يتنقل التغيير فيضرب كل مكان وفي كل الاتجاهات، لقد بات التغيير هو القاعدة. فيمضي بتفكيك هياكل المجتمعات والأسر والمؤسسات ويعيد بناءها وفق قواعد غير نهائية وغير معلومة وبشكل سريع وغير قابل للتنبؤ، ويأتي في المقدمة سوق العمل. نحن لم نعد نعرف كيف نُعِدُّ شبابًا قادرين على التكيف مع وظائف لم تُخلق بعد، وتقنيات لم تُبتكر بعد، وأسواق تتغير أسرع من فكر التغيير لأي وقت مضى؟
لقد دخل العالم مرحلة غير مسبوقة؛ فلم يعد التغيير فيها استثناءً، تتغير المهن، وتتبدل المهارات المطلوبة، وتتراجع قيمة بعض التخصصات، بينما تنشأ قطاعات جديدة كل عام. وفي ظل هذه البيئة المتسارعة، لم تعد المدرسة والجامعة وحدهما كافيتين لإعداد الإنسان للحياة العملية، مهما بلغت جودة التعليم.
وهنا تبرز الحاجة إلى التفكير في برنامج تجنيد وطني عصري، لا بوصفه مشروعًا عسكريًا بالمعنى التقليدي، وإنما بوصفه أكبر مشروع وطني لبناء الإنسان، يجمع بين الانضباط العسكري، والتأهيل المهني، والتدريب التقني والرقمي، والثقافة الوطنية، والعمل التطوعي، واللياقة البدنية، والمهارات القيادية، والثقة بالنفس، ليخرج الشاب أكثر قدرة على فهم نفسه وما حوله وأكثر قدرة على معايشة هذا الكم من المتغيرات وتحمل المسؤولية خدمة لأسرته ووطنه في السلم كما في الطوارئ.
إن مثل هذا البرنامج لا يهدف فقط إلى إعداد احتياط وطني عند الأزمات، بل إلى تنمية رأس المال البشري الوطني، وصناعة جيل قادر على قيادة اقتصاد المعرفة، وأكثر جاهزية وتنافسية في سوق عمل هو الأسرع تغيرًا في التاريخ، جيل منضبط محب للتعلم قادر على العمل وتحمل المسؤولية وتقديم التضحية عند الحاجة، لا ينتظر الفرص، بل يصنعها، ولا يكون ضحية لتقلبات السوق، بل يمتلك من المرونة والمهارة ما يجعله قادرًا على أخذ زمام المبادرة فكراً وعملاً لإعادة بناء مستقبله كلما تغيرت الظروف.
ولعل أعظم ما يمكن أن يحققه هذا البرنامج أنه يهيئ الإنسان نفسياً وبدنياً وذهنياً قبل أن يؤهله مهنياً. فهو يبني الأهلية البدنية، والنفسية، والذهنية، والمهنية، والتقنية في إطار واحد متكامل، بدلاً من ترك الشباب يجمعون مهارات متناثرة من دورات وبرامج متفرقة، قد تضيف معلومة، لكنها لا تصنع شخصية، ولا تبني ثقافة عمل متماسكة.
إن التجنيد الوطني، بهذا المفهوم، لا يصنع جنديًا فقط، بل يصنع ثقافة. ثقافة احترام الوقت، والانضباط، وتحمل المسؤولية، والعمل الجماعي، والقيادة، والاعتماد على النفس، والابتكار والإنتاج، والمبادرة، والقدرة على العمل تحت ظروف الضغط. وهذه ليست مهارات منفصلة، وإنما منظومة متكاملة من القيم والعادات والسلوكيات التي يصعب اكتسابها من خلال برامج قصيرة ومتفرقة.
من المؤكد أن يكون لهذا البرنامج أثر اجتماعي لا يقل أهمية عن أثره الاقتصادي. فالتجربة الوطنية المشتركة توسع دوائر التعارف والثقة بين الشباب من مختلف المناطق والخلفيات، وتبني شبكات علاقات مهنية وإنسانية قد تتحول لاحقًا إلى فرق ابتكار أو شراكات اقتصادية، أو مشاريع ريادية، أو مبادرات تطوعية تخدم المجتمع. فالاقتصادات الحديثة لا تقوم على المهارات الفردية وحدها، بل على قوة الشبكات البشرية، والثقة المتبادلة، والقدرة على العمل الجماعي.
كما أنه من المرجح أن يلعب البرنامج دورًا كحاضنة وطنية لاكتشاف الموهوبين أنفسهم قبل غيرهم ومعرفة ميولهم واهتماماتهم الحقيقية التي لم تجد البيئة المناسبة قبل ذلك. فكثير من الشباب يضيع عمره في تخصصات ومسارات مهنية ليست له، ولا تستجيب لطبيعته وحقيقة تفكيره وميوله فلا يكتشفون قدراتهم إلا بعد فوات الأوان وسنوات من الدراسة والعمل، وربما بعد تجارب مكلفة من تغيير التخصص أو الوظيفة.
لكن التجربة العملية المكثفة في بيئة منضبطة ومتنوعة، تساعد الشباب على اكتشاف ميولهم وقدراتهم في القيادة، أو التقنية، أو الصناعة، أو الإسعاف، أو الأمن السيبراني، أو الإدارة، أو ريادة الأعمال، في وقت مبكر، فيبنون مسارهم المهني على معرفة وتجربة، لا على التخمين.
ومن الآثار التي تستحق التأمل أيضًا أن البرنامج قد يسهم في إعادة ترتيب أولويات الحياة لدى كثير من الشباب. فيغرس قيمة التخطيط للمستقبل، والادخار، وتحمل المسؤولية، والعمل المنتج، وبناء الأسرة على أسس مستقرة. وعندما تترسخ هذه القيم، يصبح الزواج مشروع حياة، لا مناسبة اجتماعية يطغى فيها الإنفاق الاستعراضي والمضاهاة على الاستثمار في مستقبل الأسرة.
فالمجتمع يحتاج إلى ثقافة تجعل بناء الأسرة والبيت والمشروع المشترك أولى من المبالغة في تكلفة ليلة واحدة.
هذا لا يعني أن شباب اليوم يفتقرون إلى القيم أو الطموح أو الرؤية، فكثير من الأجيال الحالية أثبتت قدرتها على الإنجاز في ميادين عديدة وبكفاءة عالية، لكن التغيرات الاجتماعية والاقتصادية والتقنية أصبحت أعمق وأسرع من أن تواجهها برامج تدريبية متفرقة أو حلول جزئية. وما يحتاجه الشباب هو إطار وطني متكامل يواكب هذا التحول، ويمنحهم قاعدة مشتركة من المهارات والقيم والخبرات العملية.
إن التجنيد الوطني العصري لا ينبغي أن يؤطّر بالمفهوم التقليدي للتجنيد فقط، بل بوصفه أولاً استثمارًا إستراتيجيًا في الإنسان؛ لأن الدول التي تريد أن تتصدر اقتصاد المعرفة تحتاج إلى مواطن يجمع بين الانضباط والابتكار، وبين اللياقة البدنية والكفاءة الرقمية، وبين روح الفريق والقدرة على القيادة، وبين الانتماء الوطني والاستعداد للتعلم مدى الحياة.
ولعل الوقت قد حان للانتقال من مفهوم «التجنيد لإعداد الجندي» إلى مفهوم «التجنيد لإعداد المواطن». فالمواطن المؤهل هو أساس الأمن، ومحرك الاقتصاد، وركيزة المجتمع، وضمانة المستقبل. وإذا نجح هذا المشروع في بناء الإنسان، فإنه يكون قد أنجز أهم استثمار: الاستثمار في رأس المال البشري، الذي يصنع كل أشكال التنمية الأخرى لتضم مسارات عسكرية، وتقنية، صحية، صناعية، زراعية، بيئية، سيبرانية، مع منح المشاركين شهادات مهنية معتمدة، في مختلف مجالات رأس المال البشري، واقتصاد المعرفة.
Change is pervasive, striking everywhere and in all directions; it has become the norm. It dismantles the structures of societies, families, and institutions, and rebuilds them according to indefinite and unknown rules, quickly and unpredictably, with the labor market at the forefront. We no longer know how to prepare young people to adapt to jobs that have not yet been created, technologies that have not yet been invented, and markets that change faster than the thought of change ever has.
The world has entered an unprecedented phase; change is no longer an exception. Professions are changing, required skills are shifting, the value of some specializations is declining, while new sectors emerge every year. In this fast-paced environment, schools and universities alone are no longer sufficient to prepare individuals for practical life, no matter how high the quality of education.
Here arises the need to think about a modern national recruitment program, not as a military project in the traditional sense, but as the largest national project for human development. It combines military discipline, vocational training, technical and digital training, national culture, volunteer work, physical fitness, leadership skills, and self-confidence, enabling young people to better understand themselves and their surroundings and to cope with this multitude of changes while taking responsibility for serving their families and their country in both peace and emergencies.
This program aims not only to prepare a national reserve in times of crisis but also to develop national human capital and create a generation capable of leading the knowledge economy, more ready and competitive in the fastest-changing labor market in history. It aims to produce disciplined individuals who love learning, capable of working and taking responsibility, and willing to make sacrifices when necessary; they do not wait for opportunities but create them, and they are not victims of market fluctuations but possess the flexibility and skills to take the initiative in thought and action to rebuild their future whenever circumstances change.
Perhaps the greatest achievement of this program is that it prepares individuals psychologically, physically, and mentally before qualifying them professionally. It builds physical, psychological, mental, professional, and technical competencies within a single integrated framework, instead of leaving young people to gather scattered skills from various courses and programs that may add information but do not shape character or build a cohesive work culture.
National recruitment, in this sense, does not only create a soldier but also cultivates a culture. A culture of respecting time, discipline, responsibility, teamwork, leadership, self-reliance, innovation, productivity, initiative, and the ability to work under pressure. These are not separate skills but an integrated system of values, habits, and behaviors that are difficult to acquire through short and scattered programs.
It is certain that this program will have a social impact that is no less important than its economic impact. The shared national experience expands circles of acquaintance and trust among young people from different regions and backgrounds, building networks of professional and human relationships that may later transform into innovation teams, economic partnerships, entrepreneurial projects, or volunteer initiatives that serve the community. Modern economies do not rely solely on individual skills but on the strength of human networks, mutual trust, and the ability to work collectively.
It is also likely that the program will play a role as a national incubator for discovering talented individuals themselves, understanding their true inclinations and interests that have not found the right environment before. Many young people waste their lives in specializations and career paths that do not suit them, do not respond to their nature, and the reality of their thinking and inclinations, discovering their abilities only after it is too late, after years of study and work, and perhaps after costly experiences of changing their specialization or job.
However, intensive practical experience in a disciplined and diverse environment helps young people discover their inclinations and leadership abilities, or technical skills, or industry, or first aid, or cybersecurity, or management, or entrepreneurship at an early stage, allowing them to build their career paths based on knowledge and experience, not on guesswork.
Another effect worth contemplating is that the program may contribute to rearranging the priorities of life for many young people. It instills the value of planning for the future, saving, taking responsibility, productive work, and building a family on stable foundations. When these values are entrenched, marriage becomes a life project, not a social occasion dominated by extravagant spending and competition over investing in the family's future.
Society needs a culture that prioritizes building the family, home, and joint project over exaggerating the cost of a single night.
This does not mean that today's youth lack values, ambition, or vision; many current generations have proven their ability to achieve in various fields with high efficiency. However, social, economic, and technological changes have become deeper and faster than can be addressed by scattered training programs or partial solutions. What young people need is a comprehensive national framework that keeps pace with this transformation and provides them with a common base of skills, values, and practical experiences.
Modern national recruitment should not be framed solely by the traditional concept of recruitment but rather as a strategic investment in human capital. Countries that aspire to lead the knowledge economy need citizens who combine discipline and innovation, physical fitness and digital competence, team spirit and leadership ability, national belonging and readiness for lifelong learning.
Perhaps the time has come to shift from the concept of "recruitment to prepare a soldier" to the concept of "recruitment to prepare a citizen." A qualified citizen is the foundation of security, the engine of the economy, the pillar of society, and the guarantee of the future. If this project succeeds in building individuals, it will have accomplished the most important investment: investing in human capital, which creates all forms of other development, encompassing military, technical, health, industrial, agricultural, environmental, and cybersecurity pathways, while granting participants accredited professional certificates in various fields of human capital and the knowledge economy.
