The Saudi Insurance Market Report for 2025, issued by the Insurance Authority, deserves careful reading, as it monitors growth in this vital sector in terms of increased size and quality assessment of growth, and its sustainability!
A strong insurance sector is typically characterized by profitable growth, supported by capital adequacy, serving the interests of policyholders, and possessing the ability to withstand pressures. For this reason, the analysis of the performance of the Saudi insurance sector in 2025 focuses on what lies beyond averages and key indicators, as it analyzes the variance in the results of insurance companies, the differences between types of insurance, the level of capital safety margins, underwriting performance, reinsurance, risk management, investment contribution, and beneficiary outcomes!
The results of 2025 cannot be understood without acknowledging the fact that the size of the Saudi insurance sector has nearly doubled over four years, rising from 42 billion Saudi Riyals in 2021 to a total of premiums written exceeding 84 billion Saudi Riyals in 2025. This achievement reflects the extent of the expansion in the insurance protection umbrella, supported by numbers. For example, the number of beneficiaries of health insurance reached 14.47 million, and the number of insured vehicles was 11 million, while the number of employees in the sector increased to more than 19,000 individuals!
The insurance sector has succeeded in enhancing overall capital adequacy, with the solvency margin reaching approximately 156%, supported by an investment portfolio of 72.3 billion Saudi Riyals, which generated a core investment income of 1.59 billion Riyals. These financial pillars have helped insurance companies meet their obligations to policyholders and beneficiaries, as they were able to pay claims amounting to 53 billion Riyals, with an increase rate of 10%. There is no doubt that the risk-based capital framework set to be implemented in 2027 will enhance the importance of linking the investment strategy with capital efficiency and the risk profile!
On another note, beneficiary outcomes are an integral part of measuring the robustness and resilience of the sector. Therefore, the Insurance Authority monitors the claims experience, cost-bearing capacity, service quality, complaint trends, and capital flexibility, alongside underwriting performance, especially in the two types of vehicle insurance and health insurance, which constitute the largest share of the insurance market portfolio!
It is expected that 2026 will be an important milestone for testing the quality of growth achieved by the insurance sector over the past years, amid economic and geopolitical changes that may lead to instability and volatility in the operational environment of the insurance sector, representing a radical shift compared to the stability that prevailed in 2025!
Overall, the Saudi insurance sector remains stable, including financial solvency, while it is expected to focus in the upcoming phase on enhancing its cost-bearing capacity and service quality, while ensuring continued balance between premiums, claims management, and trends in the costs of medical service providers. Meanwhile, the implementation of the risk-based capital framework will enhance insurance companies' ability to manage the risk profile, improve capital quality, and sustain profits. At the same time, we trust that the profile of beneficiaries and policyholders will remain a priority for the Insurance Authority, which is working to develop a market characterized by financial robustness, accessibility, fairness, and effective responsiveness when claims are made!
