منذ إطلاق رؤية المملكة العربية السعودية 2030، بقيادة سمو ولي العهد الأمير المقدام محمد بن سلمان، انتقلت المملكة من مرحلة التخطيط الطموح إلى مرحلة التنفيذ واسع النطاق. ولم تعد الرؤية مجرد إطار إستراتيجي، بل مشروعاً وطنياً أعاد صياغة أولويات التنمية، ورفع سقف الطموح، وأطلق حراكاً اقتصادياً واجتماعياً غير مسبوق. واليوم، وبعد أن أصبحت العديد من مستهدفاتها واقعاً ملموساً، تبدو المرحلة المقبلة أكثر ارتباطاً بجودة التنفيذ واستدامته من ارتباطها بصياغة الأهداف. لقد أثبتت التجارب العالمية أن الرؤى الكبرى لا تحقق نجاحها بالتخطيط وحده، بل بامتلاك آليات تنفيذ تتطور باستمرار. فكلما تقدم المشروع الوطني، أصبحت الحاجة أكبر إلى أدوات أكثر مرونة، وأسرع في نقل المعرفة، وأكثر قدرة على التعامل مع التحديات اليومية التي لا تظهر في التقارير، بل في مواقع العمل. ومن هذا المنطلق، قد يكون من المناسب التفكير في تطوير نموذج التنفيذ، عبر الانتقال التدريجي من الاعتماد التقليدي على المكاتب الاستشارية إلى فرق إدارة مشاريع مشتركة، تضم ممثلين عن الجهات الحكومية والقطاع الخاص، إلى جانب خبرات دولية سبق لها تنفيذ مشروعات مماثلة في القطاعات نفسها، سواء في القطاع العام أو الخاص. فالقيمة المضافة هنا لا تكمن في تقديم توصيات جديدة، وإنما في مشاركة خبرات عملية تراكمت من خلال مواجهة تحديات حقيقية وإيجاد حلول قابلة للتطبيق. وتقدم التجربة السنغافورية مثالاً جديراً بالتأمل. فقد بُني نجاحها الاقتصادي على مؤسسات تنفيذية عالية الكفاءة، عملت وفق رؤية موحدة تربط الاستثمار بالتعليم، والابتكار، والبنية التحتية، وتنمية رأس المال البشري. كما تبنت نهجاً يقوم على استهداف قطاعات اقتصادية محددة، وتخصيص فرق حكومية ترافق المستثمر منذ مرحلة التخطيط وحتى بدء التشغيل، بما يضمن سرعة الإنجاز، وتقليل التعقيدات، وتحقيق قيمة اقتصادية طويلة الأجل. وقد أسهم هذا النموذج في جعل سنغافورة واحدة من الدول الأعلى عالمياً في نصيب الفرد من الناتج المحلي الإجمالي، مع قدرة لافتة على الحفاظ على استمرارية السياسات الاقتصادية عبر تعاقب القيادات وبدون بهرجة إعلاميّة. ولا يعني ذلك استنساخ تجربة بعينها، فلكل دولة خصوصيتها وإمكاناتها وأولوياتها. إلا أن الاستفادة من أفضل الممارسات العالمية أصبحت جزءاً من تنافسية الدول، خصوصاً عندما تُكيف بما يتناسب مع البيئة المحلية، وتتكامل مع الخبرات الوطنية التي تمتلك المعرفة الأعمق باحتياجات المملكة. لقد أرست رؤية 2030 الأساس لتحول تاريخي، ورسخت ثقافة الإنجاز والطموح. وربما تمثل المرحلة المقبلة فرصة لتطوير آليات التنفيذ ذاتها، بحيث يصبح نقل الخبرة العالمية جزءاً من بناء القدرات الوطنية، وتتحول فرق المشاريع إلى منصات لتبادل المعرفة وصناعة الحلول، لا مجرد جهات للإشراف والمتابعة. إن نجاح الرؤى لا يُقاس فقط بما تحققه من مشاريع، بل بقدرتها على بناء مؤسسات تتعلم، وتطور أدواتها، وتبتكر أساليب تنفيذ تواكب حجم الطموح. وهذه، في تقديري، هي المرحلة الطبيعية التالية لمسيرة تقودها رؤية واضحة، وتدعمها قيادة جعلت من الطموح معياراً للإنجاز، ومن المستقبل مشروعاً يُبنى بخطوات عملية ومدروسة.
Since the launch of the Kingdom of Saudi Arabia's Vision 2030, led by His Royal Highness Crown Prince Mohammed bin Salman, the Kingdom has transitioned from a phase of ambitious planning to a phase of large-scale implementation. The vision is no longer just a strategic framework, but a national project that has reshaped development priorities, raised the bar for ambition, and unleashed unprecedented economic and social movement. Today, after many of its targets have become tangible realities, the next phase seems more connected to the quality of implementation and its sustainability than to the formulation of goals. Global experiences have proven that major visions do not achieve success through planning alone, but by possessing continuously evolving implementation mechanisms. As the national project progresses, the need for more flexible tools, faster knowledge transfer, and greater capacity to deal with daily challenges—challenges that do not appear in reports but in the workplace—becomes greater. From this perspective, it may be appropriate to consider developing an implementation model by gradually transitioning from the traditional reliance on consulting firms to joint project management teams that include representatives from government entities and the private sector, alongside international expertise that has previously executed similar projects in the same sectors, whether in the public or private sector. The added value here lies not in providing new recommendations, but in sharing practical experiences accumulated through facing real challenges and finding applicable solutions. The Singaporean experience offers a worthy example for reflection. Its economic success was built on highly efficient executive institutions that operated under a unified vision linking investment with education, innovation, infrastructure, and human capital development. It also adopted an approach that targets specific economic sectors and allocates government teams to accompany investors from the planning stage to the operational start, ensuring speed of execution, reducing complexities, and achieving long-term economic value. This model has contributed to making Singapore one of the highest countries globally in terms of GDP per capita, with a remarkable ability to maintain the continuity of economic policies through leadership changes and without media fanfare. This does not mean replicating a specific experience, as each country has its own uniqueness, capabilities, and priorities. However, benefiting from the best global practices has become part of the competitiveness of nations, especially when adapted to fit the local environment and integrated with national expertise that possesses a deeper understanding of the Kingdom's needs. Vision 2030 has laid the foundation for a historic transformation and has established a culture of achievement and ambition. Perhaps the next phase represents an opportunity to develop the very mechanisms of implementation, so that the transfer of global experience becomes part of building national capacities, and project teams transform into platforms for knowledge exchange and solution-making, rather than merely supervisory and follow-up entities. The success of visions is not measured solely by the projects they achieve, but by their ability to build institutions that learn, develop their tools, and innovate implementation methods that keep pace with the scale of ambition. This, in my opinion, is the next natural phase of a journey led by a clear vision, supported by a leadership that has made ambition a standard for achievement and the future a project built through practical and studied steps.
