كل أيديولوجيا مغلقة تحمل في داخلها سؤالاً لا تعلنه منذ البداية: أين مركز القرار الذي يمكن أن أستولي عليه؟ فهي قد تبدأ فكرةً تطلب حقها في النقاش، ثم لا تلبث أن تطلب احتكار تعريف الدين و الوطن و المصلحة العامة، و لا تكتفي بأن تؤثر في الدولة، بل تريد أن تصبح مرجعاً فوقها، و من هنا لا يكون السؤال السعودي: هل وصلت إلينا الأيديولوجيات؟ فقد وصلت بالفعل.. بل لماذا عجزت، مهما اتسع حضورها، عن أن تجعل العرش جائزةً لمشروعها؟
لقد عبرت المملكة، مثل غيرها، تيارات قومية ويسارية وحركية دينية، وترك بعضها أثراً امتد إلى الخطاب الاجتماعي والتعليم والمجال العام، ولا تخدم الحقيقة الوطنية محاولة إنكار ذلك، لكن وصول الفكرة شيء، وقدرتها على التحول إلى سيادةٍ فوق الدولة شيء آخر، فقد استطاعت بعض التيارات أن تكسب أتباعاً، وأن تؤثر في مرحلة، وأن تزاحم أحياناً على تفسير الدين أو المجتمع، لكنها لم تستطع أن تحوّل حضورها الجزئي إلى شرعيةٍ بديلة تبتلع الدولة.
ولذلك، فالمعيار الصحيح ليس جغرافيا الفكرة، بل وظيفتها، فقد تأتي فكرةٌ من الخارج فتضيف إلى المعرفة والتنمية، وقد ينشأ في الداخل مشروعٌ أشد انغلاقاً وخطراً، الفكرة تبقى اجتهاداً ما دامت تقبل أن تعيش مع غيرها تحت سقف النظام، أما حين تطلب ولاءً يعلو على الوطن، أو تدّعي تمثيل الدين والمجتمع تمثيلاً حصرياً، أو تجعل الوصول إلى القرار شرطاً لاكتمال وجودها، فإنها تنتقل من رأيٍ قابل للنقاش إلى مشروع احتكار.
وليست مناعة المملكة ناتجةً من شكل الحكم وحده، فقد عرف التاريخ عروشاً لم تكن مطروحةً للمنافسة، ثم سقطت حين فرغت الدولة من داخلها، أما الحالة السعودية فتقوم على شرعيةٍ مركبة: مرجعيةٌ في كتاب الله وسنة رسوله، ونظام حكمٍ ملكي تنعقد له البيعة، وتاريخ تأسيسٍ وتوحيد، وحكم يقوم على العدل والشورى والمساواة، ومؤسسات تحفظ انتظام الدولة، ووحدة وطنية ترى في المملكة بيتاً مشتركاً، ثم يأتي الأمن والإصلاح والإنجاز ليجدد الثقة ويضيف إلى الشرعية التاريخية شرعية الأثر.
هذه البنية لا تعني أن المجتمع بلا مطالب، أو أن الدولة فوق النقد، بل تعني أن الإصلاح لا يحتاج إلى هدم البيت كي يغيّر ما فيه، فالمطلب الوطني يسعى إلى دولةٍ أفضل، أما المشروع الأيديولوجي فيحتاج إلى تصوير الدولة خصماً دائماً حتى يبرر الحلول محلها، الأول يرى الخلل سبباً للإصلاح، والثاني يراه فرصةً للاستيلاء، والأول يريد أن تعمل المؤسسة بكفاءة، أما الثاني فلا يطمئن حتى تصبح المؤسسة أداةً في يده.
ولهذا، لا تكون المناعة بإغلاق باب السؤال أو تضييق مساحة الاختلاف، فذلك قد يمنح الأيديولوجيا المظلمة التي تبحث عنها، بل بتحويل الملاحظات إلى إصلاح، والاحتياجات إلى سياسات، والنقد المسؤول إلى معرفةٍ تساعد الدولة على تصحيح مسارها، فالدولة الراسخة لا تخشى من يريد تحسينها، والإصغاء للمواطن ليس تنازلاً عن السيادة، بل تعبيرٌ عن الثقة، وإغلاقٌ للطريق أمام جماعةٍ تريد احتكار شكواه ثم التحدث باسمه.
وهنا يظهر الفارق بين الدولة والتنظيم الأيديولوجي، فالأيديولوجيا المغلقة تمتحن ضمير الإنسان السياسي، وتطلب منه تطابقاً فكرياً كاملاً، ثم تمنح القبول لمن يقترب منها، وتسحبه ممن يخالفها، أما الدولة فتجمع المواطنين في رابطة الحقوق والواجبات، وتحاسبهم على أفعالهم وفق النظام، لا على مقدار انتمائهم إلى نظريةٍ سياسية واحدة، وكلما اتسعت الدولة للاختلاف المسؤول، ضاقت المساحة التي تستطيع الجماعة المغلقة أن تحوّلها إلى معسكرٍ للطاعة.
و لم ينتهِ عصر الأيديولوجيا كما يُقال، فقد تجدّد حضورها في العالم بصورٍ قومية متطرفة، وشعبوية، وهوياتٍ مغلقة، لكنها لم تعد قادرةً على إعفاء نفسها من اختبار النتائج، فالمواطن المعاصر لا يسأل فقط عن نقاء الشعار، بل عن الأمن و العمل والتعليم والصحة وكفاءة الإدارة، وهنا تتقدم الدولة التي تحوّل الرؤية إلى حياة، لأن الإنجاز لا يلغي الشرعية ولا يستبدلها، بل يمنحها لغةً يومية يلمسها المواطن في واقعه.
غير أن عدم قدرة الأيديولوجيا على امتلاك الحكم لا يعني انتهاء خطرها، فقد تعجز عن الوصول إلى القرار، ثم تحاول الاستيلاء على الوعي، فتجعل كل اختلافٍ امتحان ولاء، وكل حق بوابة لمشروع، و كل هويةٍ متراساً، و كل نقدٍ دليلاً على الخيانة، ولهذا لا تكفي صلابة مؤسسات الدولة وحدها، بل تحتاج إلى وعيٍ وطني يميّز بين الفكرة التي تثري المجال العام، والأيديولوجيا التي تستخدمه طريقاً إلى احتكاره.
قوة المملكة إذاً ليست في أن الأيديولوجيات لم تصل إليها، ولا في أن العرش لم يكن شاغراً فحسب، بل في أن الدولة نفسها لم تكن فارغة: لها مرجعيتها، و بيعتها، ومؤسساتها، وذاكرتها، ومشروعها الوطني، وقدرتها على الإصلاح والإنجاز، لذلك عجزت الجماعات عن التحول إلى دولةٍ فوق الدولة، وبقي التحدي الأهم ألّا تنجح في تحويل وعي المجتمع إلى عرشٍ بديل.
نقطة آخر السطر:
حين لا يكون الحكم جائزةً للأيديولوجيا..
يجب ألّا يكون وعي المجتمع جائزتها البديلة.
Every closed ideology carries within it a question it does not announce from the beginning: Where is the center of decision-making that I can seize? It may start as an idea demanding its right to discussion, but soon it seeks to monopolize the definition of religion, homeland, and the public interest. It does not settle for merely influencing the state; it wants to become a reference above it. Hence, the Saudi question is not: Have ideologies reached us? They have indeed reached us. Rather, it is: Why have they failed, no matter how widespread their presence, to make the throne a prize for their project?
The Kingdom has experienced, like others, nationalist, leftist, and religious movement currents, some of which have left an impact that extended to social discourse, education, and the public sphere. Denying this does not serve the national truth. However, the arrival of an idea is one thing, and its ability to transform into sovereignty over the state is another. Some currents have managed to gain followers, influence a phase, and sometimes compete for the interpretation of religion or society, but they have not been able to turn their partial presence into an alternative legitimacy that engulfs the state.
Therefore, the correct criterion is not the geography of the idea but its function. An idea may come from abroad and add to knowledge and development, while a more closed and dangerous project may arise from within. An idea remains a legitimate endeavor as long as it accepts to coexist with others under the roof of the system. However, when it demands loyalty that surpasses loyalty to the homeland, or claims exclusive representation of religion and society, or makes access to decision-making a condition for its existence, it shifts from a debatable opinion to a monopolistic project.
The Kingdom's immunity does not stem solely from the form of governance. History has known thrones that were not open to competition, only to fall when the state emptied from within. The Saudi case is based on a composite legitimacy: a reference in the Book of God and the Sunnah of His Messenger, a monarchical system to which allegiance is pledged, a history of establishment and unification, and governance based on justice, consultation, and equality, along with institutions that maintain the order of the state and a national unity that sees the Kingdom as a shared home. Then comes security, reform, and achievement to renew trust and add to historical legitimacy the legitimacy of impact.
This structure does not mean that society is without demands or that the state is above criticism. Rather, it means that reform does not require demolishing the house to change what is inside. The national demand seeks a better state, while the ideological project needs to portray the state as a perpetual adversary to justify replacing it. The former sees the flaw as a reason for reform, while the latter sees it as an opportunity for takeover. The former wants the institution to operate efficiently, while the latter does not feel secure until the institution becomes a tool in its hand.
Thus, immunity is not achieved by closing the door to questioning or narrowing the space for disagreement, as this may grant the dark ideology it seeks. Instead, it is achieved by transforming observations into reform, needs into policies, and responsible criticism into knowledge that helps the state correct its course. A solid state does not fear those who want to improve it, and listening to citizens is not a concession of sovereignty but an expression of trust, closing the door on a group that wants to monopolize their grievances and then speak on their behalf.
Here lies the difference between the state and the ideological organization. The closed ideology tests the political conscience of the individual, demanding complete intellectual conformity, then grants acceptance to those who approach it and withdraws it from those who oppose it. In contrast, the state gathers citizens in a bond of rights and duties, holding them accountable for their actions according to the system, not based on their degree of adherence to a single political theory. The more the state expands to responsible disagreement, the narrower the space becomes for the closed group to turn it into a camp of obedience.
The era of ideology has not ended, as is often claimed. Its presence has renewed in the world in extreme nationalist, populist, and closed identity forms. However, it is no longer able to exempt itself from testing results. The contemporary citizen does not only ask about the purity of the slogan but also about security, work, education, health, and administrative efficiency. Here, the state that transforms vision into life advances, for achievement does not negate legitimacy nor replace it; rather, it grants it a daily language that the citizen feels in their reality.
However, the inability of ideology to possess governance does not mean the end of its danger. It may fail to reach decision-making and then attempt to seize consciousness, making every difference a test of loyalty, every right a gateway to a project, every identity a barricade, and every criticism evidence of betrayal. Therefore, the resilience of state institutions alone is not enough; it requires a national awareness that distinguishes between the idea that enriches the public sphere and the ideology that uses it as a means to monopolize it.
Thus, the strength of the Kingdom lies not in the fact that ideologies have not reached it, nor in that the throne was not vacant, but in that the state itself was not empty: it has its reference, its allegiance, its institutions, its memory, its national project, and its capacity for reform and achievement. Therefore, the groups have failed to transform into a state above the state, and the most important challenge remains not to succeed in turning the consciousness of society into an alternative throne.
Final point:
When governance is not a prize for ideology...
Society's awareness should not be its alternative prize.
