أسوأ- من نظام طهران، رأسها السيد الذي لا توجد له صفة سياسية أصلاً في الدستور اليمني!
لقد تنازل الحوثيون عن عقيدتهم عندما اقتضت المصلحة، وهذا التفاوض بمثابة الإعلان عن تنازلها عن أيديولوجيتها التي أقامت عليها مبدأ الصراع، فكيف يتحوّل «العدو الأكبر» في الخطاب إلى طرف تجرى معه محادثات لترتيب أمن السفن والممرات البحرية؟ المسألة هنا لا تتعلق بالحوثيين وحدهم، إنها واحدة من أقدم مشكلات الحركات العقائدية المسلحة، حين تتحوّل العقيدة إلى سلطة، تدخل معها المصلحة إلى الغرفة نفسها، وفي الزمن الكثير من الشواهد.
في تلك اللحظة يبدأ الخطاب في التغيّر؛ فالعدو المطلق يصبح خصمًا قابلًا للتفاوض، والشعار يتحوّل إلى ورقة ضغط، والمواجهة التي قُدمت باعتبارها مبدأً تتحول إلى ملف تفاوضي، وهذا يعني أن كل ما تقوله الجماعة كان زائفًا، وأن التفاوض وحده يسقط عقيدتها، وهو يكشف شيئًا أكثر أهمية؛ أن السياسة في النهاية تختبر العقائد أكثر مما تختبرها المنابر.
بدت الصورة الحالية وكأنها تعرية، لا لسلوك الحوثيين وحدهم وعقيدتهم، بل لفكرة أوسع وهي أن الجماعة المسلحة عندما تصبح طرفًا في لعبة المصالح الدولية يضطر الواقع إلى كشف المسافة بين ما تقوله عن نفسها وصحة مبادئها، وما تستطيع أن تفعله عندما تجلس أمام خصم اختلقت الخلاف معه على طاولة النقاش.!
In politics, armed groups do not reveal their true nature solely by what they say during moments of mobilization, but rather by what they do when they find themselves at the negotiating table. This is why the recent developments in Yemen are highly significant, as Reuters reported that American officials met with prominent representatives of the Houthis in Muscat within the American embassy, and that the Houthis informed the American side that they do not intend to attack American or Israeli ships, while reaffirming their commitment to the previous ceasefire agreement.
The irony here is not in the occurrence of negotiations, even though the Houthis do not deserve to sit at the negotiating table due to their illegitimacy; while we can say that negotiation is a natural part of conflict management, the irony lies in the gap between ideological discourse and political practice.
The Houthis have built a fundamental aspect of their rhetoric on hostility towards the United States and Israel, making the confrontation with America a part of the group's identity and slogans. When the balance of interests shifts, the United States itself becomes a party that can be discussed, offered guarantees, and negotiated with on specific red lines. What is even more telling is that this coincides with Trump's remarks that the Houthis communicated with the American administration and requested that it not intervene in the conflict, and that Washington did not move to strike them directly. Here, the real problem emerges: Was America an ideological enemy, or a political adversary that can be negotiated with when interests dictate?
This explains the paradox in the Houthi position; however, they are an illegitimate and anomalous group that does not establish any diplomatic or political relations with the world, given their classification as a terrorist group. They currently maintain a regime in Sana'a that has dismantled all the pillars of the republic and violated the fabric of Yemen on all levels. They seek a sectarian state similar to - if not worse than - the Tehran regime, led by a figure who has no political status whatsoever in the Yemeni constitution!
The Houthis have abandoned their ideology when it served their interests, and this negotiation serves as an announcement of their concession of the ideology upon which they based the principle of conflict. How does the "greatest enemy" in discourse transform into a party with which negotiations are held to arrange the security of ships and maritime routes? The issue here does not concern the Houthis alone; it is one of the oldest problems of armed ideological movements, when ideology turns into power, and interest enters the same room. There are many examples throughout history.
At that moment, discourse begins to change; the absolute enemy becomes a negotiable adversary, the slogan turns into a pressure tactic, and the confrontation that was presented as a principle transforms into a negotiation file. This means that everything the group has said has been false, and that negotiation alone undermines its ideology, revealing something even more important: that politics ultimately tests ideologies more than platforms do.
The current picture appears to be a stripping away, not only of the behavior of the Houthis and their ideology but of a broader idea: that when an armed group becomes a party in the game of international interests, reality is forced to reveal the distance between what it says about itself and the validity of its principles, and what it can actually do when sitting across from an adversary with whom it has fabricated a disagreement at the negotiation table!
