لا أظنّ أنّ هناك حرباً عبر التاريخ، أربكت المشهد بقدر ما أربكته الحرب الجارية بين أمريكا وإسرائيل من جهة، وإيران من جهة أخرى، سواء أثناء احتدام المعارك وسعارها، وحتى ما يجري حالياً من حالة متأرجحة وقلقة،
بعد توقيع مذكرة التفاهم، تستمر المفاوضات على ذات النّقاط، التي تتضارب أقوال الطرفين حول التوصل إلى اتفاق بشأنها.
فالمتابع للمشهد سيلحظ بسهولة جنوح الجانب الإيراني نحو محو كلّ ما يصدر عن الجانب الأمريكي، وتحديداً ما يصدر على لسان الرئيس دونالد ترمب، الذي ما ينفكّ يبشّر العالم كلّ لحظة بأنّ إيران على وشك الانهيار، وأنّها ترغب في توقيع «أيّ اتفاق» مع واشنطن يخرجها من أزمتها المتفاقمة، وأنّها راضخة للشّروط الأمريكية بغير تحفّظ أو استدراك، في سياق يوشك أن يصل بالجميع إلى قناعة أن صيغة التفاهم بالمفهوم الأمريكي تقارب أن تكون «وثيقة استسلام»، أكثر من كونها وثيقة تفاهم لحلّ أزمة، وقف فيها صوت الرّصاص لحين، ولم يخفت فيها صوت التصريحات المتباينة حتى الآن..
ففي مقابل هذه السرديات الأمريكية تتعقّب السلطات الإيرانية، كلّ ما يصدر عن الرئيس ترمب، لتعلن نقيضه، لتظهره، في صلف بأنه غير قادر على إنفاذ إرادته عليها، وكأنها تحاول إقناع الداخل قبل الخارج بانتصار خرجت به من الحرب، وهو أمر يجافي الحقيقة، ويعاكس الواقع المُعاش والمنظور، مثل سرديات الانتصار التي أعلنها «حزب الله» في لبنان، و«حماس» في غزة، على تلال من الخراب والدمار وجثث القتلى.
ويمكن لأيّ متابع للأحداث ملاحظة هذه المعاكظات الإيرانية، خصوصاً في مسار التفاهمات، فلم تترك مواقيت التوقيع دون مشاغبة بنقائضها، وكذّبت تصريحات ترمب بشأن عدم فرض رسوم على عبور السفن عبر مضيق هرمز بعد انقضاء فترة الشهرين، ولو جاء الفرض سيكون من جهة واشنطن ولصالح خزينتها استيفاء لمنصرفاتها، السابقة والحالية واللاحقة!
ليجيء الرد الإيراني بإعلان مسارات خاصة وفق شروط فرضها «الحرس الثوري» وبمدد زمنية محددة..
فيما يخص موضوع الإفراج عن الأموال الإيرانية، بوصفه شرطاً من شروط المذكرة، استبق ترمب التصريح بتقييد حركة هذا المال وحصر إنفاقه في مواد غذائية من السوق الأمريكية لصالح المحتاجين في طهران، بما يشبه الوصاية عليها، فكان الرد الإيراني نقيضاً لذلك، وتأكيداً لحقها في المال وحرية التصرف فيه على النحو الذي تراه طهران..
أما الأمر الأكثر دهشةً وأدعى للاستغراب أنّ كلا الطرفين يتفقان على أنهما لم يناقشا موضوع «النووي الإيراني» وتطوير الصواريخ الباليستية الإيرانية، وإنما انحصر النقاش كله حول مضيق هرمز، ووضع بروتوكولات لتنظيم حركة الملاحة على هذا النحو الذي نشاهده اليوم، والذي يشي بأنّه إعلان بمحركات سياسية، يسعى كل طرف من خلاله أن يسجل نقاطاً، في طراد الكسب الإعلامي، والظهور بمظهر المنتصر، ودالة ذلك تُنظر في بطء حركة الملاحة، واحتياجها لزمن طويل حتى تعود إلى شيءٍ من طبيعتها السابقة..
والعجب من تأجيل موضوع النووي الإيراني والصواريخ الباليستية إلى أمد لاحق، بينما كانا هما الدافع الحقيقي الذي اندلعت بسببه هذه الحرب، واستهدفت فيه آلة التدمير الأمريكية والإسرائيلية مجتمعتين هذين المشروعين المهدّدين لسلامة وأمن المنطقة، بما حتّم أن يكون النقاش حولهما والاتفاق على ضرورة نسفهما من جذورهما مقدّم على أي تفاهمات أخرى، فما إغلاق مضيق هرمز إلا عرض جانبي لحرب جذرها الأساسي هو القضاء على أي إمكانية لحصول إيران على قنبلة نووية، وهو أمر لن يكون بمقدورنا الجزم به، والاطمئنان على تصريحات ترمب «المتضاربة» بشأنه، طالما بقيت كميات اليورانيوم المخصّب بحوزة إيران، مناقضة لتصريحاته باتفاقه مع إيران على ترحيل اليورانيوم المخصّب إلى واشنطن، أو تسليمه للإدارة الأمريكية ليصبح تحت تصرفها، وتارة نسمع عن ترحيله إلى روسيا.
والحقيقة التي لا جدال حولها أنه ما زال بحوزة إيران، وأنها طال الزمن أو قصر ستعيد المسرحية نفسها، والتهديد بتفاصيله، والحال كذلك مع مشروع تطوير الصواريخ الباليستية، و«كأنك يا أبو زيد ما غزيت»!
المشهد في مجمله يريك الشيء ونقيضه قبل أن تقوم من مكانك، وقبل أن تبرح جلستك وأنت تتابع الأخبار، فلا ثابت تبني عليه رؤية واستشرافاً، ولا حقيقة تمسك عليها لترسم أفقاً لحل منتظر يزيح عن هذه المنطقة الكابوس الذي جثم عليها..
ولكن بخلاف هذه الصورة المربكة يظل المشهد الخليجي الأكثر قدرة على رسم آفاق الحل المنطقي وفق المعطيات الماثلة، والتقديرات السليمة، ولعل هذا ما رشح بصورة إيجابية في الاجتماع الوزاري بين أمريكا ودول مجلس التعاون الذي انعقد أخيراً في المنامة، حيث اتفق الجميع على أن «تحقيق السلام والأمن الدائمين في المنطقة يتطلّب التصدي لجميع أشكال التهديدات الإيرانية، بما في ذلك صواريخها الباليستية وطائراتها المُسيّرة ودعمها للوكلاء في المنطقة».
كما شدّدوا على «أهمية إعادة فتح مضيق هرمز، وحرية الملاحة غير المشروطة وغير المقيّدة، بما في ذلك حق المرور العابر المكفول بموجب القانون الدولي، ورفض فرض أي رسوم أو ضرائب أو محاولات لفرض السيطرة على المضيق»، مؤكدين بشكل حاسم أن «أي تجارة واستثمار مع إيران مشروطة وقابلة للإلغاء، إذ تظلّ مرهونةً بالتزام إيران بمذكرة التفاهم والاتفاق النهائي، ووقف سلوكها المزعزع للاستقرار، وتهيئة الظروف اللازمة للتعاون الاقتصادي»..
في طوايا هذه الرؤية الخليجية المشتركة يكمن الحل الباتر للأزمة، وبغيره لن يكون ثمة حل ناجع.
I do not think there has been a war throughout history that has confused the scene as much as the ongoing war between America and Israel on one side and Iran on the other, whether during the height of the battles and their fervor, or even what is currently happening in a fluctuating and anxious state.
After the signing of the memorandum of understanding, negotiations continue on the same points, about which the two sides have conflicting statements regarding reaching an agreement.
Anyone following the scene will easily notice the Iranian side's tendency to erase everything that comes from the American side, specifically what is said by President Donald Trump, who constantly proclaims to the world that Iran is on the verge of collapse and that it wishes to sign "any agreement" with Washington to pull it out of its worsening crisis, and that it is yielding to American conditions without reservations or qualifications, in a context that is close to leading everyone to the conclusion that the understanding in the American sense is more akin to a "surrender document" than it is a document of understanding to resolve a crisis, where the sound of gunfire has ceased for a time, but the sound of varying statements has not quieted until now.
In contrast to these American narratives, Iranian authorities track everything that comes from President Trump to announce its opposite, portraying him arrogantly as incapable of enforcing his will upon them, as if they are trying to convince the domestic audience before the external one of a victory they have achieved from the war, which is contrary to the truth and contradicts the lived and perceived reality, much like the narratives of victory declared by "Hezbollah" in Lebanon and "Hamas" in Gaza, amidst hills of destruction, devastation, and corpses of the dead.
Any observer of events can notice these Iranian contradictions, especially in the course of the understandings; they did not leave the timing of the signing without interference with their oppositions, and they contradicted Trump's statements regarding not imposing fees on the passage of ships through the Strait of Hormuz after the two-month period, even if the imposition were to come, it would be from Washington and for the benefit of its treasury to cover its previous, current, and future expenditures!
The Iranian response came with the announcement of special pathways according to conditions imposed by the "Revolutionary Guard" and for specific time periods.
Regarding the issue of releasing Iranian funds, as it is a condition of the memorandum, Trump preemptively stated that the movement of this money would be restricted and its spending limited to food items from the American market for the benefit of the needy in Tehran, resembling a guardianship over it. The Iranian response was the opposite of that, affirming its right to the money and its freedom to dispose of it as Tehran sees fit.
As for the most astonishing and perplexing matter, both parties agree that they did not discuss the issue of "Iranian nuclear" and the development of Iranian ballistic missiles, but rather the entire discussion was confined to the Strait of Hormuz, and establishing protocols to organize navigation in the manner we see today, which suggests that it is a declaration with political engines, through which each party seeks to score points in the media gain race, and to appear as the victor, the evidence of which can be seen in the slow movement of navigation, needing a long time to return to something of its previous nature.
It is surprising that the issue of the Iranian nuclear and ballistic missiles has been postponed to a later date, while they were the real impetus for the outbreak of this war, and the American and Israeli destruction machine targeted these two projects threatening the safety and security of the region, making it imperative that the discussion about them and the agreement on the necessity of dismantling them from their roots be prioritized over any other understandings. For closing the Strait of Hormuz is merely a side effect of a war whose fundamental root is the elimination of any possibility for Iran to obtain a nuclear bomb, a matter we cannot be certain about, and feel reassured by Trump's "contradictory" statements regarding it, as long as the quantities of enriched uranium remain in Iran's possession, contradicting his statements about an agreement with Iran to transfer the enriched uranium to Washington, or to hand it over to the U.S. administration to be under its control, and sometimes we hear about its transfer to Russia.
The undeniable truth is that it is still in Iran's possession, and whether time is long or short, it will replay the same drama, with the threat in its details, and the same applies to the ballistic missile development project, as if to say, "You, Abu Zaid, did not invade!"
The overall scene shows you one thing and its opposite before you rise from your place, and before you leave your seat while following the news, so there is no stable foundation upon which to build a vision and foresight, nor a truth to hold onto to draw a horizon for a hoped-for solution that would lift the nightmare that has settled over this region.
However, contrary to this confusing picture, the Gulf scene remains the most capable of drawing logical solutions according to the existing data and sound assessments, and perhaps this was positively reflected in the recent ministerial meeting between America and the Gulf Cooperation Council countries held in Manama, where everyone agreed that "achieving lasting peace and security in the region requires confronting all forms of Iranian threats, including its ballistic missiles, drones, and its support for proxies in the region."
They also emphasized "the importance of reopening the Strait of Hormuz, and unconditional and unrestricted freedom of navigation, including the right of innocent passage guaranteed by international law, and rejecting the imposition of any fees or taxes or attempts to impose control over the strait," firmly asserting that "any trade and investment with Iran is conditional and revocable, as it remains contingent upon Iran's adherence to the memorandum of understanding and the final agreement, stopping its destabilizing behavior, and creating the necessary conditions for economic cooperation."
Within the folds of this shared Gulf vision lies the decisive solution to the crisis, and without it, there will be no effective solution.
