الأحداث المتسارعة، التي تشهدها منطقة الخليج العربي، والتطورات الخطيرة، وتداعياتها التي مست مباشرة أمن دول المنطقة وسيادتها، ألقت بظلالها على استقرار هذه المنطقة الحيوية، وما تمثله من أهمية أساسية للاقتصاد العالمي.
هذه التوترات العاصفة والأزمات المتلاحقة تكشف عن محاولات ممنهجة تستهدف بنية النظام الإقليمي القائم، عبر توسيع دائرة الفوضى من خلال الهجمات المستمرة وحروب الوكالة التي تشنّها المليشيات المدعومة من إيران، والتي طالت منشآت حيوية ومدنية ونفطية في عدد من دول المجلس. كما أنّ استمرار طهران في توظيف أذرعها الإقليمية لاستهداف مقدّرات دول المنطقة ومكتسباتها التنموية يشكّل تهديداً مباشراً للتعايش السلمي والأمن الإقليمي والتجارة الدولية.
ورغم هذه المحاولات الجسيمة، أثبتت دول مجلس التعاون جاهزية عالية من خلال منظومات دفاعية متطورة قادرة على التصدي للهجمات الصاروخية والطائرات المسيّرة وإحباطها مراراً. وقد تجلى ذلك بشكل واضح لا لبس فيه في الرد السعودي الحاسم والمشروع على الاعتداءات التي تعرّضت لها المملكة إعمالاً لحق الدفاع عن النفس، وفقاً للقانون الدولي وميثاق الأمم المتحدة.
ومع اشتداد المواجهة العسكرية بين الولايات المتحدة وإسرائيل من جهة، وإيران من جهة أخرى، أدارت دول الخليج الأزمة بعقلانية واتزان وحكمة، من خلال تبني موقف واضح يرفض الانخراط في الصراع، أو السماح باستخدام أراضيها أو أجوائها في أي عمليات عسكرية يمكن أن تؤدي لتوسيع دائرة الحرب.
ولم يقتصر هذا الموقف على تجنّب الانخراط في المواجهة، بل امتد إلى تحرك دبلوماسي نشط سعى لاحتواء التصعيد، وطرح المبادرات الرامية إلى نزع فتيل الأزمة، وتهيئة بيئة إقليمية أكثر أمناً واستقراراً، وهو ما يعكس رؤية إستراتيجية مفادها بأنّ الأمن الجماعي لا يتحقق عبر الاصطفافات العسكرية، وإنما بالحوار، واحترام سيادة الدول، وتغليب المصالح المشتركة.
ويجسّد هذا النهج الحكيم إدراكاً عميقاً لمخاطر الانزلاق إلى صراعات مفتوحة، كما يعكس نضجاً سياسياً في إدارة الأزمات، ويؤكد أنّ دول الخليج اختارت أن تكون جزءاً من جهود الاستقرار، لا طرفاً في إشعال النزاعات، أو توسيع نطاقها.
إنّ استمرار السياسات الإيرانية القائمة على التدخل في الشؤون الداخلية للدول، وتوظيف الجماعات المسلحة كأدوات للضغط السياسي والعسكري، يعري النوايا المضمرة لزعزعة الاستقرار، وهو نهج يعمق التوتر، ولا يخدم بناء الثقة.
لقد أثبتت التجارب التاريخية أنّ مصدر التهديد لأمن المنطقة ينبعث من داخل الإقليم، لا من خارجه، مما يجعل مستقبل المنطقة مرهوناً بقدرة دولها على تعزيز التعاون والتنسيق، وصياغة رؤية أمنية مشتركة، وتبني مسارات واتجاهات أكثر حكمة ومسؤولية، للتعاطي مع الأزمة القائمة والأحداث الحالية ومستجداتها، بعيداً عن السياسات العدوانية، والتذاكي المفرط، ومحاولة الاستئثار والهيمنة، إذ إنّ هذه الممارسات تعمق أسباب عدم الاستقرار، وتغذي التوتر في المنطقة.
وفي الوقت نفسه، يبقى احترام سيادة كل دولة وحقها في اتخاذ قراراتها الوطنية مبدأً راسخاً لا خلاف عليه، شريطة ألا تتحوّل الترتيبات الثنائية أو الجانبية إلى عبء على أمن دول المنطقة.
وفي ضوء هذه الوقائع، فإنّ أي مساعٍ لبناء الثقة مع إيران ستظل محدودة الأثر ما لم تقترن بتغيير حقيقي في السلوك السياسي، والتخلي عن سياسات حروب الوكالة، واحترام قواعد حُسن الجوار، وعدم التدخل في الشؤون الداخلية للدول، وهي المبادئ التي تمثل الأساس لأي نظام إقليمي مستقر وقادر على مواجهة تحديات المستقبل.
ينبغي على إيران، فضلاً عن ذلك، الخروج من هذه السياسات العبثية، والتوقف عن دعم الميليشيات، والكف عن التدخل في الشؤون الداخلية لدول الجوار، والابتعاد عن سياسة اللعب بالنار وإثارة العواصف السياسية الدولية، وعدم اتخاذ أي ممارسات طائشة تهدد الملاحة الدولية، وتسعى إلى بسط النفوذ على الممرات الإستراتيجية البحرية.
إنّ موضوع الملاحة الدولية في مضيق هرمز تحكمه الاتفاقات الدولية، ويمس في الصميم أمن المنطقة واستقراها، وبالتالي على إيران أن تكون دولة طبيعية، أسوة ببقية الدول الأعضاء في الأسرة الدولية، وعليها أيضاً الامتثال لمقتضيات الأعراف الدبلوماسية والدولية التي تحكم العلاقات الدولية.
متابعة التفاعلات الدولية للأزمة القائمة تشير إلى أنّ مصدر القرارات في طهران تقوم به حفنة من المتشدّدين، هؤلاء هم رهائن لتصوراتهم وقناعاتهم وأهوائهم الشخصية ومعتقداتهم التي تؤثر على توجهاتهم وقراءاتهم للأحداث وتقييماتهم السياسية والإستراتيجية الخاطئة دائماً، وهو ما يعرّض المنطقة إلى ما لا تحمد عقباه.
السلام الحقيقي لا يُبنى على الخطابات أو المناورات الدبلوماسية، بل على سياسات عملية تعزز الثقة المتبادلة، وتحترم سيادة الدول، وتنبذ استخدام القوة أو التهديد بها. فإذا اختارت إيران هذا المسار والالتزام بالمعايير الدولية، فإنّ دول الخليج ترحب بذلك، لأنها تبنت سياسة واضحة من حيث إبعاد المنطقة عن أي صراعات إقليمية أو دولية، وأبدت استعدادها لبناء علاقات قائمة على مبادئ حسن الجوار، والاحترام المتبادل، وحفظ المصالح المشتركة، وهي أسس تسهم في خلق بيئة توفر الثقة، وترعى النيات الصادقة، وتفتح صفحة جديدة في العلاقات، وترسّخ استتباب الأمن والاستقرار، والتوجه نحو التنمية المستدامة في المنطقة.
أما إذا استمرت إيران في نهج التصعيد والتهديد وتغذية الصراعات، وتقوية نفوذها عبر افتعال الأزمات، وتفريخ المليشيات، وتوظيف التوترات في دول المنطقة، فستجد نفسها أكثر عزلة، وأبعد عن لعب أي دور إيجابي في صناعة أمن المنطقة واستقرارها.
The rapid events occurring in the Arabian Gulf region, the serious developments, and their repercussions that have directly affected the security and sovereignty of the countries in the region have cast shadows over the stability of this vital area, which holds fundamental importance for the global economy.
These stormy tensions and successive crises reveal systematic attempts targeting the structure of the existing regional system, by expanding the circle of chaos through continuous attacks and proxy wars waged by Iranian-backed militias, which have targeted vital, civilian, and oil facilities in several member states. Furthermore, Tehran's continued use of its regional arms to target the resources and developmental gains of the countries in the region poses a direct threat to peaceful coexistence, regional security, and international trade.
Despite these grave attempts, the Gulf Cooperation Council (GCC) states have demonstrated high readiness through advanced defensive systems capable of repelling missile attacks and drones, thwarting them repeatedly. This was clearly evident in Saudi Arabia's decisive and legitimate response to the attacks it faced, exercising its right to self-defense in accordance with international law and the United Nations Charter.
As the military confrontation escalates between the United States and Israel on one side and Iran on the other, the Gulf states have managed the crisis with rationality, balance, and wisdom, adopting a clear stance that rejects involvement in the conflict or allowing the use of their territories or airspace in any military operations that could expand the scope of war.
This stance has not only been limited to avoiding involvement in confrontation but has also extended to active diplomatic movements aimed at containing escalation, proposing initiatives to defuse the crisis, and preparing a more secure and stable regional environment, reflecting a strategic vision that collective security is not achieved through military alignments, but through dialogue, respect for state sovereignty, and prioritizing common interests.
This wise approach embodies a deep understanding of the risks of slipping into open conflicts, reflects political maturity in crisis management, and confirms that the Gulf states have chosen to be part of stability efforts, not a party to igniting disputes or expanding their scope.
The continuation of Iranian policies based on interference in the internal affairs of states and employing armed groups as tools for political and military pressure exposes the hidden intentions to destabilize, a trend that deepens tension and does not serve the building of trust.
Historical experiences have proven that the source of the threat to the region's security emanates from within the region, not from outside, making the future of the region contingent upon the ability of its states to enhance cooperation and coordination, formulate a common security vision, and adopt wiser and more responsible paths and directions to address the ongoing crisis and current events and their developments, away from aggressive policies, excessive cunning, and attempts at monopolization and hegemony, as these practices deepen the causes of instability and fuel tension in the region.
At the same time, respecting the sovereignty of each state and its right to make its national decisions remains a fundamental principle that is undisputed, provided that bilateral or side arrangements do not become a burden on the security of the countries in the region.
In light of these facts, any efforts to build trust with Iran will remain limited in impact unless they are accompanied by a genuine change in political behavior, abandonment of proxy war policies, respect for good neighborliness, and non-interference in the internal affairs of states, principles that represent the foundation for any stable regional system capable of facing future challenges.
Iran should, moreover, move away from these futile policies, cease supporting militias, stop interfering in the internal affairs of neighboring countries, and refrain from playing with fire and stirring international political storms, avoiding any reckless practices that threaten international navigation and seek to extend influence over strategic maritime corridors.
The issue of international navigation in the Strait of Hormuz is governed by international agreements and fundamentally affects the security and stability of the region; thus, Iran must act as a normal state, like the other member countries of the international community, and must also comply with the requirements of diplomatic and international norms that govern international relations.
Following the international interactions regarding the ongoing crisis indicates that the source of decisions in Tehran is a handful of hardliners, who are hostages to their perceptions, convictions, personal whims, and beliefs that affect their orientations and readings of events and their always erroneous political and strategic assessments, which exposes the region to dire consequences.
True peace is not built on speeches or diplomatic maneuvers but on practical policies that enhance mutual trust, respect the sovereignty of states, and reject the use of force or the threat thereof. If Iran chooses this path and commits to international standards, the Gulf states welcome that, as they have adopted a clear policy of keeping the region away from any regional or international conflicts, and have shown their readiness to build relationships based on the principles of good neighborliness, mutual respect, and safeguarding common interests, which are foundations that contribute to creating an environment that provides trust, nurtures sincere intentions, opens a new chapter in relations, and solidifies security and stability, and moves towards sustainable development in the region.
However, if Iran continues its approach of escalation and threats, fueling conflicts, strengthening its influence through creating crises, spawning militias, and exploiting tensions in the countries of the region, it will find itself more isolated and further from playing any positive role in ensuring the security and stability of the region.
